The National HighwayProject TVin Hubei Province, namely South Section of Jing- Zhu National Trunk Line in Hubei Province is located at the southeastern part of Hubei Province. See the geological location map of the project (Fig.1) for the passing areas: the route starts from Zhengdian Townof Jiangxia in luhan City, passes City then Puqi City, in the end it gets to Tucheng ( Dagucheng) Village of lindian Town in Puqi City, where connects with Eunan Province. The proposed expressway will be 109. 815 km long. It will have 6 interchanges and 4 linking roads. The llaanshan linking road is 1. 7km, Zhanggonglinking road is 9.95km, and Gantang linking road is 7.1km, while Quankoulinking road is 9.4km. These 4 linking roads are built according to the standard of class 2 highway with designing vehicle speed of 80 Km/hI According to the Official Letter about the BIA Standards for the National HighwayProject IV in Hubei Province issued by the Environmental Protection Bureau of Hubei Province, the EIA standards are as follows: (1) The acoustic environment quality is judged by 'Standard of Environmental Noise of Urban Area (GB3096-93)'. SeeTable 1-1. For schools, observe class 1. For villages, observe class 4.

(2) The ambient air quality is judged by class 2 in 'Ambient Air Quality Standards, ( GB3095 -1996) , see Table 1-2.

(4) For the aspect of ecological environment, lead ( Pb) in soil is judged by the ' Environmental Quality Standard for Soils (GB15618-1995) class 2, and crops quality is judged

3 by the " gienic Standards for Limitation of Pb in Food,(0314935-94)", issued by NEPA. See Table 1-6 and Table 1-7.

This environmental protection action plan is prepared to implement the environemental protection measures set forth in the I Environmental Impact Statement for the National Highway Project IV in Hubei Province', to prevent or mitigate the negative impact caused by the project. This action plan is made based on the features and actual situations of the construction project as well as the 'Environmental Impact Statement for the National HighwayProject m in Hubei Province' and the reference materials provided by the World Bank.

1.1 Main conclusions of the EIA report

1.1.1 Assessment Conclusion of the Current Situation of the Environment (1) Farm crops (vegetables) and soil environmental quality along the route have not polluted by Pb yet. Organic matters content of soil has met the average level of Hubei Province. (2) Altogether 7 monitoring spots (villages or schools ) along the route of noise all satisfied class 1, GB3096-93noise standard. (3) Aong the 5 rivers monitoried, water quality of 3 rivers are Class II, other two rivers are Class m, all reached or better than the demand of Class m in 0B3838-88. (4) Ambient air quality along theroute is quite good, 5 air monitoring spots distributed in town, village or school all satisfied class 2 in AmbientAir Quality Standard ( GB3095-1996).

1.1.2 Prediction and Assessment Conclusion of Environmental Impact 1. 1. 2. 1 Stages of Design and Construction (1) The scheme of the proposedhighway is supportedby the localgovernments and mostof the people along the route, therefore, the work of land acquisition and removal and resettlement can be done properly if it is administered methodically. (2) The impacts upon the ecological environment during highway construction are the occupation of farmland; damage to vegetation; and loss of water and soil. They can be alleviated if environmental protection measures are undertaken, such as the reasonable selectionof routealignment, the timely recoveryof farmlandand the building of interceptingditches, retaining walls and settlingbasins. (3)As to the impact upon the surface water environment during construction,if the administration are strengthened and suggestions are carried out , the quality of surface water

4 will not be obviously polluted. (4) The impacts upon acoustic and air environmental quality during construction are mainly the noise of construction machinery, dust and asphalt smog pollution. The environmental quality of life and teaching in sensitive spots, such as villages and schools along the route will not be affected to a great extent if the measures such as reasonable construction schedule, proper sites of asphalt concrete mixing plants and lime soil mixers, sprinkling at proper time and covering with canvas, etc. are implemented. (5) There is no distribution of rare animals and plants in the assessment area along the proposed highway, therefore, the construction of it will have no effect on them. (6) The construction of the proposed highway shouldn't be started until the two sits with cultural relics have been excavated and protected. During the period of the design and construction of the highway, if new cultural relics, especially those underground were discovered, the construction unit should execute protective measures and make a timely report to cultural relics department. Make solving program according to the Protection Law for Cultural Relics of the State. (7)Baed on careful analysis on the aspects of engineering, economy, resettlement and environment, the recommendedscheme ( Xianning Scheme I ) is superior to the other three schemes.

