Annual NMGS Fall Field Conference Guidebooks Every fall since 1950, the New Mexico Geological Society (NMGS) has held an annual Fall Field Conference that explores some region of New Mexico (or surrounding states). Always well attended, these conferences provide a guidebook to participants. Besides detailed road logs, the guidebooks contain many well written, edited, and peer-reviewed geoscience papers. These books have set the national standard for geologic guidebooks and are an essential geologic reference for anyone working in or around New Mexico. Free Downloads NMGS has decided to make peer-reviewed papers from our Fall Field Conference guidebooks available for free download. Non-members will have access to guidebook papers two years after publication. Members have access to all papers. This is in keeping with our mission of promoting interest, research, and cooperation regarding geology in New Mexico. However, guidebook sales represent a significant proportion of our operating budget. Therefore, only research papers are available for download. Road logs, mini-papers, maps, stratigraphic charts, and other selected content are available only in the printed guidebooks. According to the WTAMU Foundation staff, “The WT Foundation only releases audited statements.” WT Foundation staff was informed that this proposal will not be considered until more recent financial documents are received. According to the WTAMU Foundation staff, “The Audit is being done jointly for FY19 and FY20. The WT Foundation changed auditors and the RFP process took longer than anticipated. It has been partially updated to reflect more current events since its original production. Introduction The Marathon Overthrust (aka West Texas Overthrust/WTO) is a segment in far west Texas that runs from Canada, through the Appalachian and Ouachita Mountains of the United States, to Mexico. The complete thrust belt has been the site for oil and gas exploration for decades, for it has tectonically over-ridden a number of producing sedimentary basins. But until the last two decades, the complex geology of the thrusts obscured the hydrocarbon potential, and hampered development efforts. Recent discoveries in the Black Warrior Basin, the Arkoma Basin, the Ouachita Overthrust the Fort Worth Basin and the Marathon Overthrust have changed the way the industry views this trend. The WTO trend is characterized by stacked pay zones in multiple reservoirs and horizons. This trend, sourced by organically rich shale beds of Barnett and Woodford age with Total Organic Content/TOC ranging up to 13% is now considered one of the emerging pre-eminent resource plays in North America with larger conventional targets lying above and below it. -

LETTER FROM THE CEO Greetings,I am thrilled to present you with Texas Water Trade’s first Annual Report. And what a year it’s been! We’ve stepped up to the challenge as a young start-up, raising money and setting big goals. It’s been rewarding to make plans with our partners on the ground across the state and deliver on our mission to bring clean, abundant and flowing water to all Texans. Halfway through our first full year in existence, COVID-19 hit. Like all of you, the 2020 we had planned was very different from the year we experienced. One of the many lessons the year has taught us is the importance of clean, flowing water—for our mental and our physical health. For many of us, water is where we go to find inspiration, solace and joy. When COVID closed us off from so much of the rest of our lives, our waters were still there. For me, our springs, rivers and bays were even more precious this year than ever before. That’s why at Texas Water Trade, we’re dedicated to building a future in which clean, flowing water is never a distant memory. From Comanche Springs and the Pecos River in West Texas to the rivers of the Hill Country and all the way to the Texas Gulf Coast, we are there working with our conservation peers, government agencies, and communities to restore and protect the waters that make Texas home. -

By their very nature, public schools cannot help but have a strong political dimension. Schools operate under a legal structure where policy is adopted by the school board whose membership is elected by the registered voters residing within the school district boundaries. The development of school district policies and associated decisions therein are largely impacted by federal and state laws. Those in power in the executive, legislative, and judicial branches of federal and state governments were either elected to their respective positions by the general voting public or appointed by elected officials. -

BACKGROUND On September 19, 1991, the Office of Student Financial Assistance Programs (SFAP) 1 issued a final program determination finding that from September 4, 1989, through July 24, 1990, Amarillo West Texas Barber Styling College, Inc. (Barber College) 2 improperly disbursed to its students $21,060 in Pell Grant funds, $5,075 in SEOG funds, and $19,911 in Stafford loans. See ED Ex. 1. SFAP's final program determination is based on an audit report, by the U.S. Department of Education Region VI, Office of Inspector General (OIG), issued on March 6, 1991. See ED Ex. 2 at 3 - 9. The OIC audited the Barber College's participation in Title IV programs for the period beginning September 1989 through July 1990. See ED Ex. 2 at 1. The OIG auditors concluded that: In September 1988, the Barber College was sold, but the change in ownership and control was not reported to [the Office of Post Secondary Education]. [The Barber College thereby] violated the standards of participation and thereby lost eligibility. The period of ineligibility lasted from September 4, 1988, the date of the change in control, until July 25, 1990, the effective date of the new participation agreement. -
