PREMESSA AGLI ATTI DELLO OTTAVO REGIONAL SEAPOWER SYMPOSIUM DI VENEZIA del Capo di Stato Maggiore della Marina Il Capo di Stato Maggiore della Marina Il Regional Seapower Symposium (RSS) di Venezia è l’evento che da ormai quattordici anni rappresenta uno dei principali strumenti utilizzati dalla Marina Militare per contribuire allo sviluppo della partnership internazionale e contribuire alla sicurezza marittima globale. Se è vero che il numero ed il livello dei partecipanti costituiscono un’indicazione attendibile dell’importanza di un evento, l’ottava edizione del RSS - che ha visto rappresentanti di 44 Marine che operano nel Mediterraneo Allargato e 20 Organizzazioni Internazionali e realtà militari e civili incontrarsi nella cornice lagunare – può senza dubbio essere definita un successo. Partendo dalla convinzione che il Dialogo e la Cooperazione conferiscano alla Maritime Security un valore aggiunto, rappresentandone un vero e proprio fattore abilitante, i lavori delle sessioni hanno analizzato, da differenti prospettive, il contributo di questo fondamentale binomio a concetti di grande attualità nello scenario marittimo internazionale: la Maritime Situational Awareness, le Maritime Security Operations e la Maritime Capacity Building. L’efficace combinazione di tali concetti consente di conseguire la Maritime Security in senso lato, fattore – quest’ultimo - che sta influenzando e condizionando l’organizzazione operativa delle Marine di tutto il mondo. Le discussioni, gli interventi e gli eventi collaterali di questo Simposio hanno evidenziato l’importanza di una partnership forte ed attiva - sul versante internazionale come su quello nazionale - per un’efficace risposta e contrasto alle sfide che l’attuale ambiente marittimo in continua evoluzione ci pone: la pirateria, il terrorismo e tutte le altre attività illecite che trovano in mare il proprio spazio di manovra rappresentano gli esempi più attuali. -

Still, these capacities are not satisfactory in handling arrivals. In fact, each country keeps relying on their own instruments. This report takes stock of the situation at six EU external southern borders. In the context of the EU-Turkey Statement, Greece has created two very different systems within itself: Asylum seekers on the mainland have access to comparatively strong assistance, while those on the islands are faced with the prospect of being returned to Turkey. In Italy, the number of new arrivals has dropped sharply due to its controversial externalization policy. The report for Spain questions the adequate access to international protection and the tools to fight irregular entries, including pushbacks and police brutality. As for the EU’s external borders on the mainland, Hungary erected a fortified fence and transit zones, while in Croatia the issue was solved very differently. For the border with Turkey, Bulgaria’s main political goal was to reinforce border security and to slow down reception and resettlement flows. Overall, border and migration management has been perceived solely as a security question. Humanitarian aspects have been widely neglected. Insufficient human resources and experience are a problem at most of the borders examined. The connection between a lack of legal entry points for asylum-seekers and the flourishing of the smuggling business needs to be taken into consideration. -

UVOD Predmet poslovanja Uprave za ceste Vukovarsko - srijemske županije je upravljanje, građenje, održavanje i rekonstrukcija javnih cesta (županijskih i lokalnih) na području županije, a sve u svrhu ostvarenja sigurnog prometa, poboljšanja kvalitete života na području djelovanja i uspješnog razvoja županije. Kako bi prometna infrastruktura u Vukovarsko - srijemskoj županiji bila u funkciji gospodarskog razvoja i ostalih potreba društva ovog područja, Uprava za ceste Vukovarsko - srijemske županije pomno utvrđuje prioritete kroz strateško planiranje, pa slijedom toga i kroz operativno planiranje. Operativno planiranje izgradnje i održavanja javnih cestaprovodi se kroz godišnje planove građenja i održavanja koji Uprava za ceste Vukovarsko – srijemske županije donosi uz suglasnost Ministarstva mora, prometa i infrastrukture i mišljenja Skupštine Vukovarsko – srijemske županije. Zašti ćeni krajolik Spa čva zašti ćen je temeljem Odluke o proglašenju zašti ćenog krajolika Spa čva (Službeni vjesnik Vukovarsko-srijemske županije 6/99), a od 1999. The apparent rise of militant nationalism in Europe in the early 1990s was not a harbinger, but rather something of a historical blip. Moreover, it was often quite shallow, even in Yugoslavia, and its effects were exaggerated by some peculiarities of early experiments with democracy in the area. The most destructive expression of militant nationalism in Europe--that which took place in Yugoslavia--was not spawned so much by the convulsive surging of ancient hatreds or by the crafty manipulations of demagogic politicians and the media: indeed, when finally given a chance to express such hatreds in government-sanctioned violence, ordinary soldiers deserted en masse. Rather, the destruction was largely carried out by small bands of opportunistic thugs and criminals operating in a sort of anarchic situation. In this, nationalism was often more of an ordering device than a viscerally motivating force. Because the violence in Yugoslavia was chiefly carried out by small, opportunistic, and essentially cowardly bands of thugs and bullies, policing the situation would probably have been fairly easy for almost any organized, disciplined, and sizeable army. -

Political, Economic and Legal Considerations for Developing Space Nations Republic of Croatia International Space University Masters of Space Studies Program 2021 Prof. Gongling Sun May Li Uy Evan Cook Cato Meaker Evan Slattery Graham Kulig Thomas Chrétien Harshitha S Chavan Abstract Despite only having a state sponsored space agency by name, the future of Croatia’s space endeavors has an enormous amount of interdisciplinary potential. Since the country’s establishment as an independent country in 1991, Croatia has fast tracked its way into European prominence. With a legal focus on internationalisation, education, and STEM related research, Croatia has generated momentum when the Adriatic Aerospace Association (A3) was established, negotiating its way into the European Union (EU), and drawing up plans for its first observational satellite, PERUN-1. Croatia faces many hurdles on its way to establishing a strong space program however. As a country that relies on tourism for capital, the effects of COVID-19 and a recent earthquake have hindered Croatia’s efforts. Generally speaking, Croatia’s unemployment rate continues to drop each year, as their PPP grows more stable. It is worth noting that despite lagging behind other world powers in space activities, Croatia stands to gain the most by learning from the mistakes of established organisations such as NASA and Roscosmos, and with an early investment in space technology. This report details recommendations such as an emphasis on privatisation, state funded research partnerships, and international cooperation as methods Croatia may use to achieve their goals. Croatia may be a lesser known Adriatic country, but with the advent of many international’s partnerships, a focus on interdisciplinary education, privatisation, and a willingness to adapt as they go, Croatia may cement itself as a formidable space power. -
