Overview

• January 2012 - Problem identified: Roadways, intersections and medians in Pittsylvania County were

Recognizing that the roadways, medians, and intersections of Pittsylvania County were overbearing with litter, newly elected Supervisor Brenda Bowman was concerned that the county

she loved was unpleasing to the eye.

Having served on a Beautification Committee in another county, she immediately began

to put into action a similar program to help spruce up Pittsylvania County_

At the February 6, 2012 board meeting, a Proclamation was adopted designating April

21 , 2012, as Pittsylvania County's "Earth Day" and a citizen, Hershel Stone, came forth and

volunteered to spear-head the first "Annual County-wide Clean-Up." He knew that the agenda

included a proposaJ to fonn a Beautification Committee and he volunteered to work with the new committee, if approved, to organize the c1ean-up_ Mr. Stone remarked:

"When people and business owners make decisions 10 come to a locality. they look at

many variables. There is lillie that the average citizen can do 10 atlracl business to our

community, but we can work to keep our road sides clean so thai when businesses are looking at our community, they see a cleaner area, and a community that the citizens take pride in. "

After Mr. Stone's presentation, Mrs. Bowman provided the below talking points:

The PittsylvRniR County Beautification Committee

• The Pittsylvania County Beautification Committee (PCBC) would be a group of citizen

volunteers who are to be appointed by and report to the Board of Supervisors. One 1 citizen appointment would be made from each of the seven districts m Pittsylvania

County.

• The purpose of the Pittsylvania County Beautification Committee is to "promote a

cleaner, more attractive Pittsylvania County and increase awareness of environmental

issues among Pittsylvania County citizens." To accompli sh these goals, the

BeautiJication Committee will conduct and/or support several programs throughout each

year.

• The PCBC will promote recycling, litter control, beautification, and educational

programs aimed at creating a cleaner, more attractive and environmentally sound County

community. Programs encouraging li tter removal. placement of anti-Htter signs, litter

containers and litter waysides are also promoted. The Committee wi ll conduct award and

recognition programs fo r individuals, businesses, schools, and organizations, advancing

the Committee's goals. Members will promote the preservation of the envirorunent and

beautification projects throughout the County.

The below items are just some suggestions for consideration by the committee as they organize and establish their own guidelines and goal s:

I. Organize an annual county-wide clean-up day in conjunction with Earth Week in April

of each year. by working with local civic organi zations. schools, churches, scout troops.

etc.

2. C lean Rusiness Awards - The PCBC recognizes those businesses who make significant

efforts to improve the cleanliness and generaJ appearance of their location. as well as

those who consistently maintain a clean, highly attractive site. One business is selected

2 quarterly from each of seven districts in the County. Business owners or managers

receive a plaque at a Board of Supervisors meeting and a Clean Business Award sign is

placed in a conspicuous place at their business for the quarter.

3. Neighborhood of tbe Quarter or Yard of. the Quarter - Establish guidelines for

possible competition - Signage award to be placed in yard or at entry to neighborhood

4. T ree Giveaways and Plantings - Each year, in celebration of Earth Day and Arbor Day,

the PCBC could give out tree seedlings. The committee could also provide flowers, such

as daffodils, to be planted along Roads in the County. The Committee would purchase

the bulbs, select the sites, and then work with VDOT to have them planted.

5. Utter Control - Litter control prevention and education has been a primary objective of

the Beautification Committee since its inception. To this end, the PCBC supports and

promotes the state Adopt A Highway program. Sponsored by the Virginia Department of

TransJX>rtation (VDOT), Adopt A Highway involves utilizing groups and individuals

who agree to clean a 2-mi Je stretch of road quarterly over a two year period and recycle

the litter collected whenever possible. A sign is prominently displayed along the

hi ghway crediting the organization that keeps it clean and litter-free. In addition, the

Committee also promotes the County's own Adopt A Spot program for those who wish to

maintain sites in the county other than the roadside.

