Tonto Creek Total Nitrogen TMDL Effectiveness Monitoring Report Recommendation for Delisting Executive Summary Tonto Creek was placed on Arizona’s Water Quality Impaired Waters List 303(d) for Total Nitrogen initially in 1996 due to exceeding the aquatic and wildlife cold water (A&Wc) and warm water (A&Ww) designated uses. Total Nitrogen on Tonto Creek has an annual mean standard of 0.5 milligrams per liter (mg/L) and a single sample maximum (SSM) standard of 2.0 mg/L. Two reaches of Tonto Creek were listed as impaired due to exceedances of the annual mean nitrogen standard, Reach 013A is the headwaters to confluence with unnamed tributary at N 34° 18’ 10”/W 111° 04’ 14” and Reach 013B is Tonto Creek from unnamed tributary at N 34° 18’ 10”/W 111° 04’ 14” to Haigler Creek. The Total Nitrogen Total Maximum Daily Load (TMDL) was completed in June 2005. The TMDL identified several nonpoint sources as contributors to Total Nitrogen concentrations in Tonto Creek including recreational uses and unincorporated communities/summer home clusters (ADEQ 2005). There is also a permitted point source in the watershed, Arizona Game and Fish Department’s (AGFD) Tonto Creek Fish Hatchery. The 2005 Tonto Creek TMDL recommended implementation projects and appropriate best management practices (BMPs) to decrease the Total Nitrogen levels in Tonto Creek. Through Arizona Department of Environmental Quality (ADEQ) Water Quality Improvement Grant (WQIG) funding and other projects, septic system upgrades were made throughout the impaired watershed. AGFD also made several upgrades to the facility. These projects working in concert with each other were effective in reducing Total Nitrogen loads in Tonto Creek. -

U.S. Department of the Interior Bureau of Reclamation Final Environmental Assessment Phoenix Area Office NATIVE FISH RESTORATION IN REDROCK CANYON U.S. Department of Agriculture Forest Service Southwestern Region Coronado National Forest Santa Cruz County, Arizona June 2008 Bureau of Reclamation Finding of No Significant Impact U.S. Forest Service Finding of No Significant Impact Decision Notice INTRODUCTION In accordance with the National Environmental Policy Act of 1969 (Public Law 91-190, as amended), the Bureau of Reclamation (Reclamation), as the lead Federal agency, and the Forest Service, U.S. Fish and Wildlife Service (FWS), and Arizona Game and Fish Department (AGFD), as cooperating agencies, have issued the attached final environmental assessment (EA) to disclose the potential environmental impacts resulting from construction of a fish barrier, removal of nonnative fishes with the piscicide antimycin A and/or rotenone, and restoration of native fishes and amphibians in Redrock Canyon on the Coronado National Forest (CNF). The Proposed Action is intended to improve the recovery status of federally listed fish and amphibians (Gila chub, Gila topminnow, Chiricahua leopard frog, and Sonora tiger salamander) and maintain a healthy native fishery in Redrock Canyon consistent with the CNF Plan and ongoing Endangered Species Act (ESA), Section 7(a)(2), consultation between Reclamation and the FWS. BACKGROUND The Proposed Action is part of a larger program being implemented by Reclamation to construct a series of fish barriers within the Gila River Basin to prevent the invasion of nonnative fishes into high-priority streams occupied by imperiled native fishes. This program is mandated by a FWS biological opinion on impacts of Central Arizona Project (CAP) water transfers to the Gila River Basin (FWS 2008a). -

Patterns and Trends in Streamflow from 1939 to 1980 at Workman Creek, Sierra Ancha Experimental Forest, Arizona
PATTERNS AND TRENDS IN STREAMFLOW FROM 1939 TO 1980 AT WORKMAN CREEK, SIERRA ANCHA EXPERIMENTAL FOREST, ARIZONA Peter E. Koestner1, Karen A. Koestner2, Daniel G. Neary2, and Jerry Gottfried1 Water is a vital natural resource, and in the Southwest its paucity makes it of particular importance. There is a long history in the Southwest of research on increasing water yield from forests starting in 1911 at Wagon Wheel Gap Experimental Watershed in central Colorado. Watershed studies in the Salt River Basin began in 1925 with the Summit Plots upstream from Roosevelt Dam. The Summit Plots were established to study the effects of vegetation change and mechanical stabilization on stormflow and sediment yields after it was discovered that 101,000 ac-ft of sediment had accumulated behind Roosevelt Dam (Gottfried et al. 1999). Watershed studies on Workman Creek were initiated in 1938 to investigate the hydrology of mixed conifer forests and determine the effects of manipulating mixed conifer forests to increase water yield. Streamflow was monitored from 1939 to 1980 at the four gaging stations. Three watersheds, North Fork, Middle Fork, and South Fork, were instrumented with 90o V notch weirs. Main Dam, located downstream of the confluence of the other three watersheds was instrumented with a compound weir consisting of a 90o V notch weir and a 7 ft Cipolletti weir. The flows of Middle Fork were calculated as the difference between Main Dam and the two other catchments. The objective of the silvicultural treatments on North Fork was to determine the water yield increase possible from converting a mixed conifer forest into grassland in stages. -
