3. MINUTES OF BOARD OF DIRECTORS MEETING – July 23, 2015

There were no matters arising from the minutes.

5. CORRESPONDENCE

Letter from the Ministry of the Environment & Climate Change offering congratulations on updated Source Protection plans & revised assessment reports was noted and filed.

Letter from Maitland Valley Conservation Authority announcing the 2016 International Plowing Match to be held Sept 20 – 24, 2016. It was noted that page 2 of this letter had been omitted from the Board Package and was now being presented to the Board. MVCA is requesting that SVCA contribute $5000 towards the IPM and that they provide assistance in staffing the display tent. The General Manager/Secretary-Treasurer explained that this amount had been submitted as an item in the proposed 2016 Budget. This letter was noted and filed.

6. 2016 Budget Review

A copy of the proposed draft 2016 Budget is appended to the office copy of these minutes.

The General Manager/Secretary-Treasurer reviewed SVCA sources of funding and explained the calculations for determining General Levy percentages.

Laura Molson was called upon to explain the year end projections and proposed budget for the Administration Department. She explained there were no significant pension or other payroll cost changes expected. There were no questions from the Directors.

Gary Senior reviewed the budget for the Flood Warning Department. He noted that the staff travel expenses were due to having eleven Flood Warning gauges across the watershed and each one had to be maintained. He also noted that these gauges contributed to telephone costs. Mr. Senior pointed out that there were two new categories in the department budget: Software Reserve, and Software expense. He explained that there were plans to hire a coop student to research software options.

Board of Directors Meeting – September 24, 2015

Gary Senior reviewed the budget for Property Management and explained that this department included the two shop buildings. There were no questions from the Directors.

Gary Senior reviewed the budget for the Capital Property Management Department. He explained that this department included minor improvements to infrastructure of the campgrounds and some non- revenue parks operations. He explained that future projects were budgeted based on the probability of the projects requiring to be done. He pointed out that the Campground Improvements were paid for by the Saugeen Parks Reserves.

Jo-Anne Harbinson was called into the meeting to discuss the budget for Water Projects Maintenance & Stewardship. The directors had some questions regarding the source of funding for some of the projects and Jo-Anne explained that funding came from MNRF Grants and Special Levy.

Jo-Anne Harbinson reviewed the budget for Water Quality. She told the Board that SVCA pays for fifteen of twenty-nine surface water sites. There were questions from the Board regarding this service and whether it was overlapping with Source Water Protection or other agencies. She indicated that SVCA only does water testing in areas not being done by others.

Erik Downing was called upon to review the budget for the Planning and Regulations Department. He explained that most of the expenses were salary based, but also included staff travel. He explained that there were plans to increase staff development costs. The Directors inquired about the legal fees and Mr. Downing explained that usually the amount allotted has been adequate. The General Manager/Secretary- Treasurer clarified that there is a separate reserve for legal fees. The Directors also questioned if the budget for this department reflected a solution to the backlog of applications. The GM/S-T explained that the Action Items chart had few dollar value items. Dan Gieruszak offered congratulations to Mr. Downing on the amount of work that has been accomplished in the past year.

Les McKay was called into the meeting to review the budget for Information Technology & GIS. He said that the budget numbers were similar to those of last year. He told the Board that each work station was on a schedule to be updated every three years. He also informed the Board that he was working with the General Manager/Secretary-Treasurer and the Manager of Environmental Planning & Regulations to develop a new file tracking system for the Planning & Regulation Department. There were no questions from the Directors.

Shannon Wood was called into the meeting to review the budgets for the Communications Department and the Education Department. She explained to the Directors the role of the Communications Department, which included publishing brochures and media materials, advertising, and applying for grants. She also discussed the different programs that the Education department delivers including the WREN program and the DEER program. The directors inquired about the Social Media activities, and she explained that SVCA was being promoted on Facebook and Twitter.

The General Manager/Secretary-Treasurer reviewed the budget for Agricultural Lands. He noted that there was an expected surplus of $5000 for 2015 which would be deposited into the Reserve account. After discussion regarding the purpose of SVCA holding agricultural lands, the Directors suggested that the Property and Building Committee review this matter and make recommendations to the Board of Directors.

Board of Directors Meeting – September 24, 2015

The GM/S-T reviewed the budget for Rental Property which comprises the house at Sulphur Spring. He explained that the projected improvement for 2015 was because it had been assumed that the tenant was going to move out and Rental Revenue had been adjusted.

The GM/S-T reviewed the Non-Revenue Parks Budget. There were no questions from the Directors.

The GM/S-T reviewed the Budgets for the Revenue Parks. He pointed out that salaries from the Durham Conservation Area were over budget because there had been another Superintendent hired transitionally as the current Superintendent is retiring. He also pointed out that the Bluffs Conservation Area is expected to have a small surplus in 2015 due to a large group event. He reminded the Board that revenue from the parks is weather dependent. There was discussion regarding the profitability of the parks and an urgency to find solutions to the problem of low revenues.