6. Beautiful Pittsylvania County Environmental Calendar -Each year, the PCBC holds a

calendar art contest to iUustrate the County's Beautiful Pinsylvania County calendar that

is mailed to each home. In addition to providing environmental education relating to

County programs, the calendar has become a great source of infonnation for County

events, program schedules, and meetings.

3 7. The Adopt a Spot Program was created by the State's Recycling and Litter Prevention

office as a supplement to Virginia's Adopt a Highway Program. Groups and/or

individuals are encouraged to play active and ongoing roles in beautifying, cleaning and

maintaining Pittsylvania County's public spaces, including creeks and storm drains.

Adopt a Spot activities might include removing litter, graffiti and/or weeds, maintaining a

storm drain, and/or other forms of general upkeep. In certain locations, special

landscaping features such as grass, plants, and flowers may even be added if they meet

with Virginia Department of Transportation (VDOT) and/or property owner

specifications. Similar to the popular "Adopt-A-Highway" program sponsored by VDOT,

organizations and individuals receive public recognition of their work through the

prominent display ofa sign "on the spot".

8. The possible designation of a Beautification Coordinator, a County staff member, who

would assist the committee with grant applications and serve as its liaison to the County.

There is already a Grants Writer on staff who receives funds for litter prevention.

Funding for activities could come from the Virginia Department of Environmental

Quality through the Litter Prevention and Recycling Grants Program, as well as other

fundraising activities taken on by the Committee itself.

9. Citizens interested in serving on the PCBC should contact their supervisor.

After the above presentation, Mrs. Bowman made the following motion:

The board unanimously voted to establish tbe Beautification Committee and present tbeir appointments at the next board meeting.

At the February 2 1, 2012, Board of Supervisors Meeting, the following citizens were appointed to the first Pittsylvania County Beautificat.ion Committee:

Megan Evans, TWlStall Di strict; Mollie Holmes, Banister District

Maumca Doss, Callands-Gretna District; Bobby Jones, Jr. - Chatham-Blairs District

Vicky Collie - Dan River District; Mary Ellen Forrest - Staunton River District

Grady Carrigan - Westover District

The committee held its organizational meeting on March 20, 2012, and decided that the first and main foc us would be the county-wide cleanup scheduled for April 2 1, 20 12, less than 5 weeks away. Mr. Dan Sleeper, County Administrator, designated Mrs. Linda Mills, Pittsylvania

County's grants administrator, to be a liaison between the county and the committee. Mrs. Mills who administers li tter grants received from the State of Virginia, provided safety vests and bags for the clean-up, through this partnership. as well as assist with administrative duties for the committee.

With the challenge of organizing a huge event in less than five weeks, the committee networked with schools, scout troops, churches, and civic organization to promote the event and

5 prepared flyers to be distributed throughout the county. The local newspapers, which had already covered stories about the newly formed Beautification Committee, included Public

Service Announcements leading up to event. Banners were made and placed along Route 29 announcing the clean-up day.

An exciting cullaburdlion was formed when the cOlllJluttee was contacted by David

Grimes, Commonwealth Attorney for Pittsylvania County, and a representative of the Danville­

Pittsylvania County Chamber of Commerce. Under the title of "STOP Litter" (Students Taking on Pittsylvania Litter), another partnership with the Beautification Committee began. The

Chamber and local businesses offered to sponsor $100 awards to a club in each of our four high schools who participated in the county-wide clean-up. The clean-up was approaching and was on the same weekend of high school proms, but one school participated on the clean-up weekend and another performed a clean-up at a later date. Laurie Moran, President of the DanvilIe­

Pittsyivania County Chamber of Conunerce, along with the supervisors representing the school, presented the checks to the Fellowship of Christian Athletes of Tunstall ~ligh School and to the

JROTC of Dan River High School.

The clean-up weekend was very successful and groups are continuing with clean-ups.

The local newspapers covered the clean-ups with many photos and articles, and the Board of

Supervisors thanked those who cleaned up in a Letter to the Editor of the two local papers. Over

30 groups and more than 300 citizens participated, along with their supervisors and members of the Beautification Committee. The committee is so excited about the success of their first effort, and they have decided to have the clean-ups twice a year, in the spring and fall. The committee is also now looking at other projects as they move forward.

