Bosnia and Herzegovina – Flood Disaster Situation Report June 18, 2014

HIGHLIGHTS/KEY PRIORITIES:

° Rain and storms expected for rest of the week. Weather conditions improving during the weekend.

° WASH priority needs are now focused on dryers, dehydrators, recovery and hygienic products, water analysis equipment, chalk, disinfectant and garbage disposal equipment.

° About 50 Child-friendly Spaces planned by UNICEF, 13 more by other organizations. 11 are operational or to be opened soon.

° 1262 persons accommodated in 40 temporary accommodation facilities.

° More than 40 bridges destroyed and 80 damaged.

° 68 mines & 34,791 of UXOs/ munitions reported.

° 400 km2 with mine presence in the flooded area;

° Epidemiological situation is stable, with no infectious disease outbreaks recorded.

° Recovery Needs Assessment draft report finalized.

Most affected areas ° Federation: Canton (most affected municipalities: Novi Grad, Ilidza, Vogosca), - Canton (most affected municipalities: Tesanj, Zepce, , Doboj Jug, Zavidovići i ), canton (13 municipalities of which the most affected are: , Tuzla, , Gračanica, and Doboj Istok), ( and surrounding areas), (most affected municipalities: Orašje, Domaljevac, Odžak). ° RS: The most affected municipalities are , Kotor Varos Laktasi, Ribnik, Kostajnica, , Jezero, Novi Grad; , , Vlasenica, , , Milići, , , , Sekovići; Doboj, Modrica, Samac, Brod, Donji Zabar, , Petrovo, . More municipalities have been affected but were not covered by the reporting institution. ° Brcko District

Landslides ° : 7 new landslides in local communities Petrovice Gornje, Gojčin, Lipovice, Seljublje, Paraći, Hrasno Gornje, Zukići i Tojšići. Landslides in Gornje Petrovice and Gojčin threaten potable water wells.

Weather Conditions and Water Levels On Thursday and Friday the weather will be mostly cloudy and rainy , whilst it is expected to improve during the weekend. Occasional showers are expected in the afternoon of Saturday and Sunday.

WASH

° Coordination in the north unchanged. Austrian Forces Disaster Relief Unit (AFDU) operational and coordinating water purification, water distribution, water/well analysis, disinfection and engineering assessments (such as bridges). ° In the north piping systems are working but quality remains an issue , analysis of wells is a priority in flooded areas, all High Capacity Pumping units have left, possibility of provision of household water filters by donors. ° Priority needs are now focused on dryers, dehydrators, recovery and hygienic products, water analysis equipment, chalk, disinfectant and garbage disposal equipment. ° UNICEF is providing WASH sets including dryers, generators, pumps and sprayers to Public Health Institutes in Zenica-Doboj Canton through the Ministry of Health. These sets will also be delivered in Posavina Canton this week and in Banja Luka for dissemination in .

Education and Child Protection

° PDNA assessments are indicating that 122 buildings from 96 educational institutions have been affected:

° UNICEF is already providing refurbishing support to a kindergarten in Celinac and will soon start working in a preschool in Samac. ° Provisional cost of refurbishing these institutions is currently more than 15 million BAM, data is still coming in. ° UNICEF is supporting establishment of 9 Child Friendly spaces in the most affected locations, 25 CFS are in the pipeline. In total UNICEF plans to support establishment of approximately 50 CFS. ° 4 child-friendly spaces are planned to be opened by several organizations and 6 more are in the pipeline. 3 are already operational (Dubrave, Vogosca, Zenica).

Mines and UXOs

° 70% of the flood-affected zone is contaminated by mines which, due to floods and landslides, have migrated, while mine signs and fencing have been washed away; ° 400 km2 with mine presence in the flooded area; ° 105 km2 affected by mine migration, due to the water flow; ° 65 km2 expanded suspected hazardous areas (SHA); ° 51 landslides contaminated by mines; ° 68 mines & 34,791 of UXOs/ munitions; ° Additional layers of mud complicate the clearance of mine-affected areas; ° In Sapna the water distribution system cannot be repaired as the area around it is mined and part of the mines migrated to unknown directions.

Early Recovery and Agriculture:

° A survey of priority facilities for reconstruction is currently ongoing , with the reestablishment of critical municipal services to be pursued over the next 90 days in the municipalities most heavily affected. ° Cash for work program has been rolled out with 650 individuals in 7 municipalities now equipped and trained to participate in debris management operations. ° Four municipalities have been assisted, as of this week, with debris removal through the dispatch of heavy machinery . The municipalities are Doboj, Maglaj, Samac and Domaljevac. ° The situation in agriculture has stabilized with UNDP to distribute more feed in the coming week with the vaccination program starting as well , expected to cover some 35,000 heads of cattle. The replanting season is now near over - UNDP has distributed seeds and fertilizer to cover 2000 hectares.

Roads and Bridges

° Main roads: M-4 Simin Han-Kalesija due to landslides in Babajići traffic on one lane and interdicted to commercial vehicles; on M-6.1 - traffic diverted to a bypass due to reparation of a bridge in Postu Polje; on M-17-Doboj Šešlije traffic slowed down due to heavy machinery on the road; M-14.1 Bosanski Brod-Odzak (Liješće) occasional suspension of traffic due to demining works; M-18 Drina-Šćepan Polje traffic stopped for commercial vehicles over 12t; ° Regional roads: on R-408-Dubovsko Kulen Vakuf and R-445 Semizovac-Podlugovi traffic is slowed down due to reconstruction works; R-458 Lopare-Gornja Tuzla is still closed to traffic. ° Border crossings in Bosanski Samac reopened only for passenger vehicles; Brcko remains closed while in Doljani waiting time is 20-45 minutes. ° More than 40 bridges destroyed and 80 damaged.
