Church World Service (CWS) Sindh Floods Situation and Response as of 17- 9-2014

Situation

According to reports from upper Sindh, most of the protective bunds which had developed breaches during the 2010 floods have been repaired, but as noted by the Sindh chief minister during his visits to the bunds last week, the work has not been satisfactory. Online media also reports that in Ghotki, the Qadirpur loop bund, Shaink bund, and other bunds are reportedly in good enough condition to withstand a medium-level flood. On the other hand, if the Machko bund in Ubauro, situated in the limits of is breached, the water will flood lands in Sindh.

Pakistan remains among the top three countries most vulnerable to climate change related disasters. While the allocation of funds for water infrastructure is also insignificant, provinces are responsible for water infrastructure said an online media source. More specifically, the Federal Flood Commission recommends doable projects where vulnerable areas are identified.

A print media source shared that irrigation officials informed about floodwaters that inundated hundreds of acres of agricultural lands in the katcha parts in Sukkur. Furthermore, affected families along with their cattle were being shifted to relief camps set up at several hundred schools as well as tent villages established on strengthened dykes. Medical camps have also been set up at these relief camps and tent villages. Thousands of residents of katcha areas of Sukkur, Gambat, Khairpur, Kingri, Baberloi, and other talukas were asked to vacate their villages and move to safer places to avoid loss of life, property, and assets.

CWS-P/A Response CWS-P/A’s staff members attended a district coordination meeting yesterday i.e. 16th Sep, in Thatta District,. CWS-P/A’s mobile knowledge resource center (MKRC) was displayed outside the meeting venue and will continue to disseminate disaster risk reduction knowledge to the vulnerable communities in the district in coordination with local authorities. CWS-P/A continues to work with communities to increase knowledge and preparedness for disaster risk reduction through various awareness sessions, its mobile knowledge resource center (MKRC), and building leadership capacities of village organizations (VOs) and community organizations (COs). Examples of preparedness at the community level include having an evacuation plan and emergency kits ready.

Furthermore, quality and accountability will be enhanced through capacity building initiatives for aid workers and for affected communities in accessing accountable aid services. A complaints response mechanism is in place to encourage communities to launch complaints if necessary during interventions. CWS-P/A continues to monitor the situation in other parts of the country and subjected to the need, will expand its operations to other affected regions.

PRCS Response to Flood Emergency in District Sukkur and District Jacobabad as of 17-9-2014 PRCS Sindh Branch has activated its Disaster Management mechanism and deployed Branch Disaster Response Teams (BDRT) in flood emergency declared areas of district Sukkur and Jacobabad. The District Disaster Response Team Volunteers of Disaster Management (DM) Cells have started helping evacuation process for taking the affectees to the safe places.

HANDS Pakistan Response for the floods affected in District Kashmore as of 15-9-2014

Installation of Emergency latrines in relief camp established by district Government Kashmore @ Kandhkot HANDS Pakistan received request letter by district government Kashmore regarding the HANDS technical support in installation of tent city (relief camp), provision of emergency latrines in relief camp as well as support in evacuation .On the bases of request by district government HANDS Pakistan, provided boats, HANDS Mazda for safely evacuation of flood affected families and provided 20 emergency latrines and installed at relief camp.

Pakistan Red Crescent Society (PRCS) response to floods 2014 victims as of 17-9-2014

Red Crescent provides cooked food to 65,000, starts provision of non-food items to 100,000 flood victims The PRCS has provided cooked food to over 65,000 while 100, 000 flood victims are being provided non-food items in the flood affected areas of Punjab and AJK besides six Mobile Health Units are working in the field with lifesaving medicines worth PKR One Billion.

The non-food items include family tent, blanket, tarpaulin sheet, stove, kitchen set, hurricane lamp, mosquito net, CGI Sheet, shelter tool kit, Jerry Cane and hygiene kit. The items are being provided in the worst affected areas of Punjab, AJK, Gilgit-Baltistan

Red Crescent is making all out efforts to mitigate the suffering of the victims. He said that the PRCS will continue supporting the victims and more relief terms of household and health will be provided on need basis. He said that the PRCS stands with the victims of the flood and will stay in the area till the rehabilitation of the victims.

He said that the Red Crescent medical cover will be for three months in the areas and appreciated the efforts of Punjab Branch Chairman Mian Muhammad Hanif, staff and volunteers for their commitment to mitigate the suffering of the affectees.

Dr Saeed directed the officials to spare no effort in providing the relief to the victims within available resources and stressed the need for well-coordinate efforts so that maximum relief could be provided to the victims.

PRCS Director Operations Ghulam Muhammad Awan on the occasion said distribution of NFIs for 13,000 families from available stocks at respective District, PHQ and State Branch in all affected provinces have been started. He said that 6 x mobile health teams (4 in Punjab and 2 in AJK) have been deployed with medicines for one month. 4 x mobile health units have been deployed in Sindh in the emergency declared areas.

He said that six WatSan plants are being installed in the affected areas for provision of clean drinking water to the affectees.

HANDS Pakistan Emergency Response for flood affected families of District’s Muzzafar Garh, Chiniot, Rajanpur and Jhang as of 15-9-2104

HANDS Pakistan has started its Emergency Response for affected families of Punjab flood affected families initially on its own resources.

