McCallum NBER Working Paper No. 9838 July 2003 JEL No. E3, E4, E5 ABSTRACT The paper's arguments include: (1) Medium-of-exchange money will not disappear in the foreseeable future, although the quantity of base money may continue to decline. (2) In economies with very little money (e.g., no currency but bank settlement balances at the central bank), monetary policy will be conducted much as at present by activist adjustment of overnight interest rates. Operating procedures will be different, however, with payment of interest on reserves likely to become the norm. (3) In economies without any money there can be no monetary policy. The relevant notion of a general price level concerns some index of prices in terms of a medium of account. -

Chapter 9 MONEY Q.1. What is barter? Explain the difficulties of Barter system. Ans: Trade of goods with other goods without using money is called barter. This system was in practice before the invention of money. Following are the problems/difficulties of barter: • Lack of double coincidence of wants: The main difficulty of barter system is the lack of double coincidence of wants. In a barter system a person who wants to exchange his goods must find some person who is willing to exchange his commodity with his commodity. For example, a person possessed wheat, which he wanted to exchange for cloth. He could not succeed in acquiring cloth until he met someone who not only had cloth but was also willing to exchange with wheat. • Lack of store of value: The barter system suffered the lack of storing the value. There is no way of storing of wealth for a long period. Some commodities lose their value with the passage of time. Some commodities, such as milk, fish, vegetable, wheat, and cotton lose value with the passage of time. Such commodities could not store for a long period. • Lack of measure of value: It was very difficult to measure the value of the goods with other goods as we can measure the value of everything with the help of money today. Because, there was nothing that could measure the value of each good commonly. For example, it was difficult to tell how much milk should be given to get 1 kg of wheat. • Lack of transfer of value: In barter, people had been facing challenges in transferring wealth from one place to another due to heavy weight and size of the goods stored as wealth. -

China Economic Issues Number 7/07, November 2007 The Potential of the Renminbi as an International Currency Hongyi Chen and Wensheng Peng This paper assesses the potential significance of the renminbi as an international currency by drawing on the experiences of the other major currencies. We estimate an empirical model relating currency shares of reserve holdings to economic determinants such as the size of the economy and financial market, stability of the currency value and network externalities. A counter-factual simulation of the model using China’s data suggests that the renminbi’s potential as a reserve currency could be comparable to that of the British pound and Japanese yen if the currency were to become fully convertible today. An international currency is ultimately a market choice, but government policies on currency convertibility can facilitate or inhibit the process. In this respect, the authorities need to weigh the benefits and risks associated with an international role of the renminbi in policy formulation and implementation. As the size of the economy and financial market increases and the monetary policy framework including exchange rate flexibility becomes more firmly established, the benefits should increasingly dominate costs. The potential international role of the renminbi and associated benefits and costs should be part of policy considerations on the pace and form of financial liberalisation and capital account opening. Hong Kong, being an international financial centre of China, can play an important role in the development and opening up of the Mainland financial market. The renminbi business in Hong Kong provides a testing ground for the use of the renminbi outside Mainland China. -

My name is Rohan Grey. I am an Assistant Professor of Law at Willamette University, where I research money and technology, specializing in the design and regulation of digital fiat currency.1 I also serve as a Vice-Chair of the Policy and Governance Working Group at the Digital Currency Global Initiative, a partnership between Stanford University and the United Nations’ International Telecommunications Union. In that capacity, I work with policymakers and industry representatives from around the world to develop and harmonize technical and regulatory standards concerning digital fiat currency, with a focus on privacy, identity, and on-boarding issues. As the author of a forthcoming book titled “Digitizing the Dollar: the Battle for the Soul of Public Money in the Age of Cryptocurrency” (Melville House, 2022), I am grateful for the opportunity to participate in a hearing that shares its title, and to offer my personal views on the technological infrastructure, privacy, and financial inclusion implications of publicly issued digital currencies. Perkins Cryptocurrencies are digital money in electronic payment systems that generally do not require Specialist in government backing or the involvement of an intermediary, such as a bank. Instead, users of the Macroeconomic Policy system validate payments using certain protocols. Since the 2008 invention of the first cryptocurrency, Bitcoin, cryptocurrencies have proliferated. In recent years, they experienced a rapid increase and subsequent decrease in value. One estimate found that, as of March 2020, there were more than 5,100 different cryptocurrencies worth about $231 billion. Given this rapid growth and volatility, cryptocurrencies have drawn the attention of the public and policymakers. A particularly notable feature of cryptocurrencies is their potential to act as an alternative form of money. Historically, money has either had intrinsic value or derived value from government decree. Using money electronically generally has involved using the private ledgers and systems of at least one trusted intermediary. Cryptocurrencies, by contrast, generally employ user agreement, a network of users, and cryptographic protocols to achieve valid transfers of value. Cryptocurrency users typically use a pseudonymous address to identify each other and a passcode or private key to make changes to a public ledger in order to transfer value between accounts. Other computers in the network validate these transfers. Through this use of blockchain technology, cryptocurrency systems protect their public ledgers of accounts against manipulation, so that users can only send cryptocurrency to which they have access, thus allowing users to make valid transfers without a centralized, trusted intermediary. -

We first discuss methodological issues distinguishing our approach from others: New Monetarism has something in common with Old Monetarism, but there are also important differences; it has little in common with Keynesianism. We describe the principles of these schools and contrast them with our approach. To show how it works, in practice, we build a benchmark New Monetarist model, and use it to study several issues, including the cost of inflation, liquidity and asset trading. MONEY AS ‘UNIVERSAL EQUIVALENT’ AND ITS ORIGIN IN COMMODITY EXCHANGE COSTAS LAPAVITSAS DEPARTMENT OF ECONOMICS SCHOOL OF ORIENTAL AND AFRICAN STUDIES UNIVERSITY OF LONDON [email protected] MAY 2003 1 1.Introduction The debate between Zelizer (2000) and Fine and Lapavitsas (2000) in the pages of Economy and Society refers to the conceptualisation of money. Zelizer rejects the theorising of money by neoclassical economics (and some sociology), and claims that the concept of ‘money in general’ is invalid. Fine and Lapavitsas also criticise the neoclassical treatment of money but argue, from a Marxist perspective, that ‘money in general’ remains essential for social science. Intervening, Ingham (2001) finds both sides confused and in need of ‘untangling’. It is worth stressing that, despite appearing to be equally critical of both sides, Ingham (2001: 305) ‘strongly agrees’ with Fine and Lapavitsas on the main issue in contention, and defends the importance of a theory of ‘money in general’. However, he sharply criticises Fine and Lapavitsas for drawing on Marx’s work, which he considers incapable of supporting a theory of ‘money in general’. Complicating things further, Ingham (2001: 305) also declares himself ‘at odds with Fine and Lapavitsas’s interpretation of Marx’s conception of money’. For Ingham, in short, Fine and Lapavitsas are right to stress the importance of ‘money in general’ but wrong to rely on Marx, whom they misinterpret to boot. Responding to these charges is awkward since, on the one hand, Ingham concurs with the main thrust of Fine and Lapavitsas and, on the other, there is little to be gained from contesting what Marx ‘really said’ on the issue of money. -
