Based on the results of the environmental investigations and recent well abandonment, a request for Site Management Activity Completed (SMAC) designation has been requested. The SMS has reviewed the site file and concludes the following: • West Charleston Town Garage is located at 5063 Vermont Route 105 in West Charleston, Vermont. The property consists of a single story garage set on a slab foundation and is used for the operation and maintenance for the town garage. The garage is also used to house the school buses for the town school. The property is served by a private onsite bedrock supply well. This well is shared with the town clerk’s office. • In April 2005, a 1,000 gallon underground storage tank (UST) storing diesel was suspected of leaking. The Town pumped approximately 400 gallons out of the tank into a nearby aboveground tank. Free-phase diesel fuel was discovered floating within the unnamed tributary of the Clyde River. The town hired Ross Environmental Associates, Inc. (REA) to provide emergency spill response and oversight for the closure of the UST. One recovery well (RW-1) was installed within the tank grave. • The 1,000 gallon UST was reported to be in poor condition with severe rust, pitting and holes noted on the bottom of the tank. Free phase diesel was observed in the bottom of the excavation and along the sidewalls. Soils encountered had elevated PID readings and groundwater had a slight sheen. All excavated soils were put back into the hole and covered with clean fill. During the closure of the 1,000 gallon UST, a 550 gallon abandoned UST was discovered. This UST was also removed and reported to be in fair condition with surficial rusting and pitting. • This property was added to the Vermont Active Hazardous Sites List and assigned SMS Site#20053354. Additional site investigation work was requested by the SMS. • From May 2005 - October 2013, REA conducted additional site investigation and monitoring at this site. The initial site investigation was conducted under the VT DEC “Expressway Process”. Significant impacts to soils and groundwater and the presence of free phase diesel fuel were initially identified that warranted additional site work. A total of nine groundwater wells and two recovery wells have been installed at this site. Water quality samples were collected from these wells as well as three drinking water supplies. Regional Offices – Barre/Essex Jct./Rutland/Springfield/St. Johnsbury • From May 2008-August 2010, a Multi-Phase Extraction (MPE) System operated to help remediate gross contaminant mass at the site. It has been reported that this system treated approximately 174,599 gallons of petroleum contaminated water and removed approximately 156 gallons of petroleum hydrocarbons. • Post MPE sampling has revealed an overall decrease in contaminant concentrations. The most recent round collected in October 2013 revealed low levels of petroleum compounds in several wells at levels below the Vermont Groundwater Enforcement Standards. The supply well and surface water sampling (upstream, downstream, and parking lot drainage pipe) revealed no detection of VOCs. • On April 24, 2014, the eleven site related groundwater monitoring wells were abandoned in accordance with the VT DEC “Monitor Well Closure Guidance”. • A sensitive receptor survey was conducted for the West Charleston Town Garage property. This property and surrounding properties are served by private supply wells and onsite septic system and are not currently at risk from any residual contamination. Based on the above, the SMS is assigning the West Charleston Town Garage a ‘Site Management Activity Completed’ designation. This SMAC designation does not release you of any past or future liability associated with any residual contamination that may remain onsite. It does, however, mean that the SMS is not requesting any additional work in response to the petroleum contamination encountered at this property.
