V INTRODUCTORY NOTE PREAMBLE Within its framework, the ROP ERDF 2007-2013 for the Marche Region does not provide for an axis specifically dedicated to sustainable urban development. The choice denotes a countertrend with respect to the overall framework of ERDF planning for the Italian regions. The Regional Operational Programme however contains an Axis (the fifth) entitled “Valorisation of territories”, by means of which the intention is established to above all to promote and sustain action aimed at safeguarding environmental, artistic and cultural assets and also the recovery and protection of areas that present high levels of risk associated with both natural and anthropic phenomena. Within this context, as expressly indicated in the planning document, it is possible to envisage the funding of interventions in favour of the physical re-qualification of urban areas. Moreover, it would be reasonable to state that, in line with the majority of the ROPs (2007-2013) of the Italian regions relating to the Competitiveness and Employment objective, the ROP ERDF of the Marche region primarily aims at achieving the community objectives contained in the Lisbon strategy and, that is, to increase the level of competitiveness and technological innovation of the regional socio-economic and productive system. In this sense it is particularly useful to recall the role which the policies and guidelines of the European Union (from the ESDS 1 to the Leipzig Charter) assign to medium-level cities and urban settlements. They are to be called upon to be the actual drivers of sustainable and competitive development for the territories, especially in those areas of the continent that are more peripheral and less densely infrastructured. Although historically characterised by a ‘scattered’ territorial layout and by the absence of metropolitan centres, over the last few decades the Marche region has gradually and, in the main, spontaneously developed a system of urban districts and agglomerations of a certain importance. This structure, a careful analysis and definition of which was the subject of the study conducted by a team of the Università Politecnica of the Marche region coordinated by professor Antonio Calafati in parallel with this work2, represents an important context in relation to which the JESSICA initiative may be developed in the region. The urban districts can play a fundamental role in imparting greater impetus to technological innovation and contributing towards raising the level of quality and competitiveness of the regional economy, as centres where services of an increasingly high level are provided and as physical sites where it is possible to concentrate resources to be invested in research and training and, that is, in the development of the so-called Economy of Knowledge (Lisbon). In light of the above, the necessity to explicitly indicate a strategy for sustainable urban development to be pursued through

The FICEI is a federated admitted to the program of support for technology transfer RIDITT, funded by the Ministry of Economic Development and the study has led to the development of decision support tools to hack so rewarding on the ability of "strategic positioning" of industrial clusters in regime of mutual competition or in competition.

Article Assessment of Post-Earthquake Damage: St. Salvatore Church in Acquapagana, Central Italy Gessica Sferrazza Papa 1,* and Benedetta Silva 2 1 DABC Department of Architecture, Built Environment and Construction Engineering, Politecnico di Milano, 20133 Milano, Italy 2 DAStU Department of Architecture and Urban Studies, Politecnico di Milano, 20133 Milano, Italy; [email protected] * Correspondence: [email protected]; Tel.: +39-02-23994235 Received: 4 December 2017; Accepted: 15 March 2018; Published: 17 March 2018 Abstract: This article proposes a multidisciplinary approach for the assessment of seismic damage from the perspective of conservation and prevention. A comparison of the state of damage has been carried out in a case study, St. Salvatore church in Acquapagana (MC), as an example of church, which underwent two important seismic events in the Central Italy area, the 1997 and the 2016 earthquakes. The comparison of the state of damage passes through the following stages: (a) the territorial seismic overview; (b) the historical description and material analysis; (c) the identification of macro-elements with activated damage mechanisms; (d) the comparison between the two seismic events both from a territorial- and building-scale perspective. This work puts together the archived and the on-site survey data with those elaborated starting from seismogenic information, available from the National Seismological Institute, and it provides a strategy also for other similar conditions. This work is to be considered a contribution to a wider study that could be carried out in the areas hit by the 2016 earthquake. It could also represent a way to collect documentation in the post-earthquake phase, improving the effectiveness of procedures currently applied to the first level of damage assessment.

  • Hospitals Behavior During the September 1997 Earthquake in Umbria and Marche (Italy)
2514 HOSPITALS BEHAVIOR DURING THE SEPTEMBER 1997 EARTHQUAKE IN UMBRIA AND MARCHE (ITALY) A DE SORTIS 1, G DI PASQUALE2, G ORSINI3, T SANO4, S BIONDI5, C NUTI6 And L VANZI7 SUMMARY Some of the hospitals in the area of the seismic sequence in Umbria and Marche (Italy), started on September 26 1997, have been inspected in order to identify the most frequent malfunctioning causes and the most opportune measures to improve their seismic performance, which is of key importance for emergencies management. A brief description of the structural damages and the functional response of the hospitals short after the earthquake are presented. First hints for the repair of the damaged parts and for the improvement of the system for future events are drawn. INTRODUCTION The effects on the hospitals system of the Umbria and Marche seismic sequence started on September 26th 1997 confirmed the low safety of these infrastructures, which in previous earthquakes in Italy and abroad behaved badly both for structural response and for disaster management procedures. The biggest part of the hospitals was evacuated after the second shock of September 26 1997, at 11:00 a.m.; the evacuation was caused both by actual loss of functioning, even in places modestly struck, and by the panic of hospitals patients and employees, justified by the length and intensity of the seismic sequence. Important damages were generally found in the structures and installations of both old hospitals (due to their age and structural complexity) and of recent r.c. ones. These structures were built without specific regard to seismic problems, because most of this area was included in the seismic classification during the years 1982-84.
