EXECUTIVE SUMMARY

1. Executive Engineer, Irrigation Division, Public Works Department, Puducherry, Union Territory of Puducherry, Client has Proposed for New Sand Semi-Mechanized Quarry out let lease located in R.S. No.103 Part Government Owned porambokeThenpennairiver by the Client from District Collector, Government of Puducherry.

2. Proceedings of the District Collector, Puducherry No. 6044/DRDM/C2/SM- Manamedu /2018 dated 14.09.2018 has been granted to the Client, Executive Engineer, Irrigation Division, Public Works Department, Puducherry for a period of two years and also directed to submit the Mining Plan, Environmental Clearance from the State level Environment Impact Assessment Authority, Puducherry for the above area.

3. Accordingly, Mining Plan is prepared under MoEF&CC –Notification sustainable sand mining management guidelines-2016 for Grant of New Sand Quarry out let lease with due consideration of Environmental parameters so as to obtain Environmental clearance EC from State SEIAA-Puducherry.

4. Geological reserves is estimated 78975m3 and recoverable reserves estimated 31590 m3 for this proposed River sand mining.

5. Environmental measures to be adopted shall be.

i) Dust control at source while loading and transport haul roads.

ii Avoid over loading and deepening the land beyond the permitted depth.

iii) Land degradation by undulation should be avoided. As practically as possible, the Earth should be removed in and uniform layer.

iv) Emission test of vehicles should be in tack to maintain minimum emission level of fuel gases.

v) Noise level should not exceed 80db and the vehicles should use only permitted air horn while on road near residential areas.

vi) And such other conditions as stipulated by the concerned authorities.

INTRODUCTION :

The EIA (Environmental Impact Assessment) notification, 2006, requires Mining projects, including new projects, modernization or renewal of mine leases, with lease area of 5 hectares shall also obtain Environmental clearance from the state level EIA

Authorities.

Government owned poramboke land by the Client R.S.No103 part of Manamedu

Village , BahourTaluk, Puducherry District, intended to Mine New sand Quarry out let by eco-friendly Semi- Mechanized method with Controllable impact on Environmental hazard. The Mined Sand is transported by Bullock cart and tipper transport to

Government House Projects and other Govt. works.

Under MoEF notification EIA – 2006 and Additional details EIA notification – 2009 &

2016 this project falls under category “B” and SI. No. in the schedule I (a).

In addition to Geological reserve estimation and conceptual plan (Ref Plates) with reference to Minor Mineral conservation and development Rules, 2010 and other circulars this Mining plan is prepared accordingly.

3. GEOLOGY AND MINERAL RESERVES

3.1 Brief Description of the Topography: Topography and general Geology of the area (with The lease applied area Manamedu plans) Thenpennai River sand Quarry with 12m above MSL. It is represented in the survey of Toposheet No. C44 B9 and lies at Latitude 110 47’ 51.02’’N to 110 48’ 03.32’’N and longitude 790 40’ 43.40”E to 790 40’ 55.46”E. The lease applied area is containing accumulated River sand by work of stream deposit below 1.5 m from the River bed. The area receives 1316 mm rainfall mostly northeast monsoon period of October to December. The ground water level is 6 m.

There is no reserve forest wildlife sanctuary,

National monument etc., near area.

The surface Geological CS & LS of the Thenpennai river bed of the above area taken into account in the plate No. 3 3.2 Details of Exploration The area was personally examined by the Already carried out if any geologist who prepared the mining plan with Auger drilling and estimated the average depth of sand availability fetches to 390m X 135m X 1.5m = 78,975m3. 3.3 Estimation of reserves a) Geological reserves The geological and mineral reserves of River with geological sand has been computed by taking standard sections on a scale of method of cross section and LS influence for 1 : 1000 determining the volume of River sand occurrence in this area average level of 1.5 m form the top River bed. 4.MINING

4.1 Method of Mining (opencast Opencast Semi-Mechanized method

Machineries used 4.5 a) Mining Excavator and tippers is used in this proposed River sand mining proposal. The method of mining is by Semi- Mechanized with the help of excavators. The mined river sand is loaded with the same excavator or JCP into tipper and transported to various Govt. projects and works. b) Loading equipment The same Excavator and tippers will be deployed for loading by Semi- Mechanized.

c) Transportation Transportation by excavator and tippers is proposed in this mining activity. 4.6 Disposal of overburden / The term overburden/waste is one waste and the same in this mining activity which will be used for constructing house projects. There is no waste involved in this mining activity.

