Per THEC Policy A1.0 New Academic Programs: Approval Process, the LON is evaluated on the following criteria: alignment with state master plan and institutional mission, need, sustainable demand, program costs and revenues; institutional capacity to deliver the proposed academic program; and avoidance of duplication. After reviewing the revised LON, I approve University of Memphis’ plan to develop the New Academic Program Proposal (NAPP) for the Doctor of Physical Therapy program. As UofM continues to develop the proposed program, all concerns italicized on the attached LON evaluation must be reflected in the NAPP. It is understood the proposed program will be developed in accordance with the mission of UofM and will meet the Master Plan for Tennessee Postsecondary Education 2015-2025 degree completion and workforce development objectives. The LON projects implementation of an approved Doctor of Physical Therapy program in fall 2023. Criteria Comments ▪ University of Memphis BOT approved the Doctor of Physical Therapy Letter of Support from (DPT) at their June 6, 2018 meeting with transmittal letter provided by President/Chancellor President David Rudd (dated July 30, 2018). ▪ The demand for an additional DPT program in Tennessee is demonstrated with a feasibility study conducted by EAB that indicates a projected growth of 22% through 2028 for the field of physical therapists. Currently, there are six DPT programs in Tennessee. ▪ University of Memphis has committed $1.5 million over a 2-year Overall Comments planning period for a program director and five full-time faculty. Additionally, renovations and supplies have been budgeted for improvements at the Lambuth campus in Jackson, TN. ▪ The University has garnered partnerships for clinical placements with three major agencies (West TN Healthcare, STAR Physical Therapy and OrthoSouth). ▪ The College of Health Sciences (CHS) proposes to offer a DPT program that will train candidates in the science and practice of physical therapy. On March 4, 2020 BOT approval of the name change to College of Health Sciences (originally School of Health Studies). ▪ In the alignment sections, Memphis stated that a “priority of the Purpose and Nature of proposed program is to develop skilled and capable entry-level Program physical therapists to address the myriad of healthcare issues experienced by west Tennesseans.” ▪ The program will be offered at the University of Memphis, Lambuth campus in Jackson TN (rural Madison County). This site is approximately 85 miles from the DPT program at the University of Tennessee Health Science Center. ▪ The proposed DPT program aligns with the State Master Plan to Alignment with State develop skilled and entry-level physical therapists to address the Master Plan and healthcare issues experienced not only be west Tennesseans but also Institutional Mission through the country and around the world. University of Memphis Doctor of Physical Therapy Page 2 ▪ The LON references the college mission but does not explicitly connect the institutional mission to the proposed program. Articulating the mission of the University of Memphis and the place of this program in that mission is needed. ▪ The LON states that the College of Health Sciences is in an excellent position to develop the proposed DPT program. The University is fully committed to supporting the necessary hires for the proposed DPT program. Faculty from the CHS in the areas of physiology, exercise science, and biomechanics will collaborate with the DPT faculty with regards to teaching and research. ▪ The University has submitted a proposal for an Applied Physiology & Neuromechanics PhD program with a fall 2022 implementation date. Institutional Capacity to No or very limited new resources are needed to start the PhD program. Deliver Program Therefore, institution funding will be needed initially only for the DPT program. Since the entire student cohort in the DPT program will be fee paying, startup costs should be recouped within year three of the program. Thereafter, income from tuition and fees will be more than enough to address ongoing operational expenses, with a net revenue of approximately $1.5 million annually. ▪ Facilities at the Lambuth campus have recently been renovated and will be available to support students in classrooms, laboratories and common areas. ▪ There are currently six DPT programs in Tennessee, four are at public institutions, and one is at UTHSC (see Table 1). The proposed program would be in Jackson, TN which is approximately 85 miles from the closest existing DPT program. ▪ Based on public comments received from UT Health Science Center there is concern regarding competition for qualified DPT faculty. How will the University of Memphis work with UTHSC to ensure adequate faculty for both programs? o University of Memphis response: According to UTHSC’s website, they list 12 DPT faculty members, with 10 of those being physical therapists. Like all academic programs, there is the potential to experience low-level turnover each year. This is no different than Existing programs offered every other DPT or graduate program around the country. A person interested in employment in one area may not be interested in the other, simply based on the locations and what each has to offer. ▪ Chancellor Schwab of UTHSC submitted a public comment stating, “We have worked collaboratively with U of M and are frankly surprised they would propose a duplicative program without