Dear foreign friends, At the special moment when our entire nation is fighting against COVID-19, the Foreign Affairs Office of Chongqing Municipal People’s Government hereby extends our heartfelt regards to all of you. Since the outbreak of the epidemic, the Chongqing Municipal People’s Government has taken the most comprehensive, thorough and strict prevention and control measures. As a result, the spread of the epidemic has been effectively curbed and we haven’t seen new confirmed cases for many days. Now we are still at a crucial stage of epidemic prevention and control, and shall never let our guard down. We look forward to your steadfast support, full trust and active cooperation, and sincerely expect you to join us in combating the epidemic. To share with you the knowledge on epidemic prevention and control, we have prepared this guide for your reference. I. Notes Prior to Entry ● Please pay close attention to the entry/exit control measures taken by China and the requirements for release at Chinese ports during the epidemic prevention and control period and reasonably arrange your itinerary; ● Please follow the developments of the epidemic situation in your locality, actively cooperate with the local government in epidemic prevention and control according to relevant laws, regulations and requirements, and take appropriate measures for epidemic prevention and control; ● Please follow the official websites of the Ministry of Foreign Affairs of the People’s Republic of China, the Chinese Center for Disease Control and Prevention, the Chongqing Municipal Commission of Health, and other relevant authorities for the latest requirements and health tips on epidemic prevention and control; ● Please take proper personal protection measures, avoid exposure to crowded public spaces, and reduce your travel arrangements. For any international travel, please refer to the recommendations and instructions of your local authorities and the Chinese embassy and consulate in your locality. II. Notes on Entry and Taking the Flight ● China has implemented a nationwide health declaration system. All travelers entering/exiting China must make a health declaration. The personnel at China Customs will examine your health declaration, check your health condition, and inquire whether you have traveled to any region or country affected by COVID-19 or whether you have had contact with any confirmed cases in the past fourteen (14) days. Before you enter the ports of China, you may make the declaration using your cellphone. Then a QR code will be generated on your cellphone, and you can have the QR code scanned for entry at the Chinese port (see Appendix 1 for the detailed procedure). Your understanding and cooperation will be much appreciated. ● From now to the end of the epidemic, all inbound/outbound passengers at Chongqing airports shall have their valid ID checked and body temperature taken by the airport staff before being granted clearance. ● Please wear a mask throughout your flight, and accept temperature check with a higher frequency during the flight. When going through the check-in formalities, please keep a proper distance from the passenger ahead of you in the line, and reduce unnecessary contacts (QR code boarding pass, self- help baggage check-in and other convenient boarding means are recommended). Upon arrival at Chongqing airport, all passengers shall accept the infrared body temperature testing, and may be released if temperature is normal. Those whose body temperatures are higher than the normal range will be transferred by Chongqing airport to the medical observation sites for observation. III. Notes on Post-entry Quarantine and Medical Observation According to the developments of the epidemic outside China, all passengers intending to enter China via Chongqing port shall be subject to medical observation at home or at designated sites for quarantine and medical observation for fourteen (14) days, provided that such passengers arrive directly from countries or regions that are COVID-19 epicenters, or from other countries or regions but have a history of travel to or stay in epicenter countries in the past fourteen (14) days. For diplomatic personnel with normal body temperature, the administrative measures for diplomatic personnel will be implemented. ● During medical observation at home, please give top priority to your health. You will receive the Notice on Home Quarantine and Medical Observation from the community workers. Your community and property management have implemented an epidemic prevention and control system and deployed personnel for 24-hour watch. If you need help during medical observation at home, please call the service line of your community and property management. ● You are expected to cooperate with your community and property management staff in registering your identity, providing your personal information, reporting your health conditions, and learning about the policies for epidemic prevention and control in a timely manner. ● When you are under medical observation at home, the community and property management staff will check your health conditions by WeChat, phone or SMS on a daily basis, and give you guidance on epidemic prevention and control. ● When you are under medical observation at home, the medical workers will take your body temperature twice a day and learn about your health conditions and clinical symptoms. Your understanding and cooperation will be appreciated. If you or your children have symptoms (including fever, shivering, dry cough, expectoration, nasal obstruction, running nose, pharyngalgia, headache, fatigue, sore muscle, joint pain, anhelation, dyspnea, chest distress, conjunctival congestion, nausea, emesis, diarrhea or stomachache), please don’t panic. You should contact the community and property management staff immediately and they will take care of you in a timely manner. ● When you are under medical observation at home, to ensure the health of others and yourself, please take personal protection measures, and do not leave your home. Please stay in a separate room and eat alone, maintain a regular lifestyle, ensure sufficient sleep, exercise moderately, keep warm, and pay attention to fire hazards. Please ventilate your rooms frequently, maintain good hygiene, and wash your hands often. When sneezing or coughing, please cover your mouth and nose with tissue or elbow arm. The community workers will clean and disinfect your surroundings where necessary. ● The staff of your community and property management will be ready at your service and fully respect your cultural customs and way of life. They will also keep you updated on the developments in the epidemic prevention and control by delivering tips door-to- door, posting posters, and distributing letters to the public. ● Passengers who do not have fixed residence in Chongqing or intend to make a brief stay in the city will be quarantined at designated hotels for medical observation, subject to applicable regulations. I V. Notes on Discharge from Medical Observation At the end of the medical observation period, if you are free of any conditions such as fever, the healthcare professionals at your community will discharge you from the quarantine and medical observation by issuing the Notice on Discharge from Quarantine and Medical Observation. As we are still at a crucial stage of epidemic prevention and control, you must remain vigilant after being discharged from medical observation, and pay attention to the following matters: (I) Tips for Daily Life: 1. Minimize outdoor activities (1) Avoid travel wherever possible, particularly to COVID-19 epicenters. (2) Stay at home and refrain from visiting relatives and friends and attending gatherings. (3) Avoid exposure to crowded public areas, especially places of poor ventilation, such as public bathrooms, hot springs, cinemas, internet bars, Karaoke, shopping malls, bus/train stations, airports, ferry terminals and exhibition centers. As required by relevant regulations of Chongqing, you must wear a mask when going to public places or hospitals or taking public transportation. Please avoid touching public facilities or articles in public places, wherever possible. (2) Keep good hygiene and health habits. Please ventilate your rooms frequently, have a balanced diet, and exercise moderately. Please avoid visiting markets of live animals. 3. Monitor Your Health Conditions (1) Please monitor the health conditions of yourself and your family members, and measure your body temperature when you feel like having a fever. (2) If you have presumptive symptoms of COVID-19 (fever, cough, pharyngalgia, chest distress, dyspnea, mildly poor appetite, fatigue, mild lethargy, nausea, diarrhea, headache, palpitation, conjunctivitis, mildly sore limb or back muscles), please wear a mask and go to the hospital in a timely manner. On your way to the hospital, please avoid, wherever possible, taking the subway, bus and other public transportation and steer clear of crowded places. Please cooperate in relevant investigations and tell the doctor your history of travel and stay in epidemic areas, as well as your travel history after you showed the symptoms.
