PESONet is a new electronic fund transfer service that enables customers of participating banks, e- money issuers or mobile money operators to transfer funds in Philippine Peso currency to another customer of other participating banks, e-money issuers or mobile money operators in the Philippines. It is more inclusive platform for Electronic Fund Transfers which will make G2B(Government-to- Business) and G2C(Government-to-Consumer) payments more practical, convenient, fast, and secure. What is the purpose of PESONet? Through PESONet, businesses, government, and individuals will be able to conveniently pay or transfer funds from their account to one or multiple recipient accounts in other financial institutions. PESONet is the perfect alternative to the still widely used paper-based check system. What are the features of PESONet? What are the uses of PESONet? How does PESONet work? Customers instruct their financial institution to send credit instructions to other financial institutions via online banking, mobile banking or over-the-counter transaction. They need to provide the payees’ financial institution, account number, and amount. The credit instruction is transmitted by the financial institution to the clearing switch operator, which currently is the Philippine Clearing House Corporation (PCHC). The funds are settled in the respective financial institutions demand deposit accounts held in Bangko Sentral ng Pilipinas (BSP) through BSP’s Philippine Payments and Settlement System (PhilPaSS). OBJECTIVES OF THE CONSULTATION: To present the Environment and Social Safeguards Framework (ESSF) and seek suggestions for revisions. C. HIGHLIGHTS OF DISCUSSIONS 1. The PHRED concept and the need for it were presented to the body. The acceptability of this project was expressed by the participants specially the private bank representatives who expressed the need for it. The brown out all over Luzon the previous week helped the participants recognize the need for more stable power supply. 2. The draft ESSF was presented to the body. The participants accept the importance of safeguards operations for project sustainability. It was shared that both the national laws and the World Bank policies on safeguards must be respected. However, concerns were raised on cases of non-compliance. The private banks expressed apprehension that this will be made a condition prior to guarantee approval and/or loan release as well as a ground to withhold payment of guarantee claims. It was noted that non-compliance to safeguards may occur way after release of loans have been made and private banks will no longer have any hold on the borrower.

Following Abidin Kusno, we may speak of the ideological continuity behind globalization in the continuing hold of a modernist ethic, not only on the imagination of planners and builders but on the preferences of elite consumers for exclusive spaces. Most of the scholarly work considering the spatial impact of corporate-led urban development has situated the phenomenon in the ‘global’ era — to the extent that the spatial patterns resulting from such development appear wholly the outcome of contemporary globalization. The case of Makati City belies this periodization. By examining the development of a corporate master-planned new city in the 1950s rather than the 1990s, we can achieve a better appreciation of the influence of an enduring ideology — a modernist ethic — in shaping the duality of Makati. The most obvious thing in some parts of Greater Manila is that the city is Little America, New York, especially so in the new exurbia of Makati where handsome high-rise buildings, supermarkets, apartment-hotels and shopping centers flourish in a setting that could well be Palm Beach or Beverly Hills.
