For previous agreement see COT/109/Add.2. GOT/169 Page 2 kh.nuR.AbUK CF UNDERSTi^DING This Memorandum sets out the arrangements which have been agreed between the Governments of Canada and Hong Kong regarding the limits to be applied by the Government of Hong Xong to exports cf cotton fabrics, cotton towels, and certain apparel to Canada. 2. In respect of cotton fabrics, the Governments of Canada and Hong Kong agree that: (a) these arrangements are ..iade he vin g regard to the provisions of the Arrangement Regarding International Trade in Cotton Textiles; (b) these arrangements relate to the period 1 October 1970 to 30 September 1971; (c) these arrangements relate to the products listed in innex A which shall form an integral part of this Memorandum of understanding; (d) during the twelve-month period, the group limit and the specific limit may be increased by. not.more than 5 per cent, with equivalent reductions in the corresponding limits for the succeeding twelve-month period if the agreement should continue after 30 September 1971; (e) during the twelve-month period, the group limit prescribed by this Memorandum may be exceeded by an amount equal to the quantity by which shipments in the twelve-month period ending 30 September 1970 have fallen short of the Group Limit set out in Annex A to the Memorandum of Understanding signed between the Governments of Canada and Hong Kong on 9 September 1969, or by 5 per cent of that Group Limit, whichever is the less.

    The Economic Impact of Oil Prices by Rurik Krymm During the last three months of 1973, the tax-paid costs of typical grades of crude petroleum in the main producing areas of the world, around the Persian Gulf, were roughly quadrupled, rising for typical Iranian and Arabian Ugh t crudes from about $1.85 per barrel in September 1973 to more than $7.00 by 1 January 1974, or from approximately $13.30 to more than $50.00per ton. Since the cost of production represents an insignificantly small fraction of the new cost level (less than 2%) and subject to complex adjustments reflecting varying qualities of crude oils and advantages of geographical location, the producing countries may expect to receive a minimum average revenue of $50.00 per ton of crude oil produced on their territory instead of $12.50. If we ignore the purchases which carried the prices of relatively small amounts of oil to the $100-$ 150range, this figure of $50.00per ton with future adjustments for inflation represents a probable guide line for future cost estimates. The change affects exports of close to 1.4 billion tons of oil and consequently involves an immediate shift of financial resources of close to 60 billion dollars per year from the oil-consuming to the oil-producing countries. Tables 1, 2 and 3 give an idea of the distribution of this burden by main geographical regions and of its possible evolution over the next seven years. The figures involved are so large that comparisons have been made by some authors with the reparations proposals advanced by the Allies at the end of the First World War.

At that time all of the wing coverts and tertials will have been replaced, but not the ahfiae. Primaries eight and nine will have par- tially regrown at that time and much but not all of the body molt will be either complete or well under way. The geographical origin of the bird in question is not known, nor is the normal timing of its molt schedule. Therefore, its schedule may or may not coincide with that observed in Adirondack juncos. However, since this bird had none of the usual molt characteristicsthat accompany replacement of the last two secondariesand the alulae, apparently its wing molt had been stopped or suspendedshort of completion. This occurrenceis the first of its kind that I have observedin the handling of 180 Dark-eyed Juncosknown to be adult during the period of October through December in the past 12 years.--Ilom:•T P.
