A critical look at different preservation strategies enables the development of best practices for appropriate tabby preservation. These best practices may be applied to an array of sites but are tested in this thesis as they are applied to Chocolate Plantation. Chocolate Plantation is a historic site from the early nineteenth century composed primarily of tabby buildings on the Georgia barrier island of Sapelo. Constructed during the Spalding Era of tabby, between the years 1790 and 1875, Chocolate is representative of plantation design in the most active era of tabby construction. -

THE IMPACT OF WILDERNESS ON CUMBERLAND ISLAND, GEORGIA by CHRISTINE WARD MCCAULEY (Under the Direction of JOHN C. WATERS) ABSTRACT How has the Cumberland Island Wilderness Act of 1982 impacted the historic resources of the island? Through the Act’s restrictions on use, the National Park Service (NPS) has been restricted in its efforts to maintain the historic structures of the island. Because of the inability for the NPS to use motorized equipment within Wilderness, they are unable to transport materials via Main Road from one end of the island to the other. Although transport is possible via other means (via water), the expense and time required for that transport is prohibitive. The environment created by the Wilderness legislation on Cumberland Island is so restrictive that the maintenance of historic structures is inefficient and ineffective. Demolition by neglect of historic structures is the result. In this thesis, I examine the innate difficulties in protecting both natural and historic resources without prioritizing either and make recommendations for future action and future study. LIFE TENANCY AND THE NATIONAL PARK SERVICE—A TOOL FOR CULTURAL RESOURCE MANAGEMENT by Katherine Rose Candler (Under the Direction of Cari Goetcheus) ABSTRACT Since its creation in 1916, the National Park Service has managed cultural resources through different strategies, one of the primary being protecting resources for the public in perpetuity through acquiring land and resources. Through land acquisition, these cultural landscapes and historic resources are protected for the enjoyment of the public. In some National Parks, life tenancy has been the process through which land and resources have been acquired. By learning how the NPS land management options are defined, identifying and studying properties that have been or are currently under life tenancy, and how they are used by the NPS after the life tenancy has ended, this thesis will serve to better understand the process of life tenancy and one unique facet of the NPS land management strategy for cultural resources, as well as explore the possibility for recommendations for how this system could be improved upon.
