    Sahu and Saizen City Territ Archit (2018) 5:5 https://doi.org/10.1186/s40410-018-0082-8 RESEARCH ARTICLE Open Access Development of planning index for evaluating climate change protocols: analysis of Mumbai Metropolitan Region’s Regional Plan 1996–2011 Sonam Sahu* and Izuru Saizen Abstract Conserving resources, harmonizing living standards, and employing energy efcient methods are potential solutions to climate change, which can be positively accomplished through development and planning. However, today, as the frst world countries advance towards “positive development”, some third world countries are developing in an “unwanted pattern”. The metropolitan cities of developing countries attract most of the country’s population, conse‑ quently becoming the worst suferers of the situation. They grow faster than their capacity allows, and then due to the lack of strategy, poor governance, and weak policies; face overwhelming pressure on land and natural resources. Documenting this situation using the case of a metropolitan city in India, the present paper aims to identify the problems faced by a metropolitan city in a developing country. The Mumbai Metropolitan Region’s Regional Plan 1996–2011 was analyzed to determine the response to climate change mitigation and adaptation. Furthermore, a new diagnostic tool, namely the “Climate Change Planning Index”, which can deliver valuable information at a glance, was developed. The paper concludes with a summary of the climate change crisis and the necessity of development in a developing metropolitan city. (hereinafter referred to as “these Regulations”). 15.1.2 Jurisdiction These regulations shall apply to development of any land situated within the Mumbai Metropolitan Region as defined in the Mumbai Metropolitan Region Development Authority (hereinafter referred to as “MMRDA”) Act, 1974. a) Excluding the areas where Development Plans or Planning Proposals have been prepared and sanctioned. b) Notwithstanding the generality of the above, regulations 15.3.3.1 and 15.3.3.2 shall apply to the entire Metropolitan Region. 15.1.3 Commencement These regulations shall come into force on the day of sanctioning of Regional Plan and shall replace the following : i) The Development Control Rules contained in the Regional Plan for Bombay Metropolitan Region 1970-1991 sanctioned by the Government by its Notification UD&PHD No. RPB 1173/1136/RPC dated 2nd June, 1973. ii) The Development Control Rules contained in the Regional Plan for Bombay Metropolitan Region (extended area) sanctioned by the Government by its Notification UDD No. TPS 1484/2684/UD-5 dated 27th May, 1985. iii) The Development Control Rules for Kalyan Complex Notified Area sanctioned by the Government by its Notification No. TPS 1284/1116/CR-90/UD-12 dated 16th October, 1990. iv) The Development Control Rules for Vasai-Virar Sub-Region sanctioned by the Government, by its Notification No. TPS-1287/2753/CR-228-87/UD-12 dated 14th May, 1990, as modification to the Development Control Rules contained in the Regional Plan for BMR 1970-91.

    1 Revision – 3 May - 2016 2 Forward I have great pleasure to present this revised version of District Off Site Emergency Plan for Raigad District. The District Off Site Emergency Plan outlining the measures to be taken in the event of chemical emergency or Industrial disaster in the entire district prepared on the basis of past experiences. The plan is prepared with a view to help the District Administration to focus quickly on the essentials and crucial aspects of both preparedness and response. There is no life without change and same is applicable for anything including planning and its related documents. With this in mind the District Off Site Emergency Plan is going under 3rd revision after it was made in March -1998. This revision is focused on the aspects like – Updating the list of the industrial establishments falling under MAH category and this includes few additions. Updating the contact details of the responsible Govt. authorities and MARG members who will either directly or indirectly involved in execution of this plan. When I have gone through this document and found that it was made meticulously and special care is taken to ensure that the information incorporated in it is current.
