5.9 Earthquake – North West, Situation Report No. 1 Date 10/07/18

HIGHLIGHTS

 5.9 Earthquake struck the North-West of Haiti, affecting communes in the North- West and the Artibonite departments.

 According to official data from the Direction of Civil Protection (DPC), 188 people wounded and 12 dead: 8 in Port de Paix, 1 in Saint Louis du Nord (North-West department) and 3 in Gros Morne (Artibonite department).

 No major damage reported to health institutions; however, some institutions will need immediate support to address needs for case management.

 National Emergency Operations Center (COUN) and Departmental Emergency Operation Center in the North West Activated.

 Prime Minister, accompanied by many Ministers (including Health Minister), is on a field mission to the North- West to assess the situation.

 Humanitarian Country Team (HCT) meeting to coordinate UN Agencies and Humanitarian Community response activities in support of the government.

Situation Overview

 Overall Situation:

o 188 persons wounded in various communes of the North West department being treated in health institutions in the North-West, North and Artibonite departments; severely wounded persons have been evacuated to institutions

with case management capacities. Port-de-Paix hospital not functional since before the earthquake, therefore most wounded cases from Port-de-Paix had to be treated in Beraca Hospital (15 minutes from Port-de-Paix).

o Reports of damaged and destroyed houses in North-West and Artibonite departments but no official numbers to date.

o No major infrastructure damages reported, except for a Cultural Center in Gros Morne commune.

o Reports of heavy rain in the area that might hinder response activities.

 Health institutions, including cholera treatment centers: o No reports of damage to health institutions or cholera treatment centers so far. Field assessment in the North-West by PAHO teams ongoing.  At present, all known wounded cases are currently being treated and the situation seems under control.

URGENT NEEDS

 Continued MEDEVAC for gravely injured patients.  Support for case management to Beraca health institution in the North-West (15 minutes from Port-de-Paix), and other institutions as needed.  Official sensitization messages for the population on the ongoing situation and regarding what to do in case of an earthquake (the office of Mines and Energy reports about the possibility of increased seismic activity in the area).

Response Activities:

MSPP  Activated response activities in coordination with DPC, PAHO/WHO and partners.  Ongoing coordination for MEDEVAC of gravely injured patients.  Ongoing coordination to bring human resources support to health institutions in need.

PAHO/WHO  Deployment of two teams for rapid assessment of the health situation in the affected areas in coordination with MSPP, provision of medicines and medical supplies (16 emergency kits, IV solution, and insulin, as well as telephone cards to be distributed according to health institutions’ needs).  Reinforcement of epidemiological surveillance in the North West department, in support of MSPP, to detect any increase of transmissible diseases.

PARTNERS

HAITI AIR AMBULANCE  Support for MEDEVAC.

MSF FRANCE  Provision of additional operating room to BERACA hospital.

HAITIAN RED CROSS  Medical team deployed to the area; availability of emergency kits in the area.

UNFPA  By request of DPC and MSPP, provision of 100 dignity kits.

UNDP  Team in place working with the department’s COUD. Will support Community Radio Network for distribution of government approved messages for the population.

UNICEF  Teams and partners ready to be deployed; stock available for water chlorination for drinking water.

WFP  Teams ready to be deployed with equipment to support EDAB evaluation by DPC. Prepositioning of kits for 300,000 families available.

CLIO  NGO’s from CLIO ready to be deployed.

IOM  Team in (Northeast department) ready to be deployed; 2000 hygiene kits available in Cap Haitian and 2000 in Gonaives.

AGERCA  Private sector ready to support the government (i.e. Supply of drinking water by BRANA and Culligan; provision of telephone cards to support communications by DIGICEL).

Some UN Agencies and NGO’s on standby to be deployed pending request from government counterparts.