6.1 Depth of water table The depth of water table in this area is 6 metres. The removal of river is proposed 0.6m from top of the river bed.

6.2 Arrangements and places where We cannot expect of water the mine water is finally encountered during the mining proposed to be discharged. activity. The excavation is done by 0.6m below the River bed.

8. EMPLOYMENT POTENTIAL & WELFARE MEASURES

8.1 Employment Potential The following manpower structure is proposed for River Sand Quarry to carry out in the early hours of the day from 7.00 A.M to 5.00 P.M Skilled i) Mines foreman 1 No ii) Excavator operators 2 Nos iii) Tipper operators 2 Nos

11 Nos. 8.2 Welfare Measures The above man power structure is adequate to meet out the production schedule as per the conceptual plan with statutory provision of the mines safety regulations. a) Drinking Water Packaged R.O Water will be provided to the workers engaged in the mining activity brought from R.O. vendors.

b) Sanitary Facilities Sanitary facilities will be provided with portable toilet & kept nearby along the banks of the river. No permanent structure will be constructed as per Court order.

11 c) First Aid facility First Aid kids are kept in the mines office .First aid will be provided for being small mine under Rule (44) of mines Rules 1960; Public health centre is working at Bahour at a distance of 5 kms. Qualified first aid personal should be appointed (or) conducted to attend emergency treatment. d) Labour Health Periodic medical examination will be provided to the labour engaged in this Mining activity as per the Rule 45(A), MR, 1960. e) Precautionary safety Safety provisions like goggles, ear plugs, measures to the labour ear mufflers, dust mask etc., here to be provided as per the circulars and amendments made for mine labour under the guidance of DGMS.

9. ENVIRONMENT MANAGEMENT PLAN

9.1 Existing Land use Pattern The proposed Semi-Mechanized sand quarry belongs to Government Poramboke land maintained by PWD. The area is devoid of vegetation. The objective of the mine is to fulfill local domestic purpose of Govt. projects and works. Well connected panchayat Gravel road is existing up to the proposed mining site. 9.2 Water Regime Ground water level in this area is 6m.No need of realignment impoundment, damming, culverting etc., there will not be any changes in the ground water level due to this project and there will not be any changes affecting drainage run-off. No solid waste, effluvent involved in this activity. 9.3 Flora and Fauna The only flora observed in this area is Hypomia and Garniaect. Among faunas, we observe dogs and foxes. No other creatures encountered / traced. No loss of genetic species (or) genetic diversity due to this project. 9.4 Climatic conditions Both North East and South west monsoon prevailing in this but mainly we get North East monsoon during October to December. Average rainfalls in 1316 mm. Temperature during summer 430C and during winter 250C. Tropical to Subtropical Climate.

R.T.O certified Machineries engaged in this mining activity. 9.7 Plan for noise level control This is scientific eco-friendly Semi- Mechanized method of mining does not make any Noise. No blasting and drilling involved in this mining activity. So there is no room for noise level control. 9.8 Environmental Impact The life span of mining is two years. No Assessment Statement drilling / blasting involved in this mining describing impact of mining activity. This will not make any adverse on the next five years. impact on environment. 9.9 Proposal of Waste There are no wastes or gangues management encountered in Quarrying operation. The entire mining material is removed and transported directly to the Govt. project site by tipper and Bullock cart. There is no room for waste management.