Jim Penner reviewed the Budget for the Forestry Department. He noted that more marketing was planned for autumn to continue to create revenues. He also told the Board that two more properties had been added this year which effects the property tax costs, but that next year should be reduced to reflect the 75% MFTIF reduction that SVCA receives.

Jim Penner discussed the Budget for the Grey Bruce Forestry Services. He pointed out that extra advertising had to be done since interest in the EAB program appears to be down. He explained that other agencies are now licensed to perform the same treatment which has caused revenues for SVCA to be lower.

Jim Penner reviewed the Motor Pool Budget. He told the Board that in 2015 a new pickup truck had been acquired. He pointed out that SVCA owns an aging 1989 tractor and 1963 float. It is proposed to sell the tractor and float and use the proceeds to purchase an Argo all-terrain vehicle. The budget provides for the purchase of a small dump truck and trailer which is to be paid for from the Forestry Reserve and Vehicle Replacement Reserve.

A lunch break was called at 12:18pm. The meeting was called back to order at 12:53.

The GM/S-T reviewed the Budget for Capital - Water and explained that funding for this department is from MNRF and Special Levy. There were no questions from the Directors.

The Directors requested that a review of the schedule of Reserve Fund balances be added to the agenda for the next scheduled Board of Directors meeting.

After discussion regarding various items in the 2016 Proposed Budget the following motion was made:

MOTION #G15-53 Moved by Dan Kerr Seconded by Steve McCabe THAT the September 24, 2015 version of the 2016 Draft Budget be approved in principle as presented, and further;

THAT staff be authorized to forward the Draft Budget to the Authority’s watershed municipalities for a 30 day review.

7. PLANNING & REGULATIONS ACTION ITEMS

The GM/S-T reviewed the Planning & Regulations Action Items chart and pointed out that several of the items were complete. He told the Board that the priority is the File Tracking system which is currently being developed. He highlighted item #11 [conversion of paper files to digital form] and explained that a part time person will need to be hired to scan file documents. This position has been advertised.

8. PLANNING & REGULATIONS CUSTOMER SURVEY

The GM/S-T presented the proposed Planning & Regulations Customer Survey that has been developed at the request of the Board of Directors. Janice Hagan demonstrated how the survey would work using the online platform Survey Monkey and showed the Board the different reports that could be printed. After discussion the Board directed the GM/S-T to make the suggested changes to the questions and choose the Select level of pricing at an annual cost of $228.

Al Leach arrived at the meeting at 1:52pm.

9. SAUGEEN VALLEY CHILDREN’S SAFETY VILLAGE

The GM/S-T reviewed the background on the SVCSV proposal to lease property and buildings at the Sulphur Spring CA. He presented the Draft Lease to the Board and reviewed the various changes that had been made. Dan Kerr told the Board that the Building & Property Committee had recommended to the Board of Directors that the Draft Lease be approved as amended. Mr. Brohman told the Board that there were plans to renovate the basement of the Resource Centre for use by the Foundation.

MOTION #G15-54 Moved by Dan Kerr Seconded by Wilf Gamble THAT the Board of Directors approve the draft lease agreement between Saugeen Valley Conservation Authority and the Saugeen Valley Children’s Safety Village as amended, and further

THAT the Board of Directors authorizes the Chair of the Board of Directors and the General Manager/Secretary-Treasurer to sign a lease under the same terms & conditions as the DRAFT lease as amended, and further

THAT the final lease agreement be presented to the Board at the next scheduled Board of Directors meeting.

The Chair extended best wishes to the SVCSV as they proceed with the new project. Al Leach thanked the Board for working with SVCSV to attain the agreement.

Mr. Leach left the meeting 2:15pm.

10. BRUCE COUNTY MOA/OFFICIAL PLAN REVIEWS

The GM/S-T reviewed the history of the MOA that SVCA, MVCA, GSCA and the County of Bruce had signed in 2006. He reported that the purpose of the agreement is to describe the framework within which SVCA, MVCA, and GSCA will provide planning act application review and technical clearance services to the County. There was a question as to whether or not this is a required mandate of the Conservation Authority. After discussion the Board of Directors recommended that this topic be addressed at the next scheduled Board meeting.

A coffee break was called at 2:40pm. Dan Kerr, Steve McCabe and Sue Paterson left the meeting. Chair Luke Charbonneau called the meeting back to order at 2:50pm.

11. CONSERVATION AUTHORITIES ACT DISCUSSION PAPER

The GM/S-T told the Board that Conservation Ontario had prepared a draft response to the MNRF Discussion Paper and that they had highlighted four key points where changes were pending: Governance, Funding Mechanisms, Roles & Responsibilities and Other Areas of Interest. After discussion the Board directed The GM/S-T to submit a response to MNRF.

12. NEW BUSINESS

The Chair circulated an email of complaint received by Director Sue Paterson. This email is appended to the office copy of these minutes. He encouraged others to share issues pertaining to SVCA with the Board for discussion.