1.1.2.2 Operation Stage (1)Lead content in traffic dust and exhaust gas are the primary reasons caused the impact on ecological environment during operation stage. However, because of the little amount of dust worn on the surface of plants, and the abundant precipitation, influence of traffic is relatively light. According to the prognosis of lead content in soil, in the end of year 2022 it will still remain a large range between the lead content in soil and the limitation of standard (calculated by vehicle exhausted lead). (2) Culverts and pipes will be built to mitigate the infavorable impact on the farmland drainage system by the passing expressway. (3) The road surface runoff will have little impact on water quality of the rivers. But, some measures should be taken to prevent the fish-ponds from pollution. The administration of the transport of dangerous and poisonous cargoes should be enhanced in order to prevent water pollution caused by traffic accidents. (4) Sewage of toll station and managemental zones will be treated by septic tank before using in irrigation, which can solve the pollution problem of surface water by waste water utilization. Sewage of service zones and rest zones will be treated by small style waste water treatment station to attain standard before discharging. (5)During the service time of the highway, the traffic noise may affect the acoustic quality to a certain extent, especially near residential quarters and schools. When environmental protection measures are taken, the reasonable teaching and living conditions can be assured. (6) During the long operation stage (in year 2022), the exhausts from vehicles will reduce the ambient air quality along the route , but the affected area is not large. When environmental protection measures are taken, ambient air pollution can be alleviated.

1.8 Organizations and Responsibilities for Environmental Protection Agencies for environmental protection of this project can be divided into two part, managementagencies and supervision agencies. See Fig. 1-2.

(1) ManagementAgencies The Environmental Protection Office of the Ministry of Comunications: Be in charge of

6 coordinating the managementof environmental protection work in the trasportation fiold. Responsible for pre-examination of TORand EIAReport.

Hubei Provincial CommunicationDepartment (HPCD):General responsible for HP sanagement of the projectenvironmental protection.

Environmental Office of HPCD( has been organized already by 3 EP specialist): responsible for the organizing of EIAwork, making EP working plan of the project.

Duringconstruction stage of thisproject, 6 environmentalsupervising engineers will be sentby lB LoanProject Office of HPCDto superviseexecution of EAP and EP measuresregulated in contract.

Aftercompletion of thisproject, corresponding management organizations will be established ,i.e.management divisions of XianningCity and PuqiCity under the High-Class Highway AdministrativeBureau of HPCD.In eachof themanagement divisions there will be two persons speciallyresponsible for environmentalprotection work for the sectionunder its jurisdiction. The organizationof fire-fightingand first-aidpersonnel will be theresponsibility of the High-ClassHighway Administrative Bureau of HPCD.

9 2. Environmental Protection Management Program

2.IEnvironmental Protection Program in the Project Feasibility Study Stage Major environmental protection work during this stage is KIA of the construction project. EIA of South Section of Jing-Zhu National Trunk Line in Hubei Province ( Project IV ) is undertakenby theXian Highway Transportation University. The firstversion of EIA report was compiledin Apr.1995. Then, in Oct.1996, based on thenewer feasibility study report of the project(May, 1996) which provided newer alignment and prognosistraffic volume, the ZIAreport was revised,which is the versionof EIA of Oct.1996 (thesecond version). In Marchof 1998, accordingto the feasibilitystudy report of thisproject by CimunucationPlanning and Design Instituteof HubeiProvince ( editionof Marchof 1998),in whichlecommended Scheme has been changedfrom Xianning Scheme II to XianningScheme I, and basedon this,the thirdversion EIA was workedout in Marchof 1998.Since than on, theZIA has beenrevised three times according to thecomments of WorldBank (Julyof 1998,December of 1998and January of 1999). The newestversion of EIA report(version of February,1999 ) is compiledbased on the newest versionof feasibilitystudy report ( versionof June,1998). To implementthe protective measures in the EIA,and to mitigatethe potential adverse impact on environment,the EAP has beendrawn up withconsultation with the EnvironmentalAssessment Unit,Design Unit , ResettlmentGroup and theWorld Bank Project Office of HPCD.The proposed mitigationmeasures have been agreed by all and willbe incorporatedin the design and willalso be includedin the constructioncontracts and specifications.The EAP will be publishedand communicatedto the impactedvillagers and schools.

