45 Connections, Contracts and Sanctions: Informal Commercial Contracting Among Chinese in Metro Manila Tina CLEMENTE1 Marco LAGMAN2 Abstract Do Chinese merchants in contemporary Philippines still practice personalistic engagement in business? As a primarily descriptive study, we focus on the Chinese in Metro Manila and look at features of informal contracting as premised in personalistic ties among Chinese involved in business. Operationalizing a qualitative investigation, we utilize survey research as well as in-depth key-informant interviews and attempt to explore informal contracting through the nuances that include the types of business connections, reasons for engaging in informal contracts, use and dominance of contract types, factors that deter contract violations and sanctions against connections who violate informal agreements. Keywords: informal contracting, personalistic ties, Chinese in the Philippines RRResearch Context and Design We begin with a simple question, “Do Chinese merchants in contemporary Philippines still practice personalistic engagement in business?” Categorical as it may seem, the answer requires a complex investigation. Chinese personalistic ties in informal contracts have been problematized in multidisciplinary analyses in the social sciences, business research, and studies on the overseas Chinese. This descriptive research Volume 51:139 (2015) 4046 T. CLEMENTE & M. LAGMAN focuses on informal contracting among the Chinese in the Philippines to elucidate, in a structured manner, the three key aspects in such contracting: ethnic particularization; the use of informal contracts; and the sanction feature in an agreement. The commercial role that ethnic Chinese minorities play in different host societies has generated considerable research interest in regard to factors that contribute to success, business practices, and the sociocultural, economic, and political contexts wherein such practices are observed.

Divisoria Night Café: Showcase of Public Space Renewal in Southeast Asian Urban Context Luzile Satur (Passau) This study deals with festivals manifested as the Night Café in the Southeast AsianCity of Cagayan de Oro (CDO), Northern Mindanao, the Philippines. From 2003 until 2013, Mayor Vincente “Dongkoy” Emano together with the city councillors enacted Ordinance Number 8920-2003 that established the weekly Night Café in the public space of Divi- soria. The Night Café offered leisure and entrepreneurship activities. Vendors and other informal sectors converged to provide dining, shopping and entertaining activities. It strengthened the informal economy through the generation of employment and liveli- hood. The Night Café also symbolised CDO as the ‘City in Blossom, Bloom and Boom.’ The activities and symbolism showcased renewal of public space; however, they were solely intended for economic consumption. This paper argues that the renewal process utilised cultural references to advance economic interests. Thus, this paper aims to trace the main civic actors, key drivers and the role of the city government in conceptualising the Night Café. Introduction Public spaces in Asia, especially in Southeast Asian cities, are characterised as “plura- listic with visible chaotic disorder” (Lim, 2014: 220). Asia and Pacific displayed a 2.3 per cent rate of urbanisation in 2014; it is higher than the 2 per cent global rates (UN- Habi- tat & United Nations Economic and Social Commission for Asia and the Pacific, 2015). In Southeast Asia, the rate of urbanisation grows at 2.8 per cent; correspondingly, 47 per cent of its population lives in cities (Department of Economic and Social Affairs & United Nations, 2014).

Metro-Manila, also referred to as the National Capital Region (NCR) of the Philippines, is composed of 16 cities and one municipality and is home to about 12 million residents. The conurbation Mega-Manila includes Metro-Manila and several provinces in its periphery. It has been the traditional focus of the national economy and is continuing to grow beyond 26 million, more than one fourth of the country's population. Its recent spatial development patterns can be described as: 1. Expansion at the peripheries mainly north and south due to topographical context, 2. Growth of higher density areas from the core out into the region and increases in densities of centre cities 3. Growth of regional cities skewed towards the direction of Manila, 4. Land use segregation and primarily horizontal developments at the periphery - but notably with heightened densities for the various typologies, 5. Expansion of urban centres with increasing compactness, densities and land use mix, 6. Emerging new centres and centre clusters at locations with preferential access. Urban centres are increasing in density and expanding geographically, and high-density integrated clusters are starting to develop at transit stations. Pedestrian circulation and the acceptance of public transit, especially of the younger middle class, are increasingly significant.
