CONFERENCE CHAIR: REAR ADM SIMON HENLEY CENG FRAES, PRESIDENT, ROYAL AERONAUTICAL SOCIETY

Simon was brought up in Horsham Sussex and educated at Collyers Grammar School Horsham. He joined the Royal Navy directly from school and underwent initial officer training at Britannia Royal Naval College Dartmouth, followed by studying for a degree in Mechanical Engineering at the Royal Naval Engineering College in Manadon, Plymouth followed by 12 months post-graduate training in Engineering. He served as an Aircraft Engineer Officer in the Royal Navy for 32 years, retiring in the rank of Rear Admiral. During his career, he served in operational roles supporting front line squadrons on several helicopter types and Sea Harrier, and towards the end of his career specialised in future logistic support requirements for new aircraft and ships, and then in major project acquisition. He served as the UK lead in the US/UK Joint Strike Fighter Programme Office, was the UK lead in participation in the source selection process for that programme, and subsequently led the UK’s Joint Combat Aircraft Integrated Project Team for 4 years. His last job before retirement was as Technical Director and head of Programme Management for the Defence Equipment and Support organisation. He subsequently joined Rolls-Royce as Programme Director for new programmes in Defence Aerospace, with responsibility for development and transition to production of the LiftSystem for the F-35 Lightning 2 programme, the UK elements of the F-136 engine for that aircraft and the TP400 engine for A400M, and the propulsion systems for the Mantis and Taranis unmanned programmes. Later he expanded his portfolio to include all Rolls-Royce military helicopter engines. In 2010 he was seconded to the Rolls- Royce/Snecma/MTU/ITP joint venture Europrop International as President, responsible for the development, certification, and introduction to service of the TP400 engine for the A400M aircraft, culminating in the delivery of the first aircraft to the French Air Force in 2013. After leaving Rolls-Royce in 2014, he has worked as VP Programmes for an aircraft interior company developing and delivering the galleys for the A350, and subsequently as Director (Special Projects) for Marshall Aerospace and Defence Group. He is a Chartered Aerospace Engineer, a Registered Project Professional, an Honorary Fellow of the Association for Project Management, and a Fellow of the Royal Aeronautical Society.

1) (RETD) GREG BAGWELL, PRESIDENT, AIR POWER ASSOCIATION

Greg Bagwell served in the for 36 years as both a combat pilot and senior commander, including leading UK Air Operations in Libya. Since his retirement he has become an Executive Vice President at plc where he is the lead for Global Business Development. He is a Volunteer Reservist pilot for the Air Cadet Organisation and is the President of the Airpower Association.

2) AIR CHIEF MARSHAL (RETD) SIR BRIAN BURRIDGE FRAES, CHAIR, UK DEFENCE SOLUTIONS CENTRE AND CEO, ROYAL AERONAUTICAL SOCIETY

Sir Brian Burridge was appointed as Chief Executive of the Royal Aeronautical Society from 1 October 2018. Most recently an independent consultant, until 2016, Sir Brian spent 10 years with Leonardo, a top ten global high-tech manufacturer in the aerospace, defence and technology sectors, rising to the position of Senior Vice President. During that time, he chaired two of the Group’s businesses and held board positions in the trade association, ADS, and the Defence Growth Partnership where he also chaired its innovation hub. Earlier, Sir Brian spent a full career as a pilot in the Royal Air Force (RAF) holding a frontline command at every level in the Service, including the national joint command in the 2003 . He also spent a number of years in the UK Ministry of Defence in policy posts and left the RAF in 2006 as Commander-in-Chief Strike Command. Sir Brian read physics and electronic engineering at Manchester University and holds an MBA from the Open University and two honorary doctorates. He was previously a research fellow in political science at King’s College London and is now a visiting professor at the University of Reading.

3) JUSTIN BRONK, RESEARCH FELLOW AIR POWER, ROYAL UNITED SERVICES INSTITUTE Justin is the Research Fellow for Airpower and Military Technology at RUSI, and Editor of RUSI Defence Systems. Justin has written on air power issues for the RUSI Journal, RUSI Defence Systems, RUSI News brief, the Journal of Strategic Studies and the RAF Airpower Journal, as well as contributing regularly to the international media.