2.2Environmental Protection Program in EngineeringDesign Stage (1)Alignment scheme will be perfectedfor beingaway from villages& schoolsor less farmlandoccupation, (2)Afforestation at road side and sideslope protectionby mortar slabstone will be consideredin design, to preventsoil erosionand beautifyhighway landscape High precipitationof the area along the highway may cause collapseand slope slide directly, therefore,at sectionsof large area side slope protection,collecting pipes will be constructedfor drainageto preventfrom erosion in floodseason. (3)The highwaydesign based on landform,will occupy less farmland as muchas possible. (4)Rational selection for theposition of earthborrowing sites and spoilareas will be considered.Pay attentionto waterand soilconservation of earth borrowing sites, the impacts of dustingand otherproblems caused to environmentalsensitive area (forexample, residential regions). (5)Design of crashbarrier will be strengthenedon bridgesto preventfrom vehicles droppinginto the riversin accidentsof dangeroustransportation. (6)Mitigation measures will be adoptedto the sensitivespots beyond noise standard. (7)Waste water treatment processes will be designed in service zones, rest zones and toll stationsand manaement zones. (8)Landscape design will be doneat interchangebridges. (9)Rational action plan will be madefor landacquisition and resettlement.

10 2.3 Environmental Protection ProgramIn Construetion Stage

2.8.1 Measures for Ecological Environmetal Protection (1) Duringconstruction, temporarysettling basins wiii be built to allow mud and sand to settle at places where rainwater runoff occurs during digging of the subgrade. The average depth of the settling basin is 0.5., its scale is determined in terms of the size of catchmentarea and its location in terms of the topograpby. Barth and cloth fences are placed whennecessary near the outlet of the settling basin. When the highway construction is finished andthe culvert pipes laid down,either trees will be planted on the sites of the settling basinsor thearea will be reverted to farmland. (2) Afforestation and slope protection of cut slopes will be pay attention to when the route is cutting in rolling hills. (3) During construction of Jiangxia section, earth will be borrowed fromupland areas. So, me will limit the working area, prohibit workers cutting trees out of borrow site. Trees will be planted in the borrow area as soon as possible after the excavation has been completed. Whenexcavating on both sides of the proposed highway in the area of plains and lakes, building shrimp farms and fish farms will be considered. Before excavation, we will negotiate with local people for a suitable design and at a reasonable distance from the subgrade. It is strictly prohibited to excavate on the sides of theproposed highway at random. (4) No earth borrow site in forest land. (5) Plant grass on the side slopes of subgrade in three months after construction. Shrubs which can be easily grown suchas coronilla will be planted on the excavated slope. (6) The retaining walls, thedrainage ditches, and the work of planting trees and grass will be constructed and checked simultaneously. (7) Education and training of theworkers will be done to protect the wild animals & plants, hunting will be prohibited strictly. (8) During construction, while the land is temporarily using, thefertile surface soil will be removed and stacked nearby. Then after the construction is finished , restore the land to its previous condition.

2.3.2 Measures for Prevention and Control of Noise

(1) Contractors will be asked by contracts to arrange for the workers to operate the machines in turn for reducing the time of bearing excessive noise, payattention to the maintenance of the machinery and to keep the noise level of the machinery as low as possible. For theworkers working a longer timenear the sound source, ear plugs will be providedfor themto protecttheir hearing. (2) Whenthe distancebetween the residential quarters and the constructionsite is less than150m, work will be suspendedfrom 20:00 to 06:00in orderto ensure that the residents havean undisturbednight rest. (3)Mitigation measures will be adopted,for residentialregions within 50 m to the constructedsections. (4)For the sectionwhere the eight Schools are located,the construction unit will negotiatewith the teachersabout the time of constructionto reduce the disturbanceto teachingcaused by noise. Besides,during construction at schoolsections some temporary noise

11 -reduction measures such as woodensound insulating boards will be taken. (5) carefully maintain the normal operation of machines to eliminate mechanical noise to the lowest level. (6) The temporary construction detours will be far away from schools. Whenthe construction operations have to carry out at night, some noise-reduction easures will be taken like to slow down the speed and/or forbid to blow horns.

