Purpose To report on the outcomes of the strategic planning process undertaken in Accra, as part of the SWITCH project, in the period 2006-2011. Background A number of SWITCH demonstration cities, including Accra have implemented a strategic planning process. The end-product of this process is a new strategic plan or a new strategic direction for the city. These plans are based on scenario analyis and the development of new strategies, based on scientific innovations. Potential Impact City managers that would adopt the approach described in this document, would rationalise the planning and implementation of measures in the urban water system. The suggested indicators, after adaptation to the local context, could be used as a tool to measure the sustainability of urban water systems. Meeting these challenges and adopting a more integrated approach to urban water management requires a firm understanding of the current situation. This book presents a situational analysis of Accra, bringing together a wealth of information and data from different sources, including stakeholder dialogues, in the areas of water service provision, excreta and waste water management, storm water management and planning and coordinating. It is presented and analysed through the Resources, Infrastructure, Demand and Access Framework (RIDA) which provides a thorough overview of the current situation and challenges that the city is facing. This book is the consolidation of a four-year strategic planning process, undertaken by the Accra Learning Alliance, which brings together policy makers, service providers, researchers and civil society. In addition to analysis, it presents a vision for water management in the city of Accra and strategic directions towards achieving the vision as defined by the Accra Learning Alliance. The SWITCH project facilitated this process, aiming to bring about a paradigm shift in urban water management away from existing ad hoc solutions to urban water management and towards a more coherent and integrated approach. Providing water and sanitation services to all in afast growing, largely unplanned city like Accra and managing water in an efficient and integrated way, is a huge challenge. This document presents the results of the contribution of the SWITCH project to the development of astrategic plan for integrated urban water management for the city of Accra to address this challenge. This takes the form of the definition of a vision for water management and water related services in the city of Accra of the future, acomprehensive situational analysis, and strategic directions for going from the current situation towards the vision. The city of Accra and its population The city of Accra, the capital city of Ghana, used to be synonymous with the Accra Metropolitan Area. However, in the last two decades, the city has sprawled beyond these boundaries. Today, the city of Accra covers an area generally referred to as the Greater Accra Metropolitan Area (GAMA), consisting of the Accra Metropolitan Area (AMA); the Ledzekuku ͲKrowor Municipal Area; the Tema Metropolitan Area (TMA) ;the Ashaiman Municipal Area; the Adenta Municipal Area; the Ga East Municipal Area; the Ga West Municipal Area; and the Ga South Municipal Area. In the year 2000, the population of this area was 2.7 million inhabitants. Taking into consideration different growth rate scenarios, the 2007 population of the Greater Accra Metropolitan Area (GAMA) can be estimated to be between 3.4 million and 3.9 million people. Considering these different growth scenarios, estimates for the 2030 population of GAMA range between 7.3 million and 16.3 million inhabitants. Infrastructural development within the city has to a large extent taken place in an unplanned way. Within Accra, anumber of different types of social Ͳeconomic zones can be identified. High density indigenous areas are mainly located along the coast, while high density low class areas are more scattered over the Greater Accra Metropolitan area. Middle density indigenous areas can mainly be found in the older residential areas within the AMA area, middle density middle class areas in central Accra and in the Ga and TMA areas and low density high class areas can mainly be found in eastern AMA, but also in some Ga areas and TMA. The majority of the population (54 percent) of GAMA lives in compound houses and many households rent (46 percent) rather than own the house they live in. Vision and scenarios Accra City Stakeholders, brought together in the Accra Learning Alliance, have defined an integrated urban water management vision for Accra 2030 as follows: x There will be 100 percent access to uninterrupted water supply x Water quality will meet Ghana Standard Board criteria x Non revenue water (due to physical and commercial losses) in the GWCL system will amount to 20 Ͳ25 percent x There will be improved productive uses of water for livelihoods (micro enterprises and agriculture) x 80 percent of Accra’s citizens will practise good sanitation behaviours and willingly pay for waste management. This will have led to a70 percent reduction in water and sanitation diseases x At least 80 percent of Accra’s citizens will have access to an acceptable level of sanitation facilities v x Integrated solid waste management

The report is based on weekly reports filed by 65 Long-Term Observers (LTOs) deployed across 65 selected constituencies throughout the country. The observers have been monitoring the general electoral and political environment including the activities of key election stakeholders such as the Electoral Commission (EC), the National Commission for Civic Education (NCCE), political parties, the security agencies, Civil Society Organizations (CSOs), and religious and traditional leaders. Below are key findings from CODEO’s observation during the period. Summary of Findings: • Similar to CODEO’s observations in the month of September 2020, civic and voter education activities were generally low across the various constituencies. • There continues to be generally low visibility of election support activities by CSOs, particularly those aimed at peace promotion. • COVID-19 health and safety protocols were not adhered to during some political party activities. • The National Democratic Congress (NDC) and the New Patriotic Party (NPP) remain the most visible political parties in the constituencies observed as far as political and campaign- related activities are concerned. Main Findings Preparatory Activities by the Electoral Commission Observer reports showed intensified preparatory activities by the EC towards the December 7, 2020 elections.

In the past three decades, the number of city dwellers has risen from four to 14 million; more than 5.5 million live in slums. Urban growth exerts intense pressure on government and municipal authorities to provide infrastructure, affordable housing, public services and jobs. It has exacerbated informality, inequality, underdevelopment and political patronage. Some commentators warn of an impending urban crisis. Policymakers and international donors continue to prescribe better urban planning, slum upgrading, infrastructure investment and “capacity building” to “fix” African cities. While these are necessary, the success of any urban strategy depends on an informed appraisal of the political dynamics of urban neighbourhoods that define governance in Ghana’s cities.

The PVT methodology is a reliable tool available to independent and non-partisan citizens’ election observer groups around the world for verifying the accuracy of official presidential elections results. In keeping with our protocols, which is that CODEO releases its PVT findings after the official results have been announced by the Electoral Commission, CODEO is here to release its PVT estimates for the presidential election. CODEO’s PVT estimates for the presidential results form part of its comprehensive election observation activities for the 2020 elections that covered voter registration exercise, pre-election environment observation for three months (September to November), and election day observation. The PVT Methodology The PVT is an advanced and scientific election observation technique that combines well-established statistical principles and Information Communication Technology (ICT) to observe elections. The PVT involves deploying trained accredited Observers to a nationally representative random sample of polling stations. On Election-Day, PVT Observers observe the entire polling process and transmit reports about the conduct of the polls and the official vote count in real-time to a central election observation database, using the Short Message Service (SMS) platform.

The size of the population and its spatial distribution, growth and change over time, in addition to its socio-economic characteristics are all important in development planning. A population census is the most important source of data on the size, composition, growth and distribution of a country’s population at the national and sub-national levels. Data from the 2010 Population and Housing Census (PHC) will serve as reference for equitable distribution of national resources and government services, including the allocation of government funds among various regions, districts and other sub-national populations to education, health and other social services. The Ghana Statistical Service (GSS) is delighted to provide data users, especially the Metropolitan, Municipal and District Assemblies, with district-level analytical reports based on the 2010 PHC data to facilitate their planning and decision-making. The District Analytical Report for the Kpone Katamanso District is one of the 216 district census reports aimed at making data available to planners and decision makers at the district level. In addition to presenting the district profile, the report discusses the social and economic dimensions of demographic variables and their implications for policy formulation, planning and interventions.