4 to 6 people (including step-children who are with us on a scattered schedule). It was nothing for our home 10 fill two tall leilchen trash cans in two days. Gallons ofmilk, soft drinks, paper plates, cereal boxes, and cans filled up our bags in no time. When I lhoughl o/whal a WASTE this was, I slarled a recycling center in our laundry room. We have gone from laleing lhe trash out every other day to taking iI out MA rBE once a week.

The sad part aboutlhe recycling cenler in my home is we have to drive over 20 miles 10 lake our recycling off. This is because there are NO recycling drop- offlocations in our County. After emailing the County about my concern, I was contacted by Mrs. Bowman to join her

Beautification Committee. I accepted the invitation, and accepted Ihe position OJ' Chairwoman.

We starled our Committee off with a bang, and helped to plan a County-Wide Clean- up Day,

This event was very successful, even with minimal time 10 plan and gel the word oullo Ihe community. In our most recent meeting. we decided 10 have clean up days more often. We have also decided to start promoting Ihe recycling our county does offer (newj,print and cans).

Anolher idea Ihe commillee came up with is to slart pulling dirty 'lacts" in local newspapers about the impact not recycling has on our landfills and environment.

All in all, I feel our commillee has a GREAT/ulUre . We are a very energetic group ofcitizens with a grealleader in Mrs. Bowman, and we are eager to make a difference in our County!"

7 Committee member. Grady Carrigan states: "I got involved because I was disgusted with

so much litter being thrown out on our roads. When people lose their pride in their home, their

community and their county, you see things & places deteriorate to the point they are no longer

pleasant 10 be around or to enjoy. The clean-up was a success. We will continue 10 improve the program by encouraging more churches, scouts, schools, businesses and individuals to become

involved, and to keep the areas around and near their home clean with hope it sets the example for their neighbors and cleaning up will become contagiOUS. "

Although the establishment of our committee and programs are not new to other localities throughout the state, it is new to Pittsylvania County. We feel we have met the criteria for the

VACo Achievement Award in the environmental Category. The Board of Supervisors recognized the problem of liner in the county and decided to do something about it by establishing a Beautification Committee made up of concerned citizens, who in turn worked in cooperation with the county administrator's office, the grants administrator's office, the

Chamber of Commerce, the local newspapers, and businesses throughout the community.

Although in our infancy, we hope to be a model for other local governments and that we have provided tools for their success as well.

I am here tonight to ask you to support a county wide clean-up on April 21st to coincide with Earth Day. Eighteen months ago, we moved to Pleasant Gap Dr. Alan Easley, who heads up an annual clean-up for our area, invited our family to help with the clean-up. We did and what a difference it made to the road sides. Most important, it made a great impression on my 2 children who helped with the clean-up. This made such a difference to the road side, I wondered why we can't do this countywide. It has almost been a year since the last clean up and Pleasant Gap is littered again and we are looking forward to the clean-up in a few months. Over the last 10 months I have been noticing the litter on other roads in Pittsylvania County. The more I looked the more there was. Every road I went on had litter. In many cases there is large amount of litter on our main roads and even within eyesight of our schools. As I drove around looking at the litter, I thought about what kind of impression we are giving potential businesses that might be looking to relocate to our county.

In my personal business I not only want to have a good investment to provide, but I want to have my tie on straight, my shoes polished, nice shirt, and a clean organized office. When people and business owners make decisions they look at many variables. The taxes, workers, schools, location, and I believe the cleanliness of our community. There is little that the average citizen can do to attract business to our community, but we can work to keep our road sides clean so that when businesses are looking at our community they see a cleaner area.

I spoke with Brenda Bowman about this idea and I was very pleased to hear she was already thinking about a beautification committee. This is a great idea and I hope the board will support her proposal. This committee could help support and help promote an annual clean-up. They could also brainstorm ideas to help promote a cleaner area and prevention of litter. There are many people that see the need to promote a cleaner area. I have spoken to many citizens and everyone has been positive. I spoke with the boy scouts and they agreed to have troops out cleaning on the 21" of April. The local boy scouts executive, Bill Oswald, even went to the city of Danville and they will be cleaning up in the city on April 21" also.

