    Chapter Ten Hindu Nationalists and the Cold War Rahul Sagar It is generally accepted that during the Cold War divergences between “hope and reality” rendered India and America “estranged democracies.”1 Te pre- cise nature of the Indo- American relationship during these decades remains a subject of fruitful study. For instance, Rudra Chaudhuri has argued that the Cold War’s many crises actually prompted India and the United States to “forge” a more nuanced relationship than scholars have realized.2 Tis chapter does not join this discussion. It examines a diferent side of the story. Rather than study the workings of the Congress Party–afliated political and bureaucratic elite in power during the Cold War, it focuses on the principal Opposition—the ideas and policies of the Hindu Mahasabha, the Jan Sangh, and the Bharatiya Janata Party (bJP), which have championed the cause of Hindu nationalism. Te Cold War–era policies of these parties have not been studied carefully thus far. A common assumption is that these parties had little to say about international afairs or that, to the extent that they had something to say, their outlook was resolutely militant. Tis chapter corrects this misperception. It shows that these parties’ policies alternated between being attracted to and being repulsed by the West. To illustrate this, I suggest that engagement with the state can be efficacious in certain instances (violence against women) but that in those cases where women face structural constraints (women’s political representation), where the challenges are powerful, opportunity to have an impact is limited. Examining the extent to which the state has been an arena where women’s groups have been able to demand and achieve change provides significant insights into political environments that shape women’s agency and advocacy within that region. My doctoral thesis takes a multi-level approach in order to understand the impact of women’s movements on the state and its institutions. I maintain that women’s movement activity elicits state responsiveness and I analyze three factors to support my claim. First, I consider what government is in power and how open it is to engagement. Secondly, I consider how cohesive the women’s movement is on a particular issue and thirdly, I iii maintain that women’s national machinery can be an effective channel for implementing women’s interests.

Hindu nationalism has been on the rise in recent decades with the increased power of the BJP which has established a divisive rhetoric in India that has been at the expense of various minorities. The current Prime Minister and leader of the BJP, Narendra Modi, has recently revoked the special status of Kashmir and has placed the region under curfew leading to many cases of human rights abuse and arrests. Through an in-depth historical analysis, this research seeks to determine the agenda of the BJP and Hindu nationalists on Kashmir and how it effects Kashmiris and the secular democracy of India. This project will explore key points of Indian history tracking Hindu nationalists’ sentiments and political agendas throughout the twentieth and twenty-first centuries. Much of the research will be focused on the past two decades and the Modi government since this period has been the height of power for the BJP. Understanding the changing political environment in India allows for better policymaking and effective action. This paper seeks to accomplish that goal.

    Transnational Hindutva Networks in United States 1 Over the last several decades, a transnational network of American groups affiliated with Hindu nationalist organizations has embedded itself in the Indian diaspora in the United States.2 This network deserves special attention in the context of the recent debate around citizenship laws in India that target religious minority groups, specifically Muslims.3 The National Register of Citizens (NRC) and the Constitution Amendment Act (CAA) and the protest against it cannot be understood in isolation from the growing prominence of the Hindutva ideology in India. Through the ideological lens of Hindutva, India is an aspiring Hindu state, which would include the Buddhists, Jains, and Sikhs as organically deriving from India, but not Muslims, because Islam is characterized as an alien and invading religion. The citizenship laws also assert that all non-Muslims excluded in the nationwide National Register of Citizens (NRC) would re-qualify for citizenship via Constitution Amendment Act (CAA), while the Muslims living in India for generations would not. Instead, the Indian Muslims could be subject to severe punitive consequences including “statelessness, deportation, or prolonged detention”.4 Under such circumstances, and in the context of the riots in North East Delhi that experts have categorized as pogrom against Muslims5, the purpose of this testimony is two fold.   • Introduction
    Introduction On 4th April, 1980 the National Executive of the Janata Party adopted a resolution prohibiting members of RSS to continue in the Janata Party. This resolution was sequel to the fears entertained by Chandrashekhar’s Group and a few Socialists who had not left the Janata Party when the split caused by Ch. Charan Singh took place and others that the erstwhile Jana Sangh would capture the party on account its mass base and large army of dedicated workers. This development was anticipated by leaders and workers of the Jana Sangh and RSS background in Janata Party. So they had asked Jana Sangh workers from all over the country to assemble at Delhi before the meeting of the National Executive of Janata Party and to be prepared for all eventualities. The resolution adopted by the National Executive of Janata Party was not acceptable to erstwhile Jana Sangh constituent and to several other leaders and persons in Janata Party who had no RSS background. The Jana Sangh constituent had sincerely worked towards the strengthening and smooth working of the Janata Party. Even though it constituted the largest single constituent of the Janata Party and had a larger popular base in the country it did not ask for proportionate share either in Janata Government or in Janata Party and was content with whatever was given to it. The Jana Sangh constituent wanted Janata Party to succeed and emerge as an alternative to Congress which had ruled the country for three decades prior to 1977.