 Coordination Meeting with Different Government Officials: Coordination Meetings were conducted with the different Government Officials like PDMA, DDMAs, line departments, Emergency Coordinators, district clusters, Media representatives and UNOCHA.

 Evacuation of Affected People: HANDS Pakistan initiated emergency response in flood and they started evacuation affected families and more than 700 families were shifted to safe places in District Muzzafar Garh.  Food Distribution in flood affected districts of Punjab: HANDS Pakistan observed that there is need of Food in the affected areas of Punjab also started the food distribution from 14th September 2014 in 03 villages of Bhawana and Lallian Tehsils of district Chiniot with the facilitation of Ujala Welfare Trust.

 Mobile Medical Services in flood affected districts of Punjab : HANDS initiated health services through conduction of Mobile Medical Camps with support of District Government Chiniot, Sialkot, Jhang and Rajanpur. HANDS Medical teams have started the medical services from 12th September in Tehsil Bhawana & Lallian of and Tehsil of with the facilitation of Ujala Welfare Trust and Young Blood Foundation. 863 Patients have been treated by HANDS Medical team and 499 patients out of them were female. HANDS teams have planned health education sessions on Health & Hygiene in the IDP camps at and different places in different UCs of District Chiniot, Sialkot, Jhang and Rajanpur.

Church World Service (CWS) Response Updates on Floods 2014 in Pakistan as of 17-9-2014

At present, CWS-P/A’s disaster response team is on field in Haveli to complete assessments. A total of 175 families (1,295 individual) have received food and non-food items in Bagh District. All distributed items are based on Sphere standards and designed to meet the average-sized family’s (7-8 members) needs. This distribution is made possible through financial contributions from Christian Aid and Primate’s Word Relief and Development Fund, who have promptly and generously contributed toward the ACT Appeal launched on September 9.

The ACT Appeal which aims to assist 2,000 families with food for three months, 1,000 with non-food items, 400 shelter kits, and 3,000 families (22,200 individuals) with health assistance in three districts of requires immediate support to ensure timely assistance to affected families. An immediate week-long response by CWS-P/A’s health team which included a doctor, a lady health visitor, and a medical dispenser assisted affected community members in Bagh District, Azad Kashmir. A total of 793 people have received

emergency medical consultations and free medicines. As many as 68 women received antenatal care (ANC), 15 received postnatal care (PNC), and 148 children under age five received assistance.

The health teams conducted six health education sessions attended by 94 community members on antenatal/postnatal care, cholera, gastroenteritis, typhoid, polio, hepatitis, and HIV&AIDS. Commonly treated illnesses included upper respiratory tract infections and diarrhea while chronic illnesses including diabetes and tuberculosis were also diagnosed. The MHU was strategically located near a camp settlement making access to health services easy for the individuals who have lost their homes and are living in the camp and for those in the surrounding area.

Al-khidmat Foundation (AKF) Activities for Flood Affectees in Punjab Date District Description 16-9-2014 Sheikhupura AKF arranged a food distribution ceremony in Fatehpur, District Sheikhupura. President Al-Khidmat Foundation Sheikhupura distributed 100 food packages among flood affectees. Relief teams of AKF have been working continuously in the flood affected areas, providing cooked food, dry ration, clean water, medical aid and other necessary objects of daily use. 14-9-2014 Multan President AKF Pakistan revealed that Al-Khidmat Foundation’s volunteers have started their relief work in Southern Punjab. AKF has already been working in (other) flood-affected regions of Punjab and Azad Kashmir. Al-Khidmat Disaster cell was alerted in time. The timely information helped in coordination of rescue and relief activities. Note that 12 lakh people have been affected by the recent floods. As a response, Al- Khidmat Foundation has carried out relief operations with the help of 2,500 volunteers, 17 boats, 43 ambulances, and 150 vehicles. 2,105 people have already been rescued and transferred to safer areas by Al-Khidmat Foundation’s volunteers. 24 Al-Khidmat kitchens have provided food to more than 4,000 people. Along with cooked food, dry ration is also been provided to the to 7,500 families; while 300 tents, 1,000 terpals, 1,000 mosquito nets, and 500 hygiene kits have been distributed among the affectees. Considering the requirements of young children, 6,000 packets of milk and biscuits have been provided. 25 medical camps, 53 mobile medical camps, 5 field hospitals, and 43 ambulances by AKF have been medically serving the affected areas. A total of 78,900 patients have benefited from Al-Khidmat Foundation’s initiatives. Al-Khidmat Foundation has also installed a mobile water filtration plant, which has the capacity to purify more than 50,000 liters of water daily. 13-9-2014 Multan In order to save Multan city from floods, breaches were made near Head Muhammad Wala & Head Sher Shah. 13 polio cases detected on 16-9-2014 As many as 13 new cases of polio were confirmed on Tuesday 16th Sep, by the Polio Virology Laboratory of the National Institute of Health, taking the total number of cases detected this year to 158.

An official of the Prime Minister’s Monitoring and Coordination Cell for Polio said that seven of the cases were reported from the Federally Administered Tribal Areas (Fata), three from Khyber Pakhtunkhwa (KP) and one case each from Sindh, Punjab and Balochistan.
