The consortium consists of three (3) companies, namely: Udenna 4 Corporation, Chelsea Logistics, and China Telecommunication Company (China 5 Telecom). Both Udenna Corporation and Chelsea Logistics are Filipino corporations 6 headed by Dennis Uy, who has reportedly close ties with President Rodrigo Duterte;1 7 WHEREAS, the transfer of Mislatel Consortium’s owmership to Dito 8 Telecommunity gives Udenna Corporation 35% control of the venture, and Chelsea 9 Logistics Corporation 25% share. China-owned and operated China Telecom secures 10 the remaining 40%2. Ipinangangalandakan kasi ng DMCI na tanging ito ang solusyon sa nangyayaring brownout ngayon sa pobre kong lalawigan na alam nating lahat na ibinaon na sa lupa ng ibang bansa ang paggamit ng mapanira sa kalusugan at kalikasan ng enerhiya ng Coal. Bagama’t daraan sa tamang proseso ang pagpapatigil sa operasyon nito, naniniwala ang mga kababayan ko na posibleng ipasara ito dahil sa mga violation matapos ang imbestigasyon ng DENR. -

Provincial MDG Report
I. History The Negritoes were the aborigines of the islands comprising the province of Romblon. The Mangyans were the first settlers. Today, these groups of inhabitants are almost extinct with only a few scattered remnants of their descendants living in the mountain of Tablas and in the interior of Sibuyan Island. A great portion of the present population descended from the Nayons and the Onhans who immigrated to the islands from Panay and the Bicols and Tagalogs who came from Luzon as early as 1870. The Spanish historian Loarca was the first who genuinely explored its settlements when he visited the islands in 1582. At that time Tablas Island was named “Osingan” and together with the other islands of the group were under the administrative jurisdiction of Arevalo (Iloilo). From the beginning of Spanish sovereignty up to 1635, the islands were administered by secular clergy. When the Recollect Fathers arrived in Romblon, they found some of the inhabitants already converted to Christianity. In 1637, the Recollects established seven missionary centers at Romblon, Badajos (San Agustin), Cajidiocan, Banton, Looc, Odiongan and Magallanes (Magdiwang). In 1646, the Dutch attacked the town of Romblon and inflicted considerable damage. However, this was insignificant compared with the injuries that the town of Romblon and other towns in the province sustained in the hands of the Moros, as the Muslims of Mindanao were then called during the Moro depredation, when a good number of inhabitants were held captives. In order to protect its people from further devastation, the Recollect Fathers built a fort in the Island of Romblon in 1650 and another in Banton Island. -

VILLANOY, AND PIERRE FLAMENT Marine Science Institute, University of the Philippines, Diliman, Quezon City, Philippines (Manuscript received 19 January 2018, in final form 8 January 2019) ABSTRACT High-frequency Doppler radar (HFDR) and acoustic Doppler current profiler (ADCP) time-series ob- servations during the Philippine Straits Dynamics Experiment (PhilEx) were analyzed to describe the mesoscale currents in Panay Strait, Philippines. Low-frequency surface currents inferred from three HFDR (July 2008–July 2009), reveal a clear seasonal signal concurrent with the reversal of the Asian monsoon. A mesoscale cyclonic eddy west of Panay Island is generated during the winter northeast (NE) monsoon. This causes changes in the strength, depth, and width of the intraseasonal Panay coastal (PC) jet as its eastern limb. Winds from QuikSCAT and from a nearby airport indicate that these flow structures correlate with the strength and direction of the prevailing local wind. An intensive survey in 8–9 February 2009 using 24 h of successive cross-shore conductivity–temperature–depth (CTD) sections, which in conjunction with shipboard ADCP measurements, show a well-developed cyclonic eddy characterized by near-surface velocities of 2 50 cm s 1. This eddy coincides with the intensification of the wind in between Mindoro and Panay Islands, generating a positive wind stress curl in the lee of Panay, which in turn induces divergent surface currents. -

Gordon, Chief Scientist Leg 2 [final] Report Manila to Dumaguete, 9 March to 21 March 2009 “Pidgie” RIOP09 Leg 2 Mascot, Dumaguete-Manila Preface: While this report covers RIOP09 leg 2, it also serves as the final report, thus the introductory section of the leg 1 report is repeated. For completeness within a single document the preliminary analysis [or better stated: first impressions of the story told by the RIOP09 data set] included in the leg 1 report are given in the appendices section of this report. Other appendices describe specific components of RIOP09: CTD-O2; LADCP; hull ADCP; PhilEx moorings; the Philippine research program: Chemistry/Bio- optics; and sediment trap moorings. I Introduction: The second Regional IOP of PhilEx, RIOP09, aboard the R/V Melville began from Manila on 27 February. We return to Manila on 21 March 2009, with an intermediate port stop for personnel exchange in Dumaguete, Negros, on 9 March. This divides the RIOP09 into 2 legs, with CTD-O2/LADCP/water samples [oxygen, nutrients]; hull ADCP and underway-surface data [met/SSS/SST/Chlorophyll] on both legs, and the recovery of: 4 PhilEx, 2 Sediment Trap moorings of the University of Hamburg, and an EM-Apex profiler, on leg 2. The general objective of RIOP09, as with the previous regional cruises is to provide a view of the stratification and circulation of the Philippine seas under varied monsoon condition, as required to support of PhilEx DRI goals directed at ocean 1 RIOP09, Leg 2 [final] Report dynamics within straits.