Dan Gieruszak commended Mr. Brohman and Mr. Downing for their efforts in organizing the Mapping Working Group Committee. He passed on regards from members of the Town of Brockton Building Department and encouraged other member municipalities to get involved in this project.

There being no further business, the meeting adjourned at 3:26pm on motion of Maureen Couture.

Report #7b Saugeen Conservation Authority Program Reports October 22, 2015

Forestry A major component of the new Schmidt Lake Trail system has recently been completed. This Foundation funded project has a floating boardwalk and an adjoining wooden boardwalk. A total of 120 feet of wooden boardwalk and 200 feet of floating boardwalk have been installed to provide public access and viewing into an area of unique and rare wetland plants. This part of the project will be fully finished in the next few weeks with the installation of an aluminum railing to keep the users safe and off of the floating mat of the lake. As well the main logging roads on the property have been cleaned up and prepared to act as hiking trails throughout this unique and varied forest property. To further enhance the above noted project, a funding application has been submitted to Ontario Power Generation to consider a second phase to the Schmidt Lake Trail system. This phase will see the installation of a parking lot with security gates and fencing, signage and a connecting trail to the existing Lookout trail system. The application was for a total of $28,000 of support funding. The Emerald Ash Borer Injection program ran quite smoothly for the months of July and August. This was the third year of providing this service to landowners in the Saugeen Watershed. Our predictions of the demand for the service continuing to build this year did not happen. The demand has levelled off similar to 2014. The lack of interest is probably due to two factors; more service providers available to provide the injections and landowners questioning whether it is worth the cost and effort to protect the trees.

Flood Warning In September the Mount Forest gauge required maintenance work due to sediment covering the intake pipe at the South . The gauge was off-line for a few days while work was undertaken, but the station is now back in operation.

On September 15th and 16th the Sr. Manager attended the annual Provincial Flood Forecasting and Warning Committee Workshop in Vaughan.

A survey of all federal and SVCA stream gauges in the Watershed was completed by staff. The Ministry of Natural Resources and Forestry (MNRF) Surface Water Monitoring Centre requested the information from all Conservation Authorities to assist in discussions with Environment Canada as to coordinating and complementing efforts associated with the provincial gauge station network.

Watershed Member Municipalities Municipality of Arran-Elderslie, Municipality of Brockton, Township of Chatsworth, Municipality of Grey Highlands, Town of Hanover, Township of Howick, Municipality of Morris-Turnberry, Municipality of South Bruce, Township of Huron-Kinloss, Municipality of Kincardine, Town of Minto, Township of Wellington North, Town of Saugeen Shores, Township of Southgate, Municipality of West Grey Land Management The three SVCA campgrounds are now closed with the conclusion of the 2015 camping season.

During the weeks of October 12th or 19th, depending on stream flows, SVCA staff will be configuring the stop logs and flashboards at the three dams in Durham for winter time conditions.

Maintenance work was undertaken at the Varney Conservation Area, including replacement roofs for the washrooms and improvements to the footbridge over Camp Creek.

The cross-country runs organized annually by area schools for the Saugeen Bluffs Conservation Area will be extended one day longer than usual due to the working restrictions of the teachers. Although this change has some implications for park operations, the extra day will be accommodated.

Caralynn Kamerman has decided not to return in 2016 as Campground Supt. for the Brucedale Conservation Area. Meetings attended: Southgate Community Action Plan public meeting - Holstein

Administration As approved by the Board at the September Board meeting the lease with the Saugeen Valley Children’s Safety Village was signed by both parties on October 6th. The start date of the lease was October 17th. As of that date the Children’s Safety Village assumed the costs associated with the Sulphur Spring Administration Building and Resource Centre and surrounding grounds.

The results of our MPAC Requests for Reconsideration of property assessment values have now been received. We requested reconsiderations for three properties with the following results:

It is expected that this position will be filled in November.

The GM/S-T attended the Conservation Ontario Council meeting on September 28th in Toronto. Some highlights were: • The Conservation Ontario Flood Business Case Working Group continues to press the Province and insurance industry to support funding for improved flood plain mapping. • CAs in Ontario own, operate and/or maintain more than 300 dams. CO has representation on the Ontario Dam Owners’ Advisory Committee which provides input into the development of dam related policies and initiatives. • CO’s levy to the individual 36 CAs was approved. The SVCA 2016 levy will be $24,176 ($23,191 in 2015). • CO has prepared a response to MNRF’s Wetland Discussion Paper which highlights the significance of wetlands in managing water quantity (flood and low water), improving water quality and maintaining biodiversity.

The GM/S-T attended at a weekend Conservation Ontario Executive Development Program in September. The purpose of the program is: • To accelerate staff development at the leadership level. • To share current and best practices throughout the CA network. • To collaborate across CAs on finding solutions to issues specific to CA work. • To engage the most experienced leaders in the field to share their experience and knowledge about managing a CA.