2.S.3 Measures for Prevention and Control of Air PoRution during Construetion (1) Bedding plants and lime-soil mixing plants will be set up in open areas, at least 200m away from residential quarters or schools. Water will be sprinkled on the transport and construction sections to minimize rising dust. (2) Prevention and Control of Asphalt Smog The pavement of the proposed highway is asphalt concrete. Therefore, we will choose a proper location for a asphalt concrete mixing plant when using asphalt concrete, so that asphalt smogpollution can be prevented.Meanwhile, the selected location will be convenient and meet the demand of distance of protection regulated in the Distance Classification for Protection of Hygiene. The asphaltconcrete mixing plant will be located at least 300m away from the environmental sensitive spots such as residentialquarters and schoolsand shouldbe downwindof thenearest sensitive spot. Openor half-close techniques forasphalt boiling will not be used. (3)Material piling areas will be coveredup or sprinklingto preventfrom pollution of dust iaterialtransportation trucks will be coveredby mufflers, (4)Space of mixerswill be separatedto preventair pollution.Pay attentionto the healthprotection of workers.

2.3.4Environmental Protection Measures for Water Polutionand Water Conservancy Projects

(1)The domesticsewage, garbage and excrement of workersat constructionsite will be concentratedand treated,and willnot be dischargeddirectly into the water body. If domesticsewage in theareas of constructioncannot be connectedwith the municipaldrainage system, dry toiletand septictanks will be built. (2) During the construction of bridges, the machinery and ships used will be strictly checked to prevent the leakage of oil. The waste oil and garbage from construction are not allowed to discharge into the water body. (3) Pollution of river water from bridge construction can be prevented by innovation of constructionprocedures. For exampleswhen the flowof a riveris ratherlarge, not cofferdam method but drop shoft sinking will be used in the bridge construction to mitigate the pollution to river. (4)It willbe prohibitedto pileup -construction materials such as asphalt, oil and chemicalsat placesnear wells for public use, rivers and lakesin orderto preventthem from enteringinto the water body when it rains. (5)For small-sizedirrigation and drainage ditches for farmland, we willlay down culverts in advanceduring construction. The area of cross-section of culvertis not allowedless thanthat of the originalditches, and the levelof the culvertbottom will be a littlelower thanthe original level of the ditchbottomk such as 2 cm.

2.8.5Historical Relices Excavationwill be stopped imediatelywhen a historicalrelic site is found,and domestic historical relic manaement agencies will be informed simultaneously. Excavation is prohibited beforeappraisal of the relicsite and adoption of protection measures.

2.4Environmental Protection Program In OperationStage 2.4.1Measumre for Prevention aLnd Control of Noie during Service Time (1)The predicted results of traffic noise showed that during the long-term service period of theproposed highWay, the noise level in the ares morethan lls away from the highway center-line is lower than the limiting value of Class 4 in 013096-93. Therefore, from a long -term point of view, we agree in planning for the areas on both sides of the highway that buildings and units such as residential quarters not be built within 1300 away from the road center-line. Schools and hospitals that have a higher demandfor acoustic environment quality will not be built within 5000 away from the road center-line. In order to make fully use of land resources, government of cities and district along the route will determine the area respectively according to Table 2-1. (2)Set up traffic signs prohibiting the useof horns on the sections where schools are near. (3) Strengthen traffic managementby setting up traffic environment&l monitoring stations at the entrance and exit to the highway and prohibiting old vehicles with higher noise levels to run on the highway. (4) For engineering measures for prevention and control of traffic noise and executing time, see Table 2-29and Appendix 2. (5)For the scattered residences as not shown in Table 2-2and appendix 2 but may be found during the construction period, if the residence is less than 111 a away from the road center -line, sound proof windowswill be installed for the residence also(400 yuanper window).

2.4.2 Measures for Prevention and Control of Ambient Air Pollution during ServiceTime

(1) Planting Trees by the Roadside The area along the proposed highway is fairly suitable for the growth of trees and shrubs. Therefore, trees and shrubs will be planted in the area near the roadside, especially in sensitive areas , so that the air pollutants from the exhaut of vehicles can be absorbed , the TSP can be purified, the environment can be beautified and the landscape along the route can be improved . As theatmospheric sensitive spots are basically the same as that for acoustic sensitive spots, the easures for planting trees in these places can produce effects in both two aspects. For thespacing in the rows when planting trees, reference the 'Technical Regulations for Elnvironmtal Protection Designing of Highway Constructive Projects'. (2) Strictly eamine vehicle exhausts by selectively smling at toll stations and vehicles with exhausts exceeding the standard will be not allowed to run anthe highuy. 13 2.4.3 Water Pollution and Potential Risk during Servioe (1) Sewage form the 6 toll stations and the 2 nagement zones (located on the saGe place of 2 of the 6 toll stations) will be treated by septic tanks, then used for irrigation and fertilization, oil wastewater will be treated with oil separating tank and garbage will be assembled and treated. (2)Sewage treatment station will be set up in Zhanggong& Puqi service zones and two rest zones. All kinds of waste water in service zones and rest zones will be treated before discharging. Garbage will be assembled & treated.

