This is the third destruction since Aaron N. Aquino assumed as PDEA Director General on September 12, 2017. The first one is on October 12, 2017 where a total of P10,671,263 of controlled precursors and essential chemicals (CPECs) and laboratory equipment was destroyed. The second one was on November 10, 2017 where a total of P6,001,826,947.80 worth of dangerous drugs was destroyed. Destroyed through thermal decomposition were 112,078.28 grams of methamphetamine hydrochloride, or shabu, worth P560,391,400; 181.77 grams of cocaine worth P763,434; 340.64 grams of marijuana worth P34,064; 375.59 grams of ecstasy worth P2,271,713.71; 0.38 gram of ephedrine worth P15.20; 1,536.60 grams of nitrazepam; and 5,000 grams of expired medicines. PDEA Director General Aaron N. Aquino lauded the efforts of the different branches of Regional Trial Courts (RTCs) in the cities of Antipolo, Dagupan, Las Piñas, Makati, Malolos, Bulacan, Mandaluyong, Manila, Parañaque, Pasig, and Quezon, and Court of Appeals, Manila, for the expeditious prosecution and disposition of drug cases that led to the prompt destruction of these illegal drugs no longer needed as evidence in court. Key officials of PDEA and other law enforcement agencies, representatives from the Department of Justice, the Dangerous Drugs Board (DDB), the Public Attorney’s Office, Non-Government Organizations (NGOs) and media witnessed the destruction. Secretary Catalino Cuy, Chairman of the Dangerous Drugs Board (DDB), was the Guest of Honor and Speaker during the ceremony. Thermal decomposition is the process by which various compounds are broken down into single units by the application of heat wherein reconstruction of the substances is impossible. The destruction is in compliance with the requirements of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002, and Dangerous Drugs Board Regulation No.1 Series of 2002. “The destruction of seized illegal drugs is in accordance with the provisions of the law and will eliminate any misconception that these items are being recycled and peddled back into the streets,” Aquino said. # # # .

  • Philippines Chua and Labiste Final
President Rodrigo Duterte’s dangerous speech in the Philippines Yvonne T. Chua and Maria Diosa Labiste October 2017 Summary Since he was elected president of the Philippines in 2016, Rodrigo Duterte has delivered scores of speeches that justify his nationwide campaign against drugs. His speeches can be equated to an endorsement of violence against drug users and sellers, especially those who are poor. Duterte ran on a platform that declared, among other things, a war against illegal drugs. He subsequently won by 16 million votes or nearly 39 percent of counted votes.1 He used this mandate as the basis for his virulent and threatening statements that have accompanied his so-called war on drugs. The most inciting rhetoric was delivered in at least a dozen speeches in the past year. The speeches primarily targeted three groups: • The police and military who are at the forefront of the anti-drug campaign and follow his orders as commander in chief; • Local officials and prosecutors who support these operations; and • Supporters, including women and a civilian anti-crime group, the Volunteers against Crime and Corruption, among which he is immensely popular and influential. In these speeches, President Duterte explicitly and/or implicitly orders the police and military to kill drug users and sellers, while also making guarantees that those who do so will not be punished or, if they are, will be pardoned. It is before the civilian audiences that Duterte has most strongly justified his violent drive against drug users and castigated his critics, among them human rights defenders. It is with the same bravado that he likened himself to Hitler when justifying his stance.

Documenting the Impact of Philippine drug policy, Project Tokhang, 1 July 2016 Frances de la Cuesta Hunt Doctor of Medicine Masters in Cross Cultural Missions and Bible Masters of Health Studies in the Field of Addiction Studies A thesis submitted for the degree of Master of Philosophy at The University of Queensland in 2020 Faculty of Medicine 1 Abstract Introduction Globally, national drug policies vary across a broad spectrum. Some countries decriminalise and treat drug use as a public health issue while other countries criminalise drug use, adopt punitive approaches and compel addiction treatment. National drug policy in Asia is mainly grounded in creating a drug free environment. Punitive approaches have been widely adopted and compulsory detention centres have been used to enforce abstinence. On 1 July 2016, the Philippines implemented a national drug policy termed Project Tokhang with the aim of eradicating the nations’ drug problem. This policy involved the Philippine National Police conducting house visitations of drug suspects to persuade them to surrender and agree to cease their drug misuse. This policy can be considered as an extreme punitive approach and included provision for the execution of those who resisted. Aims This thesis follows the implementation of Project Tokhang from July 2016 to June 2018 using Philippine online newspapers. These newspapers are a primary source of information regarding outcomes and responses to the policy. Philippine online newspapers include pro-government newspapers that tend to endorse the policy as well as non-government newspapers that tend to be critical of the policy. This content analysis of Philippine online newspapers aims to determine a) what we can learn about Project Tokhang from news reports regarding its implementation and b) how the political affiliation of the newspaper influenced the reporting details on Project Tokhang.