The September program segment dealt with CA governance. Topics included the CA Act, effective Boards, CA funding, Conservation Ontario mandate, Board communications, Ontario Not-for-Profit Corporations Act, CA levies and others. The MNRF guest speaker indicated that MNRF is encouraging CA Boards to be more entrepreneurial in financing their operations. The Formosa office Sewer connection project is drawing closer to being complete. The septic tank had been decommissioned, collapsed and filled in. The final step will be the pouring of concrete to replace the section of floor in the lower utility room and the filling and capping of the pumping chamber with concrete. This final step will be completed before the end of October.

Water Management and Water Quality Lockerby Dam Removal, Recreational Fisheries Conservation Partnership Program The process of dam removal moved along very quickly once the contractor Van Driel Excavating Inc. mobilized on site August 10th. The work began on the south side with the removal of the south dam weir, using coffer dams to reduce the work in the water, then quickly moved to the north side to remove the weirs on the north side of the dam and place riprap for erosion protection along both river shorelines. Two vortex rock weirs were also installed in the channel upstream of the dam for instream channel improvements and fish habitat. All the concrete from the dam and the wing walls has been removed.

Work by the contractor was completed on September 4. Onsite meetings were conducted on a weekly basis between Jo-Anne Harbinson, the contractor and the engineer to discuss progress and results. There were no hidden obstacles or constraints to activities related to the physical removal of the dam that would require additional funding. The final cost from the contractor was less than his tender due to a reduced amount of rip rap that was required to protect the shorelines and used for the vortex weirs.

Staff from the Department of Fisheries and Oceans visited the site on September 14 to view the project. MNRF staff visited the site during construction on two occasions.

Tree and shrub planting as part of the reservoir rehabilitation will be done in the next month. Due to elementary school teacher contracts, the local elementary school students could not assist with the restoration part of this project as originally intended.

A Power Point presentation showing dam removal progress will be provided for the Directors at the Board meeting.

Summer Jobs Canada SVCA staff were fortunate to obtain funding to support the hiring of a summer staff position in the Water Management department. Erin Palmer, who is attending the University of Waterloo, was the successful applicant for the position. Her duties included assisting Shaun Anthony with the Water Quality program for sampling and benthic monitoring. Erin also assisted Nancy Griffin with the summer program that she offers with the Town of Hanover.

SVCA Agreement with Ausable Bayfield CA and Ontario Ministry of Agriculture and Food – Pine River Watershed Jo-Anne, Erin and Adrienne Mason completed the crop identification in the Pine River watershed as this was needed to be done for the ABCA- Canada Ontario Agreement (COA) funding agreement for the Pine River watershed. After a couple of days of inputting, Erin returned to the watershed to identify a couple of outliers and fields that were not covered. Rene Kleinecke, SVCA GIS Specialist, received the information from Erin that will be sent to ABCA as a shape file to be used in the Rural Stormwater Management Model for continuing upgrading of the model. It is important to know what the crop rotation is within a watershed and the tillage practices (as determined by viewing crop from car).

The SVCA has been working with the PRWIN and implementation of some Best Management Practices such as tree planting, cover crops and berms. The funding support for these projects is coming from the ABCA –COA funding. This will be the final year of this project that will end March 2016. Adrienne Mason of the PRWIN continues to work with the SVCA staff in connection to the SVCA-ABCA COA funding and obtaining information in the Pine River watershed as well as increasing landowner education on soil health.

Shaun and Jo-Anne attended the Healthy Lake Huron technical working group meeting at ABCA. Mari Veliz from Ausable Bayfield CA made another funding application to the Great Lakes Agriculture Stewardship Initiative (GLASI) that would have continued the efforts that we have established in the Pine River watershed for monitoring, data collection, and BMP implementation. Unfortunately this application was not successful.

Bruce and Huron County Soil Health and Cover Crop Information Day August 25 - 1 pm to 4:30 pm Bruce and Huron County Soil Health Day August 25th was held at P&H Amberley Elevators. A lot of effort went into the organization of this event, including a lot of contacts with flyers and emails. Flyers were dropped off at farm equipment places such as Chepstow, Springbank farm supplies, Lang Farms, Young Farms elevators so that they could provide them to their customers and advertise the event. The day turned out with 50 participants, resulting in an excellent attendance and positive feedback. There was a lot of interest in the manure dribbler demonstration and tile demo. Jo-Anne had the soil rainfall demonstration there to show, on a small scale, how soil health is important for infiltration and soil structure. In addition, the new soil display was put up. Certainly was an excellent day and we were very grateful for P&H's support in hosting the event. This fit in perfectly to meeting the SVCA/PRWIN objectives/deliverables for the funding agreement with ABCA.

