Introduction

BB –PP Link Road was proposed in the 1987 Development Plan but not approved on Environmental consideration. It was then approved under Section 205 of the Municipal Corporations (MMC) Act. However, the struck it down by its order dated 15.01.2016 mainly on grounds that the approving authorities did not consider the environmental impacts enjoined upon them under the relevant provisions of the Constitution of and the MMC Act. Hence, it is essential that all pros and cons of the BB –PP Link Road development project should be placed before the public and the process conducted in a transparent manner so that public interest is protected.

With the sanction of the state government, the Pune Municipal Corporation (PMC) has received a fresh mandate to revise the project for the development of the Phata (BB-PP) Link Road that promises to relieve Law College Road’s traffic burden. As per the new development plan (DP), the 2.1 km link road will have a width of 100 feet, passing at-grade throughout its alignment in front of Balbharati and through ILS Law College premises.

Having bestowed with a responsibility to ensure environment friendly economic growth and long term sustainability of Pune City, PMC (a leading smart city governing authority in India) hereby invites EOI applications from the technically sound and well managed consulting firms with local knowledge to conduct a traffic study evaluating the traffic impacts of the proposed project on the existing transportation infrastructure and future infrastructure projects in the vicinity.

Findings from this traffic study in terms of traffic volume projections, travel time estimates and travel delay evaluations would provide inputs to the Environmental and Social Impact Study (ESIS) and Environmental Management Action Plan (EMAP) for the BB –PP Link Road development project.

Scope of Service

The scope of service shall compromise: 1. Preliminary Surveys

The consultant will conduct a preliminary site survey to assess the existing traffic conditions in the vicinity of the proposed project. Based on findings from these studies and discussions with the stakeholders a methodology for the project would need to be proposed by the consultant to identify the impact and benefits of the proposed Balbharti-Paud Phata new link road passing in front of Balbharati through ILS Law College premise. The methodology should address the objectives of the study as well as identify the assumptions that would be made in the study. An inception report would need to be submitted, detailing a brief review of the past studies conducted in the vicinity of the project that may be applicable to the proposed project. The inception report would also identify the locations for the mid-block counts, turning movement counts, location and scale of origin-destination surveys and the proposed methodology for the study.

2. Traffic Data Collection A. Traffic Volume Counts (TVC)

The necessary classified traffic volume counts surveys shall be carried out on weekdays at selected locations. The methodology for data collection, number & location of survey stations would need to be finalized in consultation with PMC Engineer in charge. The survey data would need to be submitted in tabular form. The data will be analyzed to bring out the hourly & daily variations in traffic. Traffic counts to be conducted with continuous video-graphic recordings for post analysis review and documentation. It is proposed that the survey be conducted for a duration of 72 hours and would need to have clear segregation of different modes of vehicles plying through the survey station. Consultant to submit the traffic data to the PMC for review. These traffic volume count would also be used to decide the threshold for the Origin-Destination (O-D) survey sample size.

B. Origin – Destination (O-D) Survey The O-D survey shall be conducted on a week day in the proposed study area. An evaluation of O-D survey data would help understand the trip pattern & travel choices of the study area. The O-D analysis would play a vital role in predicting the probable shift in traffic to the proposed road. The consultant should identify appropriate survey locations &prepare a questionnaire for the survey. Questionnaire to be discussed with stakeholders prior to proceeding with the survey. The O-D data is expected to help illustrate travel characteristics like trip length, travel time, occupancy etc.

An O-D matrix will be formulated to analyze the O-D data. On the basis of the O-D analysis, consultant to make a schematic representation in the form of desire line diagrams illustrating the observed origin-destination trends. Accordingly, consultant to predict the probable shift in traffic to the proposed new road while taking into consideration the future transportation improvement infrastructure projects being planned for the vicinity areas. The estimated shift in traffic on the proposed new road to be projected over a span of 20 years by assuming suitable growth rates.

3. Capacity Analysis and Geometry

Based on the proposed traffic projections and a capacity analysis of the future year scenarios, consultant to recommend an appropriate lane configuration for the proposed new road. Lane configuration to be based on the volume to capacity thresholds and its corresponding level of service criteria. Capacity thresholds to be analyzed as per IRC 106- 1990 ‘Guidelines for Capacity of Urban Roads in Plain Areas’.

The analysis should also address the impact of future transportation projects like Metro, BRTS, HCMTR etc. on the proposed road.

4. Traffic Simulation

The consultant will be required to run a traffic simulation for the existing & proposed scenario. The simulation outputs would help quantify and compare the estimated travel delays, travel times, trip lengths etc for the existing and future scenarios with and without the proposed project. The model would need to be calibrated for Indian conditions.

5. Socio-Economic Study

A socio-economic study deals with the impact of traffic & transportation facilities to the social environment. Trip length, travel time, fuel consumption, cost of emission etc. shall be considered as indicators. Consultant to quantify the amount of savings for each indicator and convert it into money value. A cumulative savings over a 20 year period would need to be analyzed.

6. Traffic Engineering Outputs for Environmental Impact Review

Findings from the above traffic study would subsequently be used as inputs to evaluate the environmental impacts of the proposed project. The ESIS-EMAP study will utilize these outputs to quantify the rehabilitation measures and environmental obligations based on the results of the above traffic study

7. Presentation and Assistance during Stakeholder Meetings

Consultant to coordinate with all stakeholders throughout the duration of the project. Consultant to attend meetings and prepare power point presentations for discussing and updating stakeholders on the status and findings of the report at multiple stages of the project as required.

8. Necessary approvals

Necessary approval of study from concern State/Central govt. authority, PMC will help for documentation as necessary.

Eligibility Criteria for Empanelment

1. Entities such as any legally identifiable organization (Partnership/Proprietorship/Public/Private companies) engaged in consulting activities of similar nature can apply if they can demonstrate:  Experience with working on traffic engineering projects in the public and private sector.  Availability of technical experts with sound educational background: o A minimum of two personnel with a postgraduate degrees in engineering with at least one of them being a traffic specialist with 10+ years of experience in the transportation field (preferably with some international experience)and the other being a junior engineer with a minimum 1+ years of exclusive transportation engineering experience. o Experience with conducting traffic surveys and O-D surveys. o Experience with conducting roadway capacity analysis and urban traffic simulations.

2. The applicant should demonstrate their association with international/national professional organizations to establish the credibility of the whole process.

3. The applicant should not have been back listed by any Government organization at the time of submission of the EOI application

4. The applicant should be familiar with Pune roadway networks and preferably have local operations in the PMC/ PCMC limits.