discussion with us. While such discussions are not required, we believed we had a strong relationship with U of M around duplication of resources.” o University of Memphis response: “The program has been discussed with many individuals at UTHSC, including the Dean of the College of Health Professions and his associate deans. It was made clear to the UofM administrators that UTHSC had no University of Memphis Doctor of Physical Therapy Page 3 interest in collaborating with the UofM on this program. The Univ. of Memphis and its administration determines the most appropriate programs to develop based on the needs of students and the West Tennessee region.” ▪ Dr. Carol Counts Likens, Chair and DPT Program Director at UTHSC submitted a public comment stating: “Because of its strong national reputation, the UTHSC DPT program anticipates minimal impact from the proposed U of M program with two notable exceptions - competition for faculty and clinical education experiences." o University of Memphis response: “We agree that the proposed program at the University of Memphis would have minimal impact on UTHSC’s program.” ▪ In response to public comments regarding clinical placements, the UofM responded “We have secured commitments from three major healthcare facilities/organizations with multiple locations throughout TN, including the Jackson area—the location of the proposed program. These include West TN Healthcare, Select Physical Therapy, and STAR Physical Therapy. West TN Healthcare is the largest healthcare provider in West TN. Select Physical Therapy is the largest provider of outpatient Physical Therapy services in the country, with over 1700 clinics (and is currently working to establish a location in Jackson, TN). STAR physical therapy has 67 locations across the state of TN. Moreover, we have a commitment from OrthoSouth, a large physical therapy provider with six locations in West TN, one in Arkansas and one in north Mississippi. We clearly have worked to identify clinical partners who will eagerly take our students into clinical roles. Feasibility Study ▪ A survey was conducted of students and was cross-referenced with results from advisor feedback to report that 75 percent of students enrolled in the Exercise, Sport, and Movement courses had interest in a career as a physical therapist. ▪ According to the Physical Therapy Centralized Application System (PTCAS), a total of 19,025 students applied to 214 DPT programs nationwide in 2016. The average number of applications received by DPT programs in the 2016-2017 cycle was 560 applications for an average of 46 available student slots. Sherman 1 Memphis, Tennessee, August 11, 1862 Citizens representing various segments of Memphis society, from a southern judge to daring "lady smugglers," engaged in unconventional warfare against the occupying Union presence under Major General William Tecumseh Sherman. White Memphians resisted Federal occupation and aided the Confederacy by smuggling goods, harboring spies, manipulating trade, burning cotton, attacking steamers, and expressing ideological opposition through the judicial system. In occupied Memphis, Sherman never confronted a conventional army. Instead, he faced relentless opposition from civilians sympathetic to the Confederacy. Previous scholarship on Memphis during the Civil War treats examines the city's experience from numerous angles.2 However, the extent of civilian devotion to the Confederacy and willingness to actively pursue their cause deserves further exploration. Focusing on the actions of pro-Confederate Memphians during one officers tenure in the occupied city allows for a more intimate understanding of the character of the city during wartime. Because of a shortage of extant writings of Memphians during the war, the correspondence of W T. Sherman provides valuable insight into the experience of the city in 1862. 1 W T. Sherman to Salmon P.     We cordially invite you to participate in this community environmental project: Reducing Exposure to Airborne Chemical Toxics (REACT) via Community-Scale Air Monitoring in Memphis What is the REACT study? The REACT study is funded by the US Environmental Protection Agency (EPA). It aims to measure the pollution levels of toxic air pollutants (also called “air toxics”) in the Memphis area. The results are expected to tell whether the air toxics in your neighborhood can cause any adverse health effects. The study will rely on a major collaboration of the Shelby County Health Department, the University of Memphis, and the Middle Tennessee State University to perform air toxics sampling and analysis. Why are you being invited to take part in this research? You are being invited to take part in this study because the location of your home may be representative of your neighborhood. What are the eligibility requirements? You are eligible to participate if you have a secured (e.g., fenced) backyard and allow our field staff to deploy the sampler(s) there. Where is the study going to take place and how long will it last? We will have four visits to your backyard, one time each season over a one- year period. At each visit, our field staff will deploy one or two canisters in your backyard, and leave them there for 1 day. The deployment of sampling devices will take about 15 minutes, and the retrieval will take about 10 minutes. The field staff will perform all the operations. The canister does not require any power or care, nor does it have any noise.