Water WORKS, Career WORKS with the Grey Bruce Sustainability Network The SVCA staff continue to work with the Grey Bruce Sustainability Network (GBSusNET) on additional educational outreach opportunities with high school students. This fall there were two WaterWORKS completed, one in Walkerton Oct. 1st and the second in Hanover on Oct. 6. In total over 60 students were given additional tools to understand what careers there are in the water sector, from jobs and education required to work at the various positions at the SVCA, to jobs and qualifications required to become a drinking water treatment operator or waste water treatment operator. The SVCA thanks the Municipal employees from Brockton and Hanover for sharing their time and experience with the students.

Yellow Fish Road Storm Drain Marking Program The Manager of Water Resources and Stewardship Services worked together with a local resident and her son to finish up the Teeswater catch basins that were not done in June with the school group. A local grade 8 student took a keen interest in the work that was done by the grade 4/5 class to implement the Yellow Fish Road Storm Drain marking program. However due to time and safety concerns some of the catch basins were not painted. This grade 8 student, a couple of his friends and parent took on the challenge to finish up the remainder of the basins. In total they painted another 46 storm drains and delivered 40 more fish hangers in Teeswater. So for Teeswater there was a total of 110 storm drains painted and over 300 residents received the fish hangers.

SVCA, Lake Huron Centre for Coastal Conservation and Enbridge As part of the commitment by Enbridge to the SVCA’s Brucedale CA, the LHCCC has engaged to have the phragmites in the water cut below water level over a two day period in July. This fall the contractors were at the site spraying herbicide on the land phragmites as well as going back and cutting the dead standing phragmites. Additional work and planning the restoration of part of the area will happen over the winter and next spring. The youth outreach activity that took place this past June will be repeated next June with inviting the Kincardine elementary school children.

Lake Huron Centre for Coastal Conservation As an update to the previous board report, it should be noted that the LHCCC proposed Coastal Stewardship Action Plan for the southeast shore of Lake Huron, from Sarnia to Tobermory, has raised some interest with the Ministry of the Environment and Climate Change as well as Environment Canada. Both of these agencies are looking at providing funding to support this project moving forward. For those of you that knew Karen Alexander, she has moved to a new position at Ontario Parks. Her position at the LHCCC has been filled by Erinn Lawrie. The work of the Centre is very busy and is supporting the work of the SVCA staff and our watershed.

Friends of the Saugeen Interest Group Jo-Anne Harbinson and Shannon Wood continue to assist with the facilitation of the meetings for the Friends of Saugeen group formation. This endeavour has sprung from a Brockton Saugeen River Fisheries Task Force that saw the need to have a broader geographically based group to look at the Saugeen River as a whole and try to have a group to support interest and work along the Saugeen. A meeting was held in Southampton on July 30, and in Flesherton on September 25. The attendance at both of these outreach open houses was relatively low. It is hoped that this group, which will be community driven, will look at bringing together landowners and individuals along the Saugeen River and groups that have a keen interest in protecting and rehabilitating the Saugeen River. We note that at the initial meeting, held in Walkerton, there was a keen interest with about 30 individuals that came out to support the development of a group.

Wellington Rural Water Quality Program Staff continue to assist with the Wellington Rural Water Quality program for lands within the SVCA watershed. Jo-Anne Harbinson continues to be the contact and follows up with landowners to provide Grand River CA staff with information in order to review applications.

Applications for Funding With Shaun Anthony’s assistance, we have made two applications to Bruce Power, one for looking at cost share funding to properly plug abandoned wells and/or provide funding for well upgrades and the second to look to restore and enhance creeks and rivers within SVCA’s jurisdiction. In addition, we will be looking to make funding applications to Great Lakes Guardian fund to support various projects in the watershed and including ones relating to Low Impact Development (LID).

The SVCA has agreed to support the Happy Trout group from Markdale in their endeavour to ask the Municipality about the removal of the Rotary Park dam that will result in the restoration of a short section of Armstrong Creek. The SVCA could be the lead applicant for an application to DFO for the Recreational Fisheries Conservation Partnership Program (RFCPP) for the dam removal. The Municipality of South Bruce withdrew from the RFCPP program where they had funding to remove a dam due to tender and design drawing issues that need to be resolved. South Bruce may be re-applying to the RFCPP fund with the SVCA as the lead applicant to continue with the removal of the Hamel Dam in Mildmay. Staff will be making application for funding to develop and implement education and outreach activities that address soil health, water quality and /or pollinator health within our watershed through the Great Lakes Agricultural Stewardship Initiative (GLASI). The SVCA is considering a shared position with the MVCA to be funded by the GLASI program.

Water Quality For August, September and October surface water runs have been completed by the Water Quality Specialist. This includes sampling at 15 SVCA sites and 14 Provincial Water Quality Monitoring Network (PWQMN) sites. In addition, grab and storm event samples continue to be taken at our ISCO (automated water sampler) site in support of the Rural Stormwater Management Model (RSWMM).

Well pumping and levelogger downloads have been completed at 14 of SVCA’s 22 Provincial Monitoring Network (PGMN) wells and is ongoing. Groundwater samples have been sent to the MOECC for analysis. This data reports on ambient (baseline) groundwater level and chemistry conditions and can be used by programs like the Ontario Low Water Response Program.

