Southampton City Council the City of Southampton (Residents' Parking Schemes) (Amendment No SOUTHAMPTON CITY COUNCIL THE CITY OF SOUTHAMPTON (RESIDENTS' PARKING SCHEMES) (AMENDMENT NO . 2) ORDER 2005 Southampton City Council (hereinafter called "the Council") under Sections 1 (1) and (2), 2 (1) to (3), 4 (1) and (2), 32 (1) and 45 of the Road Traffic Regulation Act 1984 as amended ("the Act") and of all other enabling powers, after consultation with the Chief Officer of Police in accordance with Part III of Schedule 9 to the Act hereby makes the following Order: 1 CITATION (a) Except as otherwise stated in paragraphs (b) and (c) of Article 1, this Order shall come into operation on 21 February 2005 and may be cited as the City of Southampton (Residents' Parking Schemes) (Amendment No. 2) Order 2005. (b) Thc; provisions of Articles 25, 26, 27, 28, 35 and 36, insofar as they relate to waiting restrictions and parking places in Rockstone Place, Furzedown Road and Oakhurst Road, shall come into operation on 14 March 2005 . _ (c) The provisions of Article 4 and 5, insofar as they relate to the exemption for permit holders from waiting restrictions in the Polygon area, shall come into operation on 25 April 2005. INTERPRETATION In this Order except where the context otherwise requires the following expressions have the meanings hereby respectively assigned them :- . "Principal Order No. 1" shall mean the City of Southampton (Polygon Area) (Residents' Parking Scheme) Order 2002, as amended; "Principal Order No . 2" shall mean the City of Southampton (Woolston) (Residents' Parking Scheme) Order 2002, as amended ; "Principal Order No. 3" shall mean the City of Southampton (Newtown/Nicholstown) (Residents' Parking Scheme) Order 2003, as amended ; "Principal Order No. 4" shall mean the City of Southampton (Bevois Town) (Residents' Parking Scheme) Order 2002, as amended ; "Principal Order No . 5" shall mean the City of Southampton (Bassett, Highfield and Hampton Park) (Residents' Parking Scheme) Order 2002, as amended ; "Principal Order No. 6" shall mean the City of Southampton (Coxford Area) (Residents' Parking Scheme) Order 2002, as amended; "Principal Order No. 7" shall mean the City of Southampton (Freemantle) (Residents' Parking Scheme) Order 2002, as amended; "Principal Order No. 8" shall mean the City of Southampton (Shirley Area) (Residents' Parking Scheme) Traffic Regulation Order 2002, as amended ; "Principal Order No . 9" shall mean the City of Southampton (Various Roads) (Prohibition and Restriction of Waiting) Traffic Regulation Order 2002, as amended; "Principal Order No. 10" shall mean the City of Southampton (Bitterne Manor) (Residents' Parking Scheme) Order 2002, as amended; "Principal Order No . 11" shall mean the City of Southampton (Itchen) (Residents' Parking Scheme) Order 2002, as amended ; 050218 TRO (1) "Principal Order No . 12" shall mean the City of Southampton (Northam) (Residents' Parking Scheme) Order 2002, as amended ; and "Principal Order No . 13" shall mean the City of Southampton (Various Roads) (Prohibition and Restriction of Waiting) Traffic Regulation Order 2002, as amended . (ii) Except where otherwise stated any reference in this Order to a numbered Article or Schedule is a reference to the Article or Schedule bearing that number in this Order. (iii) Any reference in this Order to any enactment shall be construed as a reference to that enactment as amended by any subsequent enactment. (iv) The prohibitions, restrictions and requirements imposed by this Order are in addition to and not in derogation of any restriction, prohibition or requirement imposed by any other enactment and any exception or exemption from the provisions of this Order is without prejudice to the provisions of any other .enactment. MISHANDLING OF PARKING DOCUMENTS AND RELATED OFFENCES The following shall be-inserted into Principal Orders, 1 to 13 as a new Article 10A:- "10A The Council's Parking Services Manager or any parking attendant or other employee of the Council acting on his behalf is hereby authorised to act in accordance with Section 116 of the Act for the purpose of retaining or requiring the delivery up of any document or article carried on a vehicle, or by the driver or person in charge of a vehicle, in relation to which document or article there is reasonable cause to believe that an offence has been committed under subsection (1) of Section 115 of the Act." THE POLYGON 4 Article 20 (iii) of Principal Order No . 1 shall be deleted and replaced with the following:- "Nothing in Article 19 shall render it a contravention to cause or permit any vehicle to wait in any of the parking places specified in Schedules 5.01 and 6.05 provided that the vehicle displays in the manner specified in Article 13 a valid permit issued by the Council in respect of that vehicle." 5 The heading of Schedule 6.05 to Principal Order No . 