Explaining Chavismo: The Unexpected Alliance of Radical Leftists and the Military in Venezuela under Hugo Chávez by Javier Corrales Associate Professor of Political Science Amherst College Amherst, MA 01002 [email protected] March 2010 1 Knowing that Venezuela experienced a profound case of growth collapse in the 1980s and 1990s is perhaps enough to understand why Venezuela experienced regime change late in the 1990s. Most political scientists agree with Przeworski et al. (2000) that severe economic crises jeopardize not just the incumbents, but often the very continuity of democratic politics in non-rich countries. However, knowledge of Venezuela’s growth collapse is not sufficient to understand why political change went in the direction of chavismo. By chavismo I mean the political regime established by Hugo Chávez Frías after 1999. Scholars who study Venezuelan politics disagree about the best label to describe the Hugo Chávez administration (1999-present): personalistic, popular, populist, pro-poor, revolutionary, participatory, socialist, Castroite, fascist, competitive authoritarian, soft- authoritarian, third-world oriented, hybrid, statist, polarizing, oil-addicted, ceasaristic, counter-hegemonic, a sort of Latin American Milošević, even political ―carnivour.‖ But there is nonetheless agreement that, at the very least, chavismo consists of a political alliance of radical-leftist civilians and the military (Ellner 2001:9). Chávez has received most political advice from, and staffed his government with, individuals who have an extreme-leftist past, a military background, or both. The Chávez movement is, if nothing else, a marriage of radicals and officers. And while there is no agreement on how undemocratic the regime has become, there is virtual agreement that chavismo is far from liberal democracy. -

The last comprehensive list (Barrio-Amorós 2009c) included a total of 333 species, while the current catalogue lists 387 species (370 anurans, 10 caecilians, and seven salamanders), including 28 species not yet described or properly identified. Fifty species and four genera are added to the previous list, 25 species are deleted, and 47 experienced nomenclatural changes. -

The International Uranium Resources Evaluation Project (1980) considered the Early Proterozoic Roraima Group as a possible setting for Proterozoic unconformity and quartz-pebble conglomerate deposits. Apparent similarity of the geologic setting of the basal Roraima Group of southeastern Venezuela to unconformity U-Au deposits and quartz-pebble conglomerate Au-U deposits indicates that the Roraima Group may be an exploration target for uranium. -

Third World Quarterly, Vol 24, No 1, pp 63–76, 2003 The Chávez phenomenon: political change in Venezuela RONALD D SYLVIA & CONSTANTINE P DANOPOULOS ABSTRACT This article focuses on the advent and governing style of, and issues facing colonel-turned politician Hugo Chávez since he became president of Venezuela in 1998 with 58% of the vote. The article begins with a brief account of the nature of the country’s political environment that emerged in 1958, following the demise of the Perez Jimenez dictatorship. Aided by phenomenal increases in oil prices, Venezuela’s political elites reached a pact that governed the country for nearly four decades. Huge increases in education, health and other social services constituted the hallmark of Venezuela’s ‘subsidised democracy’. Pervasive corruption, a decrease in oil revenues and two abortive coups in 1992 challenged the foundations of subsidised democracy. The election of Chávez in 1998 sealed the fate of the 1958 pact. Chávez’s charisma, anti- colonial/Bolivarist rhetoric, and increasing levels of poverty form the basis of his support among the poor and dissatisfied middle classes. The articles then turns its attention to Chávez’s governing style and the problems he faces as he labours to turn around the country’s stagnant economy. Populist initiatives aimed at wealth redistribution, land reform and a more multidimensional and Third World-orientated foreign policy form the main tenets of the Chávez regime. These, coupled with anti-business rhetoric, over-dependence on oil revenues and opposition from Venezuela’s political and economic elites, have polarised the country and threaten its political stability. -

U.S. Imposes Comprehensive Sanctions Against Venezuela’s Government, Second Round of Chemical Weapons-Related Sanctions Against Russia August 8, 2019 International Trade Controls On August 5, 2019, President Trump issued Executive Order 13884 imposing comprehensive sanctions against the Government of Venezuela. Specifically, the Executive Order blocks all property and interests in property of the Government of Venezuela that are in or that come into the United States or the possession or control of a U.S. person. As a result, U.S. persons are prohibited from engaging in virtually any transactions or dealings with the Government of Venezuela without authorization from the Treasury Department’s Office of Foreign Assets Control (“OFAC”). The “Government of Venezuela” is defined broadly to include any entity owned or controlled, directly or indirectly, by the government. The Executive Order also authorizes the imposition of secondary sanctions for dealings by non-U.S. persons with certain persons whose property is blocked pursuant to the Executive Order. According to the Trump Administration, the sanctions are designed to limit the Maduro regime’s sources of revenue and preserve the country’s assets for the Venezuelan people. Relatedly, OFAC has issued new or revised general licenses (“GLs”) authorizing U.S. persons to engage in certain activities that otherwise would be prohibited by the new Executive Order because they involve the Government of Venezuela, including entities owned or controlled by the Government of Venezuela, such as Petróleos de Venezuela, S.A. (“PdVSA”), PDV Holding, Inc., CITGO Holding, Inc., and Nynas AB, among others. For example, OFAC authorized transactions involving the Venezuelan National Assembly, Interim President of Venezuela Juan Gerardo Guaidó Marques, and any person Guaidó has appointed to act on behalf of his government. -

Abstract This paper examines the process of feminization of South American intra-regional migration, with emphasis in the Southern Cone. It describes recent changes and trends, and addresses some of the most salient issues on the participation and experiences of female migrants. It deals with the social and economic reasons underlying the increasing autonomous migration of women, particularly on the interconnections between the South-American economic restructuring and the increasing demand of female migrants by the service and care sectors. Further issues are examined, such as the potential effects of the migration process on women’s empowerment; the emergence of global chains of care and its relation with long-distance motherhood; and the labor market experiences of female migrant. Cross-Border Malaria in Northern Brazil

Arisco1, Cassio Peterka2 and Marcia C. Castro1* Abstract Background: Cross-border malaria is a major barrier to elimination eforts. Along the Venezuela-Brazil-Guyana bor- der, intense human mobility fueled primarily by a humanitarian crisis and illegal gold mining activities has increased the occurrence of cross-border cases in Brazil. Roraima, a Brazilian state situated between Venezuela and Guyana, bears the greatest burden. This study analyses the current cross-border malaria epidemiology in Northern Brazil between the years 2007 and 2018. Methods: De-identifed data on reported malaria cases in Brazil were obtained from the Malaria Epidemiological Sur- veillance Information System for the years 2007 to 2018. Pearson’s Chi-Square test of diferences was utilized to assess diferences between characteristics of cross-border cases originating from Venezuela and Guyana, and between border and transnational cases. A logistic regression model was used to predict imported status of cases. Results: Cross-border cases from Venezuela and Guyana made up the majority of border and transnational cases since 2012, and Roraima remained the largest receiving state for cross-border cases over this period. There were sig- nifcant diferences in the profles of border and transnational cases originating from Venezuela and Guyana, including type of movement and nationality of patients. Logistic regression results demonstrated Venezuelan and Guyanese nationals, Brazilian miners, males, and individuals of working age had heightened odds of being an imported case.
