ANALYSIS On Europe’s External Southern Borders Situation Report on Migration Management MARÍA JOSÉ CASTAÑO REYERO & CECILIA ESTRADA VILLASEÑOR • ANGELIKI DIMITRIADI • ANDRÁS KOVÁTS • UGO MELCHIONDA & ANTONIO RICCI • SENADA ŠELO ŠABIĆ • THE ECONOMICS AND INTERNATIONAL RELATIONS INSTITUTE August 2018 As the summer 2015 brought many changes, EU member states have since adopted several modifications concerning their border management and asylum systems. Still, these capacities are not satisfactory in handling arrivals. In fact, each country keeps relying on their own instruments. This report takes stock of the situation at six EU external southern borders. In the context of the EU-Turkey Statement, Greece has created two very different systems within itself: Asylum seekers on the mainland have access to comparatively strong assistance, while those on the islands are faced with the prospect of being returned to Turkey. In Italy, the number of new arrivals has dropped sharply due to its controversial externalization policy. The report for Spain questions the adequate access to international protection and the tools to fight irregular entries, including pushbacks and police brutality. As for the EU’s external borders on the mainland, Hungary erected a fortified fence and transit zones, while in Croatia the issue was solved very differently. For the border with Turkey, Bulgaria’s main political goal was to reinforce border security and to slow down reception and resettlement flows. Overall, border and migration management has been perceived solely as a security question. Humanitarian aspects have been widely neglected. Insufficient human resources and experience are a problem at most of the borders examined. The connection between a lack of legal entry points for asylum-seekers and the flourishing of the smuggling business needs to be taken into consideration. -

UVOD Predmet poslovanja Uprave za ceste Vukovarsko - srijemske županije je upravljanje, građenje, održavanje i rekonstrukcija javnih cesta (županijskih i lokalnih) na području županije, a sve u svrhu ostvarenja sigurnog prometa, poboljšanja kvalitete života na području djelovanja i uspješnog razvoja županije. Kako bi prometna infrastruktura u Vukovarsko - srijemskoj županiji bila u funkciji gospodarskog razvoja i ostalih potreba društva ovog područja, Uprava za ceste Vukovarsko - srijemske županije pomno utvrđuje prioritete kroz strateško planiranje, pa slijedom toga i kroz operativno planiranje. Operativno planiranje izgradnje i održavanja javnih cestaprovodi se kroz godišnje planove građenja i održavanja koji Uprava za ceste Vukovarsko – srijemske županije donosi uz suglasnost Ministarstva mora, prometa i infrastrukture i mišljenja Skupštine Vukovarsko – srijemske županije. Zašti ćeni krajolik Spa čva zašti ćen je temeljem Odluke o proglašenju zašti ćenog krajolika Spa čva (Službeni vjesnik Vukovarsko-srijemske županije 6/99), a od 1999. These persecutions were based on political, racial or religious grounds and included the following: • The extermination or murder of hundreds of Croat and other non-Serb civilians, including women and elderly persons, in Dalj, Dalj Planina, Erdut, Erdut Planina, Klisa, Lovas, Grabovac and Vukovar. -

Croatia – Country fact sheet Migreurop – October 2014 General information Like other countries in the area of Western Balkans, Croatia has been for most of recent history a country of emigration. Since the 1960s, many Croatians have emigrated – either temporarily or permanently – to countries of Western Europe as “guest workers” ( gastarbeiter ). During the war following the breakdown of Yugoslavia, there were both a lot Yugoslav refugees coming to Croatia, as well as leaving Croatia – this is why the term “izbjeglica” (meaning “refugee”) is reserved in the public discourse for Yugoslav refugees from the war in the 1990s. The geographical position of Croatia on the Balkans migratory path towards the EU, as well as its post- socialist orientation towards joining the EU have significantly impacted Croatia's becoming also partly a country of immigration. With the efforts to harmonise its legislation and migrant management practices with the EU standards, Croatia has adopted an independent asylum system in 2004, strengthened its border controls, and is currently in the process of constructing two additional detention centres and making structural changes to join the Schengen space in 2015. This means Croatia has been “buffer” zone of externalisation of the EU migration politics until July 2013, when it also joined the EU. Since joining the EU, it is also part of the Dublin III system of deporting asylum seekers to the state responsible for their asylum application, which is usually the first state they have entered the EU 1. Croatia being on the outskirts of the EU, it means that many asylum seekers are returned to Croatia once they seek asylum elsewhere. -

MGZ 75/1 (2016): 94–122 OLDENBOURG Aufsatz Gaj Trifković Carnage in the Land of Three Rivers: The Syrmian Front 1944–1945 DOI 10.1515/mgzs-2016-0004 Abstract: The aim of this article will be to examine the operations of the Yugoslav Partisans and German armed forces in northern parts of Yugoslavia in late 1944 and early 1945. Since the summer of 1941, the communist-led guerrilla movement had conducted a massive guerrilla campaign against Axis forces, at the same time striving to build a regular army and thus gain recognition as a full-time member of the anti-Hitler coalition. The arrival of the Red Army and liberation of country’s eastern parts in September and October 1944 secured material foundations for a creation of a regular field force. Whether this nascent army would be capable of defeating its retreating, but still dangerous German foe remained to be seen. In the socialist Yugoslavia prior to the late 1970s, descriptions of operations on the Syrmian Front could usually be found in either general war histories or in unit histories; relevant Partisan docu- ments were published in several volumes of the massive »Zbornik dokumenata i 1 Syrmia (Serbian: Srem; Croatian: Srijem) is the geographical region between the rivers Danube and Sava, stretching from Belgrade in the east to the line north of Vukovar-Bosna estuary in the west.
