14 April 2020 Eastern Partnership policy beyond 2020: advances and omissions in a vast agenda Michael Emerson, Steven Blockmans, Denis Cenusa, Tamara Kovziridze and Veronika Movchan The Joint Communication on the Eastern Partnership (EaP)1 published in March offers a broad array of policy orientations but relatively little operational specificity. This drafting is presumably intended to be acceptable to all six EaP states. The lack of reference to the joint request of the three states with Association Agreements (AAs) – Georgia, Moldova and Ukraine – to open a ‘quadrilogue’ with the EU to treat matters of common concern to them, and which are not relevant or plausible in relation to the other EaP states, is a glaring omission that could still be corrected at the EaP summit on 18 June. Rutten Date : March 2010, Nijmegen Marieke van Seeters European influences in Moldova Page 2 Summary The past decades the European continent faced several major changes. Geographical changes but also political, economical and social-cultural shifts. One of the most debated topics is the European Union and its impact on and outside the continent. This thesis is about the external influence of the EU, on one of the countries which borders the EU directly; Moldova. Before its independency from the Soviet Union in 1991, it never existed as a sovereign state. Moldova was one of the countries which were carved out of history by the Molotov-Ribbentrop pact in 1940 as it became a Soviet State. The Soviet ideology was based on the creation of a separate Moldovan republic formed by an artificial Moldovan nation. Although the territory of the Moldovan Soviet Socialist Republic was a former part of the Romanian province Bessarabia, the Soviets emphasized the unique and distinct culture of the Moldovans. To underline this uniqueness they changed the Moldovan writing from Latin to Cyrillic to make Moldovans more distinct from Romanians. When Moldova became independent in 1991, the country struggled with questions about its national identity, including its continued existence as a separate nation. In the 1990s some Moldovan politicians focussed on the option of reintegration in a Greater Romania. However this did not work out as expected, or at least hoped for, because the many years under Soviet rule and delinkage from Romania had changed Moldovan society deeply. -

NEWS DIGEST ON GEORGIA September 26-29 Compiled by: Aleksandre Davitashvili Date: September 30, 2019 Occupied Regions Abkhazia Region 1. 26 years passed since fall of Sokhumi The Georgian government and parliament members, leaders of various political parties gathered at Memorial of Heroes in Tbilisi to commemorate those, who died in the struggle for Georgia’s territorial integrity. Wreaths are laid at the memorial. Military confrontation in Abkhazia began on August 14, 1992. Military activities lasted for 13 months and 13 days and ended with the fall of Sokhumi on September 27, 1993. Russian, North Caucasian and Cossack units stormed the building of the Council of Ministers of Abkhazia early on September 27 and captured Zhiuli Shartava, head of the Council of Ministers of Abkhazia, the Mayor of Sokhumi and 27 employees of the Council of Ministers. The captured people who did not leave Sukhumi were shot dead (1TV, September 27, 2019). 2. Giorgi Gakharia: September 27 is most difficult and painful day for every citizen of Georgia “For all citizens of today’s Georgia, regardless of their age, this day, September 27, marks the day when Sokhumi fell 26 years ago. Of course, both we and Abkhazians have learned a lot and have grown since. We share many bonds, and what binds us is the understanding and acknowledgment that the war was the most devastating tragedy. And that is the foundation allowing us to say that peace is critically important to both Georgians and Abkhazians. With a history of strong economic aid and security cooperation, the United States Cory Welt has deepened its strategic partnership with Georgia since Russia’s 2008 invasion of Analyst in European Affairs Georgia and 2014 invasion of Ukraine. U.S. policy expressly supports Georgia’s sovereignty and territorial integrity within its internationally recognized borders, and Georgia is a leading recipient of U.S. aid in Europe and Eurasia. Many observers consider Georgia to be one of the most democratic states in the post-Soviet region, even as the country faces ongoing governance challenges. The center-left Georgian Dream party has more than a three-fourths supermajority in parliament, allowing it to rule with only limited checks and balances. Although Georgia faces high rates of poverty and underemployment, its economy in 2017 appeared to enter a period of stronger growth than the previous four years. Existence of ancient human being on Georgian territory is confirmed from the early stages of anthropogenesis. Nearby Dmanisi valley (80 km south-west of Tbilisi) the remnants of homo erectus are found, age of them is about 1,8 million years old. At present it is the oldest trace in Euro-Asia. Later on the Stone Age a man took the whole territory of Georgia. Former settlements of Ashel period (400–100 thousand years ago) are discovered as on the coast of the Black Sea as in the regions within highland Georgia. Approximately 6–7 thousands years ago people on the territory of Georgia began to use as the instruments not only the stone but the metals as well. -

ADOPTED RESOLUTION EPP CONGRESS ZAGREB, 20 – 21 NOVEMBER 2019 Resolution adopted at the EPP Congress, Zagreb (Croatia), 20th - 21th November 2019 EPP Resolution on the 10th anniversary of the Eastern Partnership and its future Bearing in mind that: a) Eastern Partnership is a tailor-made concept of cooperation for all six countries: Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine. Their further progress on the European path is very much dependent on compliance with European values and standards, to which these countries have committed themselves. b) the EU has proved its enormous transformative power through the Enlargement Policy, as confirmed by the success of the Central and Eastern European countries in their development from post-totalitarian regulated economies to European style democracies and social market economies, which was achieved due to the process of integration into the EU, c) this transformative power by enlargement shall be used in the Western Balkans and also in Eastern Partnership countries, willing to join the EU, d) this year marks the 10th anniversary of the Eastern Partnership (the EaP) which was established in 2009 as part of the European Neighborhood Policy and throughout the decade it has proven to be an effective instrument for providing tailored support based on the ‘more for more and less for less’ principle for the EaP countries in their implementation of the European reforms, e) the EPP in its Resolution on Ukraine, Georgia and Moldova, adopted during the EPP Congress in Helsinki on 7-8 November -

The Eastern Partnership After Five Years: Time for Deep Rethinking
DIRECTORATE-GENERAL FOR EXTERNAL POLICIES OF THE UNION DIRECTORATE B POLICY DEPARTMENT STUDY THE EASTERN PARTNERSHIP AFTER FIVE YEARS: TIME FOR DEEP RETHINKING Abstract The first five years of the Eastern Partnership have witnessed the most challenging period of relations between the EU and its eastern neighbours since the fall of communism in 1991. The year 2014 was a pivotal one, marked by the signing of Association Agreements with the European Union by three partners countries – Ukraine, Republic of Moldova, and Georgia – but also by Russian military intervention in Ukraine, including the annexation of Crimea. The continued aggression of a revanchist and intransigent Russia has altered the political and social landscape, and the original concept of the Eastern Partnership, however well- intentioned and suitable for a previous era, is not adequate to meet the challenges of 2015 and beyond. Therefore, there is a need for the EU to rethink its policy towards the Eastern Partnership countries and Russia, and build new approaches to suit the new reality. More than ever, the EU needs to focus its attention on relations with those Eastern Partner countries that are willing to cooperate more closely and who truly wish to integrate with the Union, politically, economically and socially. Ukraine, Republic of Moldova, and Georgia should be perceived as more than partners, and the ‘more for more’ approach should be strengthened. Such an approach would send a clear political signal to all parties involved, and make for a better use of limited resources.
