CLAXTON & SAND HUTTON PARISH COUNCIL MINUTES OF THE PARISH COUNCIL MEETING HELD IN THE VILLAGE HALL, SAND HUTTON ON MONDAY 14 JANUARY 2013 AT 7.30 P.M. MEMBERS PRESENT: Cllr Dr C Hall (CH) Cllr Mrs L Edwards (LE) Cllr R Smith (RS) Cllr Mrs A Steele (AS) Cllr P Stott (PS) IN ATTENDANCE: MEMBERS OF PUBLIC PRESENT: Fiona Hill (FH) – Parish Clerk Three Sgt Neil Campbell (NC) – North Yorkshire Police District Councillor Keith Knaggs sent the following message: YORKSHIRE MARATHON 20 0CTOBER I would like to draw your attention to the recent announcement that the new Yorkshire marathon in memory of the late Jane Tomlinson will pass through Gate and Upper Helmsley, Sand Hutton and Claxton, and parts of Warthill parishes. With over 5,000 participants this event will attract national interest, could bring business to local pubs etc, and will also involve significant traffic disruption whilst it is going on. You may wish to contact the police and County Highways about what they plan to do to ensure local residents can still get on with their lives; and also whether we should be running any local events to coincide with what should be an exciting day. I have to regret we’ve not been consulted, although Clare Wood probably knows more than I do, so we need to be proactive in ensuring we are consulted about the practical arrangements PARISH PRECEPTS Setting the precept is more complicated than normal because of the government’s decision to go for a methodology which almost every consultee rejected. Last week’s council meeting resolved to compensate parishes in full for the change in the council tax base which arises; this compensation is £4,000 more than the sum provided by government. The effect for our parishes is small but if anyone is struggling with this, get in touch with me and I’ll assist. Best Wishes for 2013 1: TO ACCEPT APOLOGIES FOR ABSENCE: Ryedale District Councillor Keith Knaggs (KK) North Yorkshire County Councillor Clare Wood (CW) 2: TO RECORD DECLARATIONS OF INTEREST IN ITEMS ON THE AGENDA: None 3: TO CONFIRM THE MINUTES OF THE MEETINGS HELD ON MONDAY 19 NOVEMBER 2012 AND 17 DECEMBER 2012: These were unanimously accepted without amendment. 4: TO DISCUSS MATTERS ARISING FROM PREVIOUS MINUTES: 4.1 A64 diversions along Whinny Lane The Parish Council discussed this at length with NC and he agreed that Whinny Lane was not a suitable road for heavy two way traffic. He explained the procedure for road closures in the event of a road traffic accident. It was agreed that he would speak to all Road Traffic Managers to ensure they were aware of this issue, so this road could be avoided in the future. NC also explained about the new speed complaints protocol now in use if speeding problems need to be reported. Use of data loggers to confirm speeding is deployed to the area and although not an instant fix, it does enable a targeted response which has shown improved results. Full details including the speed referral form can be found on the Safer Ryedale website. 4.2 Faded road markings outside Sand Hutton Primary School NTR The Parish Council continue to work on the re-launch of Neighbourhood Watch 5: TO RECEIVE ANY MATTERS RAISED BY MEMBERS OF PUBLIC: A pothole patch along Kirk Balk Lane, Claxton would be reported to NYCC by the Parish Clerk It was noted that Keith Knaggs had resigned as Leader of Ryedale District Council and the Parish Clerk was asked to record a vote of thanks for all the work that he does on behalf of the parish. 6. TO DISCUSS, IF NECESSARY, LONG-STANDING MATTERS: 6.1 Saturday Social CH had prepared a notice for the Parish Website and ‘The Circular’ Magazine. The next Saturday Social is on April 20th 10.30am – 12.30pm 6.2 Parish Plan The Heritage Trail leaflet was now printed and copies were handed out. The printing costs would be £175.00 6.3 Village Website/Newsletter/Welcome Pack LE had spoken to the Webteam and they were anxious to increase usage of the website and wanted to encourage more contributions. The Parish Council discussed ways of assisting with this. FH would circulate a final draft of the Welcome Pack a.s.a.p. 6.4 High Speed Broadband NTR 6.5 Village Assets/Furniture 6.5.1 Street Lights Still awaiting NYCC Health Check reports 6.5.2 Benches The Village Hall committee like the idea of the bench in the car park and would agree a site with PS who would assist with installation. 6.6 Flooding LE reported that Jacobs were conducting an investigation on behalf of NYCC and had been in contact with Bill Heath, who had submitted photos. LE would send further data to Jacobs. LE would contact Kathy Stevenson, NYCC, for an update on our request for help from the Flood Risk Management Team. LE also confirmed that there was still a lot of work going on ‘behind the scenes’ by the Parish Council regarding flooding. There will be a further update on work on drainage ditches at the next meeting when JW can share her findings. 7. TO DISCUSS, IF NECESSARY, MATTERS RAISED WITH/BY: 7.1 North Yorkshire County Council (NYCC) NTR 7.2 Ryedale District Council (RDC) NTR 7.3 North Yorkshire Police (NYP) NTR 7.4 Parish Liaison Meetings NTR 8: TO REPORT AND MAKE RELEVANT RECOMMENDATIONS ON NEW PLANNING APPLICATIONS: 8.1 12/01209/FUL Land at OS3307 Main Street, Claxton The Parish Council discussed this application and unanimously agreed that FH should write to RDC advising “no objection/comments” 9: TO REPORT PLANNING DECISIONS BY RYEDALE DISTRICT COUNCIL: None 10: TO REPORT ANY NEW CORRESPONDENCE RECEIVED BY THE COUNCIL: The NYCC Ryedale Area Committee meeting would be at Malton Rugby Club on Wednesday 16 January 2013, starting 1030 hrs FH had attended a meeting at RDC regarding Parish Precepts for 2013/2014 and the effects following the New Council Tax Base Regulations. She had circulated by email a report. The Parish Council unanimously agreed to ask for a precept of £4400.00, a zero increase on 2012/13and receive the RDC grant of £160.22 in addition which would be ring fenced against future precept changes imposed. 11: TO REPORT MATTERS RAISED BY MEMBERS: LE advised that the village was back on Snow Watch and details were on the website. 12: TO DISCUSS MATTERS RAISED BY PARISH CLERK/RESPONSIBLE FINANCIAL OFFICER: 12.1 Bookkeeping records for year ending 31 Mar 13 to date FH circulated copies around Parish Councillors. 12.2 To conduct Internal Control Check(s) The Parish Council conducted Payment Controls, which were found to be in order. 12.3 To report matters raised with/by Yorkshire Local Councils Association FH had circulated by email the report from the Employment Course and she would discuss this further with her Employment Manager AS 12.4 Statutory/recommended documents Standing Order – had been proof read by LE/AS and FH would prepare a final draft a.s.a.p. Financial Regulations – currently being proof read by LE The following documents would be drafted and circulated by email shortly: Complaints Procedure, Grant Awarding Policy, Asset Register, Risk Management Training Statement of Intent, Freedom Of Information Publication Scheme 12.5 Archiving/Filing The two drawer cabinet was now in the Village Hall shed and FH was trying to obtain a key. PS was still to move the 3 drawer cabinet to the shed. 12.6 De-fib Fund The amount of £3000.00 is currently ring-fenced for this fund. 12.7 To approve the following payments: 12.7.1 Parish Clerk Salary £130.10 13: TO CONFIRM THE DATES OF THE FUTURE MEETINGS ON MONDAYS AT 7.30 P.M.
