To look forward into the 21st Century, by seeking solutions to issues highlighted by Parish residents.

Focus population: Residents of Wingrave and Rowsham. Number of people this represents: 1578 % of Local Community population: 8%

Method (including data sources where applicable) :

The Parish have held two public meetings to seek community views, had two photographic ‘blitz’ days highlighting visual attractions and eye sores. Circulated questionnaires and draft action plans to all residents, and have sought input from village school children. The plan was compiled by a steering group appointed by the Parish council.

Method strengths and weaknesses:

The Parish has attempted to involve and inform all residents using a variety of mediums both publicly and personally and have included the considerations of the younger population. There is however no detail regarding the response rate or how successful the request for opinions was.

1. Housing - p2 There is little pressure to develop other than from developers and such development is seen as unnecessary. Wingrave is an Area of Attractive Landscape (AAL). Permission exists for a further 11 dwellings. There is only sufficient water supply for a further 11 houses. (p4). Resident population of Wingrave is growing as is the car population and traffic (p3). Due to high average house price there is a recognised need for affordable housing and part ownership or rental schemes.

2. Traffic – p8 Traffic calming measures are urgently required. Discourage heavy lorries from using Wingrave as a through route.

3. Parking - p9 Parked vehicles obstruct visibility and cause hazards. Agree locations where on street parking is acceptable. Better provision of off street parking. Consider restricted parking to ensure good visibility. Provision for parking should be acknowledged by AVDC planning policy.

4. Footpaths, cycle paths and bridleways – p5 Footpaths are disjointed and unconnected. Some useful off street footpaths are unlit. There is a need for dedicated or shared cycle paths. No off road bridle ways exist possible routes have been suggested. (p6).

5. Environment – p12 The conservation areas should be protected and recommended the areas should be combined and extended. Overhead wires should be put underground. Preserve the duck pond. Identify and protect important trees outside of the conservation area.

6. Public Transport – p12 Improve evening bus services. Improve local transport passes for the elderly. Support rail links from Aylesbury to Oxford and Bletchley. Minimise any increase in flights passing over from Luton Airport. Support alternative public transport schemes.

7. Community – p14 Support a modest increase in the number of small businesses. Support local post office/shop, pub and garage. Designate a site for a future GP surgery as the community does not currently have a full time GP surgery. (p14) Encourage the youth of the village to run resources/activities for themselves. Possibility of opening the Community Centre as an informal day centre for the elderly. Retain access to library services for the elderly and immobile as service has been reduced. Storage required for Parish’s archive material (p15).