Electrofishing was also completed in Armstrong and Barrhead creeks (near Markdale) to assess the health of local fish communities. This initiative was in cooperation with Happy Trout Chapter of Trout Unlimited Canada. Information collected for Armstrong Creek will be used to assess a before and after listing of species if the Markdale Rotary Park dam is removed.

Shaun Anthony assisted the PRWIN with a river bank restoration on the Little Sauble creek near Inverhuron. As part of this, driftwood supplied by the nearby Provincial Park was secured to the river bank with cable to reduce erosion of the bank. Drinking Water Source Protection Program Source Protection Committee The next Source Protection Committee meeting has been scheduled for the afternoon of November 27th.

The Technical Advisory Working Group continues to address the Events-Based Area (EBA) issues for Great Lakes intakes and has completed 2 meetings (July 29th and September 16th). The next Working Group meeting is scheduled for November 12th where the representatives will have an opportunity to finalize the draft policies and recommendations can be provided to the Source Protection Committee for their consideration.

Source Protection Plan Submission The updated Plan and Assessment Reports have undergone a number of minor updates based on the Ministry of Environment and Climate Change (MOECC) review. It is anticipated that the Plan will receive Ministry approval by the end of October, with an effective date of July 1st, 2016, whereby the policies in the Plan will take effect.

Administration Due to budget constraints, SWP staffing adjustments have been made as follows; Administrative Assistant position has been reduced to 4 days/week (effective October 1st) and GIS Specialist reduced to 1 day/week (also started a full time GIS course that began September 7th). Communications Specialist contract renewed to March 31, 2016 at 4 days/week.

Municipal Implementation Workshops Municipal implementation workshops were held on September 25th in Walkerton and 29th in Owen Sound to assist municipalities in understanding their responsibilities once policies in the Source Protection Plan come into effect. Municipal councils and staff were provided with updated information on how municipalities can implement the policies, the requirements for risk management offices and additional support materials and resources to assist with implementation. There were a total of 74 attendees for the 2 workshops with some good questions and discussions with participants at the sessions.

Technical Work Water Budget work for the Town of Hanover and the Community of Lake Rosalind continues and the consultants, Matrix Solutions, have submitted the first draft of the Characterization Report for review. A peer review team has been established with representatives from Hanover, MOECC, MNRF, and 2 independent consultants to review the technical work. A meeting was held on October 8th with the peer review team to address any comments or concerns. The review team has accepted the draft Report with noted changes and the project is moving into the risk assessment phase of the work to determine if there are any significant water quantity threats for Hanover / Community of Lake Rosalind (Brockton). The project continues to be on time and on budget.

Environmental Planning & Regulations Specific Actions Review: New Plan Review agreement discussions with Bruce County and Wellington County are ongoing. Bruce County has interest in having a new agreement in place for January 1, 2016. There was a meeting August 12, 2015 with SVCA, Grey, and Bruce Counties. September 21, 2015 the Manager, Environmental Planning and Regulations participated in the Wellington County Planning Agreement meeting.

The Environmental Planning and Regulations Department executed an office reorganization to provide each staff with more storage and organizational opportunity.

A new ‘Information Sheet’ was completed and is into circulation as of October 7 associated with the SVCA’s Environmental Planning and Regulation’s roles, responsibilities, and process. The intent of this sheet is for initial information for anyone contacting Environmental Planning and Regulations department.

The Manager, Environmental Planning and Regulations continues to work on Plan Review and Regulations Policy Document and new file tracking system.

‘SVCA Mapping Working Group’ of local appointees and SVCA held two meetings August 25 and September 29 and feedback has been positive. Half of Member municipalities are represented so far and 2 of 5 counties (Bruce and Wellington).

Customer Service Survey to be rolled out shortly for permit files and general inquiry files.

Meetings attended and Other Department Work and Updates: The Manager, Environmental Planning and Regulations is organizing with MNRF Species at Risk– Provincial Policy Statement 2014 training as changes have posed some challenges for the SVCA and member municipalities which may benefit from some streamlining. Grand River Conservation Authority and Maitland Valley Conservation Authority are interested as well. MNRF has interest but has not finalized a date.

July 27 - the Manager, Environmental Planning and Regulations presented to Brockton Council.

August 18th and 19th - SVCA staff represented the Authority at an Ontario Municipal Board hearing regarding the Official Plan policies for the proposed West Ridge on the Lake residential development in the Municipality of Kincardine. The Authority and Bruce County had already resolved its issues with the developer last year, but a local resident’s association was made a party to the hearing due to their concerns. Two days of negotiations AGENDA

amongst all of the parties resolved the outstanding concerns and a settlement was reached, which made the actual hearing process only a formality.

The Department’s summer student returned to her studies August 19. Clare McNamara was a valuable aid for the summer.