1 shall be deleted and replaced with the following:- "Schedule 6.05: Parking Places with 2 Hour Limit (No Return within 2 Hours) 8am - 6pm, Monday to Saturday, Except Permit Holders ." WOOLSTON The definition of "Zone" in Article 2 of Principal Order Number 2 shall be deleted and replaced with the following:- "Zone" means one of the two controlled parking zones numbered 2 and 3 which comprise the Woolston Residents' Parking Scheme and are shown in brackets respectively for each parking place in column 3 of Schedules 5.12 and 6.18 . 7 Article 21 (iii) of Principal Order No. 2 shall be deleted and replaced with the following :- "Nothing in Article 19 shall render it a contravention to cause or permit any vehicle to wait in any of the parking places specified in Schedules 5.12 and 6.18 provided that the vehicle displays in the manner specified in Article 13 a valid permit issued by the Council in respect of that vehicle and showing the number of the zone in which the parking place is situated ." 8 The heading of Schedule 6.18 to Principal Order No. 2 shall be deleted and replaced with the following :- "Schedule 6.05 : Parking Places With 2 Hour Limit (No Return within 2 Hours) 8am- 10pm, Sunday to Saturday, Except Permit Holders." 050218_TRO (2) 9 The contents of Schedule 1 shall be deleted from Schedule 2 .01 to Principal Order No. 2. 10 The contents of Schedule 2 shall be inserted into Schedule 2.01 to Principal Order No. 2. 11 The contents of Schedule 3 shall be deleted from Schedule 5 .12 to Principal Order No. 2. 12 The contents of Schedule 4 shall be inserted into Schedule 5.12 to Principal Order No. 2. 13 The contents of Schedule 5 shall be deleted from Schedule 6 .17 to Principal Order No. 2. 14 The contents of Schedule 6 shall be inserted into Schedule 6.17 to Principal Order No. 2. 15 The contents of Schedule 6.18 to Principal Order No. 2 shall be deleted and the contents of Schedule 7 shall be inserted into Principal Order No. 2 as a new Schedule 6.18 . NEWTOWN/NICHOLSTOWN 16 Article 20 (iii) of Principal Order No. 3 shall be deleted and replaced with the following:- "Nothing in Article 19 shall render it a contravention to cause or permit any vehicle to wait in any of the parking places specified in Schedules 5 .12, 6.14 and 6.16 provided that the vehicle displays in the manner specified in Article 13 a valid permit issued by the Council in respect of that vehicle." 17 The heading of Schedule 6 .14 to Principal Order No. 3 shall be deleted and replaced with the following :- "Schedule 6.14: Parking Places with 1 Hour Limit (No Return within 3 Hours) 8am- 10pm, Sunday to Saturday, Except Permit Holders." 18 The heading of Schedule 6 .16 to Principal Order No. 3 shall be deleted and replaced with the following:- "Schedule 6.16 : Parking Places with 1 Hour Limit (No Return within 1 Hour) 8am- 10pm, Sunday to Saturday, Except Permit Holders." 19 The contents of Schedule 8 shall be deleted from Schedule 2 .01 to Principal Order No. 3. 20 The contents of Schedule 9 shall be inserted into Schedule 2 .01 to Principal Order No. 3. 21 The contents of Schedule 10 shall be deleted from Schedule 6.16 to Principal Order No . 3. 22 The contents of Schedule 11 shall be inserted into Schedule 6 .16 to Principal Order No . 3. 23 The contents of Schedule 12 shall be deleted from Schedule 6.14 to Principal Order No . 3. 24 The contents of Schedule 13 shall be inserted into Principal Order No . 3 as a new Schedule 6.17.     ITEM NO: C2a APPENDIX 1 Background Information Approximately 3600 flats and houses were built in Southampton in the five year period up to March 2006. About 80% of these were flats. Some 25% of these flats and houses were in the city centre, where the on-street parking facilities are available to everyone on a "Pay and Display" basis. Outside the central area, only about 10% of the city falls within residents' parking zones. So, out of the 3600 properties in all, it is estimated that only about 270 (or 7.5%) will have been within residents' parking zones and affected by the policy outlined in the report. Only in a few (probably less than 20) of these cases have difficulties come to light. In general, there is no question of anyone losing the right to a permit, although officers are currently seeking to resolve a situation at one particular development where permits have been issued in error. There are currently 13 schemes funded by the City Council and these cover the following areas:- Polygon Area Woolston North Woolston South Newtown/Nicholstown Bevois Town Freemantle Coxford (General Hospital) Shirley University Area (5 zones) These schemes operate from 8 a.m. to 6 p.m. on weekdays and, in some cases, at other times as well. In addition, there are three further schemes at Bitterne Manor, Itchen and Northam that only operate during football matches or other major events at St Mary’s Stadium. These are funded by Southampton Football Club. Within all these schemes, parking bays are marked on the road for permit holders, often allowing short-stay parking by other users as well.