4) CAPT (RETD) DOM DESCISCIOLO, MISSILES AND FIRE CONTROL BUSINESS DEVELOPMENT SENIOR MANAGER, SURFACE NAVY PROGRAMS, LOCKHEED MARTIN Dom has been with Lockheed Martin Missiles and Fire Control since November 2014, joining the company after a 31-year military career in both the U.S. Army and U.S. Navy. Dom plans, coordinates and executes business development strategies across a wide spectrum of U.S. and international customers. His long and distinguished U.S. Navy service included command of minesweeper GLADIATOR, guided missile frigate RENTZ, and guided missile cruiser BUNKER HILL. Dom is a graduate of Siena College and a distinguished graduate and Mahan Scholar from the U.S. Naval War College, where he received his M.A. in National Security and Strategic Studies.

5) REAR ADMIRAL KEITH BLOUNT FRAES, ASST CHIEF OF NAVAL STAFF AVIATION, AMPHIBIOUS CAPABILITY & CARRIERS, ROYAL NAVY Blount has blended his aviation experience with a broad span of Command. He has commanded three warships, including the helicopter carrier HMS OCEAN and was the Iraqi Maritime Task Group Commander during . Most recently, he was the 's Maritime Component Commander, based in Bahrain. The period spanned Operations in Syria and Iraq. His staff appointments have included three periods in the Ministry of Defence and his last London assignment was as Military Assistant to the Vice Chief of the Defence Staff. He holds a Master of Arts degree in Defence Studies, was appointed OBE in 2012, CB in 2018 and is a Fellow of the Royal Aeronautical Society. He is the President of the Royal Navy Winter Sports Association and the Royal Navy Hang gliding and Paragliding Association. He assumed duties as Assistant Chief of Naval Staff (Aviation, Amphibious Capability and Carriers) and Rear Admiral Fleet Air Arm in May 2015.

5) AIR COMMODORE JULES BALL, ASST CHIEF OF STAFF CAPABILITY DEVELOPMENT, ROYAL AIR FORCE Jules Ball joined the Royal Air Force in 1989. He flew operations over Bosnia with Tornado F3 and undertook duties flying F14 Tomcat from Virginia. Then in the UK responsible for the developments with the weapon capabilities on Tornado F3 and Typhoon. Following Advanced Staff Training in Toronto, Ball was senior desk officer for air/aviation supporting operations in Iraq and Afghanistan. Ball commanded 39 Squadron in Nevada and was appointed an OBE in the 2012 New Year’s Honours List. Promoted in 2017 to lead pan-portfolio Capability and Force Development at HQ Air.

6) PAUL BEAVER FRAES, AVIATION HISTORIAN & ADVISOR, BEAVER WESTMINSTER LTD Paul Beaver has spent 35 years involved in aviation and aerospace, from being a Jane's editor to a Sky News TV correspondent; from being a Reservist military pilot to be a flying display director; writing and broadcasting almost daily on aviation matters.

7) PHILIP SABIN, PROFESSOR OF STRATEGIC STUDIES, DEPARTMENT OF WAR STUDIES, KING'S COLLEGE LONDON Professor Sabin has worked closely with the armed services throughout his long career and has published many articles and chapters on airpower issues. His latest books focus on the academic utility of wargaming techniques, including for the analysis of air conflicts. He lectures on these issues across the world from Japan to Chile.

8) DOUGLAS BARRIE MRAES, SENIOR FELLOW FOR MILITARY AEROSPACE, INTERNATIONAL INSTITUTE FOR STRATEGIC STUDIES Douglas Barrie joined the IISS as senior fellow for military aerospace in 2010. This followed a 25-year career as a defence aerospace journalist with Jane's Defence Weekly, Flight International, Defence News, and Aviation Week & Space Technology.

9) HENRY BOYD, RESEARCH FELLOW FOR DEFENCE AND MILITARY ANALYSIS, INTERNATIONAL INSTITUTE FOR STRATEGIC STUDIES Henry has worked on the IISS publication 'The Military Balance' for ten years, covering the Chinese and Russian orders of battle and their evolution.

PANEL MODERATOR: AIR MARSHAL (RETD) IAIN MCNICOLL FRAES, AIR POWER GROUP, ROYAL AERONAUTICAL SOCIETY Iain served 35 years in the Royal Air Force, retiring in 2010. In his last appointment as Deputy Commander-in-Chief Operations, he was responsible for generating and delivering the RAF’s front-line operational capability. He commanded 17(F) Squadron, RAF Brüggen and No 2 Group. His military flying totalled over 4,300 hours, the majority piloting fast-jet aircraft. His staff appointments included MOD Director of Force Development, and MOD Director General Joint Doctrine and Concepts. Since 2010, he has been a defence and aerospace consultant and since 2013, a non-executive director of NATS, which provides the national air traffic control service. Iain is a Fellow of the Royal Aeronautical Society and a previous chairman of its Air Power Group. .