September 21 the Manager, Environmental Planning and Regulations attended the Grey County Natural Heritage Study Meeting as a member of the TAC committee.

A Regulations Officer was successful in their enforcement of the Regulation on an illegal fill site on Highway #9. 2400 truckloads of material removed from floodplain in summer. Court/ Board action not required as applicant was willing to resolve the matter.

Department is busy with end of in water works timing windows and looming November deadlines for foundation installations. Permit numbers and new inquiries are significantly up compared to 2014 and 2013 statistics (150 permits were issued in 2013, and also 150 in 2014, 195 have been issued so far in 2015.

The SVCF has been raising money for Staff from Maitland Valley, Grand River and Saugeen this project for a number of years. Conservation Authorities have been meeting to discuss potential displays for the 2016 IPM in Harriston. Social Media A floorplan has already been developed which focuses Staff do their best to stay abreast of social media and all that on a watershed model, focussing on how ‘everything is it provides in terms of prole and awareness. 1. Reserve covers fence repairs, hazard tree removal and water supply issues at the McBeath pasture. 2. Regular computer equipment upgrades are included in annual budgets. This reserve is for unseen or emergency needs such as a server crash. 3. Reserve originated from significant fees on large Milton hydro line project. Funds are not earmarked for any specific purpose. 4. Funds were set aside to cover possible equipment requirements to enforce Department of Fisheries and Oceans regulations. 5. Represents accumulated profits over many years in the Forestry Department from timber sales. Timber prices and the amount of harvestable timber available fluctuate year to year. Reserve is to cover possible lean years. 6. The sewer hookup was completed in 2014. Balance in reserve is to cover decommissioning of the old septic system to take place and for required repairs to the building foundation. 7. The Greenock Swamp trail including a floating boardwalk will be completed in 2015. 8. Reserve covers repairs for the Sulphur Spring house. 9. Funding was provided by MNRF to cover maintenance and upgrades on the Kincardine flood control structures. 10. Represents balance of MoE funding to purchase properties and demolish houses in the floodplain. 11. Reserve is for upgrades to Non‐revenue parks (Alan Park, Stoney Island, Sulphur Spring…). 12. Reserve is to cover future legal costs related to planning and regulation enforcement or other legal matters. 13. Reserve covers continuing benefit costs should an employee go on long term disability leave, and also covers benefit costs or pension costs during parental leave. 14. Funding from other sources may not be sufficient to cover all costs to remove the Lockerby dam. 15. Reserve is to cover unexpected expenditures for the Formosa office. 16. The ortho‐imagery (aerial photos) is updated every five years. This reserve is built up over the 5 years. 17. Represents the net funds from the sale of the Bluffs house in 2014, and used for other property acquisition expenses. 18. Reserve is to cover upgrades on the Resource Centre at Sulphur Spring. 19. SVCA pays a share of the group health benefits for qualified retired employees. 20. Reserve covers capital expenditures for the campgrounds. The reserve increases when the campgrounds generate a net profit and decreases for net losses and for capital expenditures. 21. The maximum deductible on SVCA’s insurance policy is $25,000. 22. Some donors specify where their donations are to be directed. 23. SVCA self‐insures employee short term disability coverage. This reserve was set up in 2014 to cover the costs should a temporary replacement be required for an employee on short term disability. 24. Funds for this reserve came from payroll savings generated by a staff member being lent to the Source Water Protection program part time for 8 months in 2013. 25. Saugeen Valley Conservation Authority is one of 36 Conservation Authorities in Ontario that play a significant role in Ontario’s natural resource management. We are writing this letter to express our deep concerns over the spread of Phragmites.

Phragmites is a rapidly spreading grass that can reach heights of 5 m or more and is considered by reputable scientists to be the most aggressive invasive species of marsh ecosystems in North America and may be Canada’s worst invasive plant. Phragmites poses a significant threat to biodiversity, society and the economy. It forms large, dense stands that negatively impact wildlife, block shoreline views and recreational access, pose fire risks, and impede drainage in roadside and agricultural ditches. There are no natural controls for Phragmites and therefore, human action is required to keep this plant in check. It is estimated that control projects in Ontario range between $865 and $1,112 per hectare (Ontario’s Biodiversity Strategy, 2012) and that land managers in the United States spend over $4.6 million per year restoring habitats impacted by Phragmites (Hazelton et al., 2014). Because this plant grows so rapidly once established, the longer the plant is ignored the more effort and money is required to get it under control. Due to the significant, negative impact of this plant, non-action is not an option.

