For and on behalf of the Governor of Tamil Nadu, the Project Offiicer, Mahalir Thittam, Thanjavur District invites bids for the Supply and Installation of Panchayat Information Board of Size 4’X 6’ for the TNSRLM Thanjavur, Orathanadu , Thiruvidaimarudur and Pattukkottai Blocks Village Panchayats for the year 2013- 14 in Thanjavur District to a package value of Rs.31.50 lakhs 2. 3. Bid documents for the package in English may be purchased by interested bidders on submission of written application accompanied by a Demand Draft drawn on any nationalised/scheduled bank in favour of Project Officer, Mahalir Thittam, Thanjavur District on any working day between 10.00 hours and 17.45 hours from 10.09.2013 to 09.10.2013. 4. Cost of bid document per package is Rs.1000/- + Rs.42/- (VAT). Two separate DDs for the cost of document and VAT for each package should be enclosed. 5. The bid documents can also be downloaded free of cost from www.tenders.tn.gov.in 6. Amount of Earnest Money Deposit will be Rs. 31,500/- 7. Period of contract is 3 months. 8. It is proposed to procure, supply and install Information Boards to the TNSRLM Thanjavur, Orathanadu, Thiruvidaimarudur and Pattukkottai blocks Village Panchayats for the year 2013-14. 2) CHECK LIST BIDDER TO FILL IN THE CHECK LIST GIVEN BELOW (State YES/NO for each item) 1. Whether the Technical Bid and Price Bid are submitted in separate Yes/ envelopes and both the covers enclosed in a common envelope. No 2. Bid Bidders Signature with Seal. 5 8 Other important criteria specified by the Tender Inviting Authority: a). Eligibility Criteria: 1. The bidder should be a supplier in Steel Information Boards/Name Boards/ for the last five years . Details of the old TNGST number or equivalent, new VAT – Tax Identification Number (TIN), Central Sales Tax No. and Income Tax PAN No. should be furnished by the bidder, along with self-attested copies of each of the certificates. 2. The total turn over of the Supplier / dealer should be a minimum of Rs.20 Lakhs per year in each of the last 3 financial years . For the proof of turn over, copies of sales tax/income tax assessment orders for the past 3 years attested by a Chartered Accountant or sales tax/income tax Annual returns attested by the Chartered Accountant filed for the last 3 financial years should be enclosed. 3. Each bidder should quote a minimum of 60% of the total number of Information Board of the package to be eligible for the bidding process. b) Two cover System will be followed and the Bidders are required to submit Technical bid and Price bid in separate covers and both of these covers should be enclosed in another separate cover. c). The successful bidder should furnish security deposit of 3% (three per cent) of the contract value (including value of EMD) before executing the agreement. d). Special Conditions 1. The bidders should exhibit samples of the following at the time of opening of Technical bids at the Project Implementation Unit , Mahalir Thittam, Thanjavur a) Sample of Panchayat Information Board of size 4’ x6’ 2. Guarantee for one year against corrosion of the iron members and lettering in the vinyl sheets should be agreed upon by the contractor. 3. If any sub-standard materials are supplied, they should be replaced at bidder’s own cost within 15 days . Likewise, if any materials are received in damaged condition, they will have to be replaced by the bidder at his own cost. Payment for the supply of Information Board / Work Details Board will be made only at the Project Implementation Unit, Mahalir Thittam, Officer, after supply and Installation of Information Board is fully completed in a Village Panchayat and after the Certificate of the completion of supply and Installation of Information Board is furnished by Block Engineer and countersigned by BDO (Village Panchayat). If the supply and Installation of Information Board for a particular Village Panchayat is not fully completed, no part payment will be made for that Village Panchayat. 4. GENERAL INSTRUCTIONS • The Bidders are requested to examine the instructions, terms & conditions and specifications given in the Tender. Failure to furnish all or any of required information in every respect will be at the Bidder's risk and may result in the rejection of their bid. Bidders Signature with Seal. 6 Clarifications in the Tender 1. A prospective Bidder requiring any clarification in the Tender may address the Tender Inviting Authority by letter or by Fax. The Project Officer, Mahalir Thittam, Thanjavur will respond in writing to any request for clarification in the Tender. 2. A pre-bid meeting will be held for addressing the clarifications of the Bidders on the date and time mentioned in the Tender. The Bidders are requested to participate in the pre-bid meeting and get the clarifications. 3. Any offer made in response to this tender when accepted by Project Officer, Mahalir Thittam, Thanjavur District will constitute a contract between the parties.

Moreover, a majority of the cities show an increasing M. These have been presented in the succeeding paragraphs under broad objective heads. 4.1 Wasteful/unfruitful expenditure MUNICIPAL ADMINISTRATION AND WATER SUPPLY DEPARTMENT CHENNAI METROPOLITAN WATER SUPPLY AND SEWERAGE BOARD 4.1.1 Unfruitful expenditure in executing an unviable Project Commencement of a project for renovating sewage without obtaining a firm commitment from beneficiary industries resulted in unfruitful expenditure of Rs 138.93 crore including interest. Under the Chennai Sewerage Renovation and Functional Improvement Project (Project), the Chennai Metropolitan Water Supply and Sewerage Board (Board) proposed (April 1994) to (a) lay an Effluent Conveyance System (ECS) for pumping secondary treated sewage from Koyambedu to Kodungaiyur, (b) construct Tertiary Treatment and Reverse Osmosis Plants (TTRO) of 100 million litres per day (mld) capacity for sewage renovation at Kodungaiyur and (c) lay Permeate Conveyance Pipeline (PCP) for conveying the renovated sewage from the TTRO to various industries in Manali area for industrial use. As this infrastructure would become wasteful if the industries failed to draw the renovated sewage, the Central Public Health and Environmental Engineering Organisation (CPHEEO) of Government of India, in May 1994 and while technically clearing the Project in August 1994, instructed the Board to obtain written commitment from all the major industries that they would take the entire 100 mld of renovated sewage for the next 25 years at a realistic rate determined by the Board from time to time.

Studies on biodiversity of cyanobacteria in polluted Cyanobacterial samples were collected along the water ponds of Pattukkottai, Tamil Nadu, India. J. Algal samples. Totally 21 cyanobacteria were isolated and Biomass Utln. 7 (3): 58-64 identified. Among the isolates of cyanobacteria, Oscillatoria was the dominant genus with 5 species unicellular cyanobacteria such as Aphanizomenon, Chroococus, Cyanosarcina, Gloeolapsa, Microcystis and Keywords: Cyanobacteria, Microcystis, Synenchoajtis were recorded. Among the unicellular Oscillatoria, Aphanizimenon. forms, Microcystis was recorded with two species and the remaining genera were recorded single species each. The physicochemical characteristics of water samples such as pH, temperature, free CO2, alkalinity, DO, Nitrate, Nitrite and ammonia, Phosphates, Calcium hardness, Magnesium harness, BOD and COD were also analysed. __________________________________________________________________________________________ INTRODUCTION Biological monitoring or Bio-monitoring is the use of biological response to assess charges in the environment, generally charges due to anthropogenic causes. Bio-monitoring programs may be qualitative, semiquantitative or quantitative. Bio-monitoring is a valuable assessment tool receiving increased use in water quality monitoring programs of all types.