    Southampton City Council Admission Policy for Bitterne Park School 2020/21 Southampton City Council is the admission authority for Bitterne Park School. As required in the School Admissions Code, the authority will consider all preferences at the same time for September 2020 admissions. Parents may express up to three (3) preferences, listing them in the order in which they would accept them. All preferences will be considered and where more than one school could be offered, the parents will be offered a place for their child at the higher ranked of the schools that could be offered. Children with Education, Health and Care Plans (EHCPs) that name a school Children with Education, Health and Care Plans (EHCPs) that name a school must be admitted to that school under the Education Act 1996 and with regard to the SEND Code of Practice. These children will be admitted to the named school, even if it is full, and are therefore outside the normal admission arrangements. As required by the Code these children will count as part of the Published Admission Number (PAN) for the school. Oversubscription criteria Applications submitted by 31 October 2019 will be dealt with first. If the number of applications submitted by 31 October 2019 for a school is greater than the PAN for the school, admissions will be decided according to the following priorities: 1. Children in public care (looked after children) and previously looked after children as defined in paragraph 1.7 of the School Admissions Code 2014. 2. Children subject to a child protection plan or deemed to be vulnerable by the Senior Officer with responsibility for safeguarding in Southampton City Council.

OMESDAY Book is usually regarded as a measure of antiquity, conferring the hall-mark of authentic age upon such places D as are there mentioned. Bitterne is not mentioned by this name in Domesday, but the history of the manor can be traced back to before Domesday. In the year 1045 King "Edward the Confessor gave land at Stanham to the monastery of St. Peter and Paul at Winchester, that is to say, to the Cathedral. The bounds of this land are given ; their identification is not at all easy, but one thing is quite certain, namely, that they include a portion- of South Stoneham ; for an earlier grant of land (in 932).to-the new Minster at Winchester can be identified by the bounds with part of North Stoneham. We must therefore exclude all the land included in that earlier grant from the present one (of 1045). We may also exclude all manors known to exist at the time of Domesday, for it is highly improbable that any such would be included in the grant of a manor made only 41 years previously. That cuts out the manors of Allington, Woolston, Shirley and Chilworth. Unfor- tunately the exact extent of these manors is unknown, but the possible extent of the Stoneham grant is to some extent defined. The bounds begin at Swaythlihg well, which must have been somewhere near Swaythling. The " old Itchen " and the " new river " (niwan ea) are then mentioned, and then, after a number of unidentifiable bound-marks (loam-pits, Wadda's stoc, white stone) we come to " wic hythe." This last must mean the hithe or quay of the old Saxon town of Southampton, whose alternative names were Homwic and Horn- or Ham-tun.

In Southampton we believe GP practices deliver around 1.4 million urgent and routine appointments per year. 1.2. Primary care services across England are adapting in light of changing patient need, demographic changes, public expectations, market forces and other factors. We are supporting practices with this process of change, while also ensuring our patients receive the highest quality primary care services in the city. 1.3. Currently, there are 27 GP partnerships in Southampton, delivering care to almost 290,000 people living in the city and its immediate surroundings. These are made up of around 200 GPs (of which around 100 are partners) as well as nurses, other healthcare professionals and administrative staff. The practices operate from around 40 sites across the city. 1.4. Alongside the NHS Long Term Plan1, NHS England also published the new 5 year GP Contract Framework2 in January 2019, the supplementary. The Framework includes a number of far reaching developments and investments in primary care designed to promote sustainability and quality. 1.5. One of the main requirements of the Framework is for every practice to be part of a local primary care network (PCN).