Invasive Phragmites has become so pervasive throughout southern Ontario that a large scale, well- coordinated effort is now required to achieve any meaningful results. To date, effective, efficient and environmentally responsible control efforts have been hampered by the lack of appropriate herbicides to deal with infestations in wet areas, the lack of a coordinated plan to stop continued spread, the lack of infrastructure to enable rapid response, the lack of financial and logistical support for community groups trying to deal with local invasions and the lack of an effective public education and awareness campaign. Saugeen Valley Conservation Authority is requesting your support for the following initiatives:

1. Expedited and streamlined approval of herbicides to enable control over water. Legal chemical treatment options in Canada are limited to two products, Weathermax® and Vision®. Although both products are glyphosate-based, neither can be applied over water because they also contain the surfactant polyethyloxylated tallowamine (POEA) which is harmful to aquatic life. The most safe, effective and efficient control of Phragmites thus far has been in the United States and has been achieved using glyphosate and imazapyr-based herbicides which do not contain surfactants. With the proper permits, these products can be legally used there and be applied over water and, when used in combination, have been shown to have a control efficacy of up to 100% after one treatment. The ability to use these water-safe herbicides to control Phragmites in sensitive habitats in Canada will significantly reduce potential harm to wildlife and be far more environmentally responsible than use of the products currently available. Having access to these products

Watershed Member Municipalities Municipality of Arran-Elderslie, Municipality of Brockton, Township of Chatsworth, Municipality of Grey Highlands, Town of Hanover, Township of Howick, Municipality of Morris-Turnberry, Municipality of South Bruce, Township of Huron-Kinloss, Municipality of Kincardine, Town of Minto, Township of Wellington North, Town of Saugeen Shores, Township of Southgate, Municipality of West Grey will also allow for control in wet ditches which are major spread vectors and will significantly reduce control costs and improve efficacy for numerous Phragmites management programs already underway. Political assistance is requested to help expedite the regulatory approval process to allow for overwater safe products in Canada so that control efforts can begin in earnest and in a responsible fashion to protect our biodiversity, reduce control costs and reduce negative impacts.

2. Expedited and streamlined approval of aerial treatments. There is also a need, on a restricted basis, for aerial herbicide application to enable the control of Phragmites in large, remote, and difficult to access locations. This control option is available in the United States and has been shown to be the best option for controlling large infestations in their coastal wetlands. Without this tool, control of Phragmites currently expanding throughout a number of large, Provincially Significant Coastal wetlands will not be feasible. Political assistance is requested to expedite the regulatory approval process to allow for this control tool at specific sites.

3. Establishing a province-wide Phragmites control program. Phragmites management is achievable, but only with a well-funded, well-coordinated Phragmites control program that will ensure effective, efficient and environmentally responsible locally driven efforts are initiated and supported. Funding to support this program should come from and be shared by federal, provincial and municipal governments, as well as concerned citizens and environmental protection groups. Political assistance is required to financially and logistically support this initiative.

4. Supporting the proposed Invasive Species Act. This act will serve as an important regulatory tool in managing and preventing the spread of Phragmites and other invasive species in Ontario. Political assistance is required to support this important piece of legislation.

Availability of the required tools, along with a large scale, well-coordinated approach to this issue will help to protect biodiversity, reduce the impact on species at risk (SAR) and reduce the impact on Ontario’s economy. SVCA believes that this invasive plant can be dealt with effectively, efficiently and in an environmentally responsible way but needs the support from all levels of government to make this happen. The SVCA is keen to work with all levels of government to assist in implementing an effective control plan. Without these efforts the loss of wetland habitat, reduction in biodiversity, impact on private landowners and impact on the economy will continue to increase.

Background: Currently Sulphur Spring is the only SVCA park with a donation box. The volunteer entry fee at that park is $5.00 but it is largely ignored by the park users. Annual revenue generated from the donation box is about $400. There used to be a donation box at Alan Park but it was removed several years ago due to vandalism and theft.

Pay By Phone: McKay Meters has a payment system whereby park visitors are able to pay an admission fee by using their mobile phone. Using their mobile phone the visitor is able to log onto a website, identify the park they are at and make the payment. Instructions on how this is done is on a sign(s) in the parking area in the park. The visitor provides the following information: 4 digit number that identifies the park, credit card information, and vehicle license plate number. The set fee is then automatically remitted to the Conservation Authority. Typical fees are $4.00 per vehicle for a day pass or $30.00 for a season pass. The season pass would cover all CA parks for the season.

SVCA would be provided with a McKay Meters App that would show up-to-date information on the license plate numbers of visitors who have paid that day for each of the parks where the fee is in effect. It would be possible for a staff member to periodically monitor a park. Notices could be placed on a vehicles reminding the owner of the park user fee if they haven’t paid or thanking them for their support if they have paid.

Implementation Costs: McKay charges a fee of $.25 per transaction plus a one-time setup fee of $4.00 per parking space which covers the signage provided by McKay. In addition, there will be a credit card transaction fee of about $.20 per transaction. Based on discussions with other CAs that use the McKay system, the setup of the program is easy and the funds generated significantly exceed funds previously received through donation boxes. It is expected that that this user fee system will have a positive affect on the budget.

Recommendation: It is recommended that the McKay pay by phone system be set up on a trial basis at the following locations: Sulphur Spring, Alan Park and Bells Lake. AGENDA