In closing, I hope that each board member can promote this idea that both the north and south part of the county can benefit from. By citizens cleaning up our road sides we improve our environment, increase property value, get a little exercise, and most importantly improve the presentation of our community to potential businesses. --<:>-- - --

• I'd first like to thank those who have worked in the past, and those who continue to work

with clean-up efforts in Pittsylvania County, especially Linda Mills, Francis Hurt,

Blanch Crews, and Virginia Andrews, who wa, a part-time County Litter Control

Coordinator. Mrs. Andrews is now deceased. Through their efforts working with local

garden clubs and the state "Keep Virginia Beautiful Program," Pittsylvania County has

won numerous recognitions and placed 2nd in the Nation in th.e "Keep American Beautiful

Program," once in 1999 and again in 2004. The establishment of a Beautification

Committee will revive and enhance these previous efforts.

• As we move forward in an effort to bring businesses and fami lies to settle in our area, it

is important that we continue to seek ways in which we can show pride in our county, and

enhance the appearance of our roads, businesses and homes.

• I realize that this effort may be a sensitive matter to some; after all, one's personal

property is just that, and we are not trying to tell them how to maintain their own

property. However, this initiative wi ll make many citizens happy, and as we see others

becoming engaged and cleaning up their property, hopefully it will become contagious.

• The committee will meet and establish their own guidelines and goals; suggested

initiatives include an annual community-wide clean-up day, quarterly Clean Business

Awards, Neighborhood or Yard of the Quarter, Adopt a Spot Program, environmental

education programs to the schools, a student art contest for a county calendar. • The committee would revisit our county ordinances; make suggestions for needed

changes and enforcement.

• Citizens interested in serving on the committee should contact their supervisor and I am

also requesting that the County Administrator post the application of interest form on our

website.

A partnership of VDOT, Pittsylvania County School Students and Administration, Danville-Pittsylvania Chamber of Commerce, the Pittsylvania County Sheriff's Office, and the Pittsylvania County Bar Association

Student organizations need financial support for many worthwhile projects. Pittsylvania County has thousands of miles of roads and, unfortunately, many of those miles are ugly with trash.

Many business leaders and working adults have little time to devote to cleaning and beautifying our County, but may be willing to invest in that effort. This is one modest proposal to address all of the above: a cooperative effort initiated by the Pittsylvania County Bar Association, supported by Pittsylvania County Sheriff Mike Taylor, the Virginia Department of Transportation, the Danville-Pittsylvania Chamber of Commerce and, most important, the students and administrators of Pittsylvania County's four high schools.

Each of our four high school principals is invited to designate a list of qualified student organizations and to inform the leaders of those groups of this program.

Any such organization may then do the following:

1. Locate the most "needy" section of public highway in their school attendance district. 2. Submit a "bid" describing the exact location and length of highway the organization is willing to rid of litter; when they can do it; how much money they require to have donated for their efforts. VDOT requires one adult to accompany every six participants under the age of 18. This is not "Adopt a Highway": each bid will be for a one-time clean-up of a given location. The Pittsylvania STOP Litter Committee' will review all applications, giving pri ority to the worst and/or most visible sections of road, while seeking to fairly distribute available funding to the participating schools.

The Committee will try to link each bid with a business or person willing to sponsor that bid .

Once a bid is approved and sponsored, the clean-up will be scheduled. The Committee will obtain VDOT litter bags and vests and, hopefully, temporary signs to let the public know who is cleaning their needy highway and who is paying to have it cleaned . When the clean-up is complete, the sponsor will deliver the agreed donation. The student organization will be responsible for securing adult participants or supervisors and for timely removal of signs. Sheriff Mike Taylor will coordinate removal of litter bags.

Local news media will be fully informed and encouraged to recognize the students for their efforts and sponsors for their support.