16 (3) For preventing the pollution of aquatic- product from initial roadway runoff, the rainwater ditches on both sides of the proposed highwayare not allowed to be connected with the fish pond. (4) Cargovehicles whichleak and overloaded vehicles are not allowed to run on the highway to prevent them from polluting the water body. (5) Anemergency leading group consisted by the High- Class HighwayManagement Bureau of Hubei Province and IP Bureau of Hubei Province has been organized in project m which is for dealing with the leakage accidants of dangerousarticle specially. Now,this group is in charge of the managementof dangerousarticle transportation on this proposedexpressway simultaneously. (6) Vehicles which carry dangerousgoods cannot run on the highwayuntil they are examined and approved by the ManagementZone of Southern Section in Hubei Province of Jingzhu Line. The lanagementZone will strictly monitor and control them in order to prevent accidents. (7) Whendangerous article leaking accident brings about, concerning agencies will be informs imeediately, emergencyactions will be promotedat the sametime.

2.4.4 Obstruction of Traffic Beinga linear construction project on the ground, the proposed highway will make it inconvenient for villagers in somevillages to communicate, such as farming in the fields, visiting relatives and going shopping. To solve this problem, it is planned to build 190 passagewayswhich can basically meet the requirement for normalcommunication and work of the people along the route. The construction of passages and the main part of the project will be completedat the sametime and opinions from the people along the route will be solicited in good time. Passagewayswill ensure the ease of passage of agricultural machineryand the fact that there is a plentiful supply of rain in this area will be thoroughly considered whendesigning the underpasses.

2.4.5 Afforestation (1) Besides planting trees on the roadside near sensitive areas, such as villages and schools, trees, shrubs and grass will be planted in the rest areas along the highway, so that the plantation- belt will be formed. (2) Trees and grass will be planted in the service zones and managementzones and at interchanges to improvethe environment.

2.5 CostEstimation for the Environmental Protection 2.5.1 Lump- Sum Cost of Environmental Protection Engineering The lump-sum cost of environmental protection measures needed for this project is estimated and shown in Table 2-4. Total lump-suminvestment for environmentalprotection is 29 092,000 yuan.

2.6 Environmental Protection Staff training program

Four persons are selected to visit and study abroad for one month ( cost: 300, 000 yuan).

Staff training in our country includes environmental managementexpert, environmental supervision engineer and emergency dealing expert. The national training plan of environmental protection in this project is specified as follows: 16 enviromental msnagemental experts, 6 environmental supervision engineers, 6 emergency dealing experts ( toll station environmental monitoring experts are the same as emergency dealing experts) , altogether 38 person- times. The total cost of this part of plan is190, 000 yuan.

The total cost for training is 490,000 yuan. See table 2-6.

21 4. Environmental Monitoring Program

4.1 Monitoring Purpose

The environmental impact during construction stage mainly includes river water pollution caused by construction of bridge; noise from construction machines, soil erosion caused by earth and stone cutting & filling, flying dust and asphalt smoke from the mixing plants, and other pollution. During operation stage, the impact on environment is mainly by traffic exhausting gas, flying dust, and noise, serious pollution caused by emergent accident. Therefore, it is necessary to understand the environmental situations and development trend to improve environmental managementservice in implementation of monitoring plan.

4.2 Monitoring Organization

Environmental monitoring workin construction & operation is in charged by Hubei Provincial HighwayEnvironmental Monitoring Unit. This agency has been organized in project m already. The monitoring workof proposed expressway is also taken care by it.

4.8 Implementation of Conventional Environmental Monitoring Work

The routine monitoring work is undertaken by the Hubei Provincial Highway Environmental Ionitoring Unit. See Table 4-1 to Table 4-3 in monitoring plan. The key points in monitoring is air, water and noise. According to the requirement of environmental monitoring, on-the-spot or mobile monitoring, fixed time or random time sampling methods are all be arranged in the work.

4.4 Monitoring Equipment, Cost and Report Institutional Arrangement

Monitoring equipment in project m can be usedin this project too, no acquisition for new equipment. Because the utilization ratio of the environmental monitoring equipment in Project m is only 25%,so it is possible that the environmental monitoring equipment in Project m can be shared with Project IV.
