MINUTES FOR THE City of Brookfield MUNICIPAL BOARD OF CANVASSERS HELD ON NOVEMBER 9, 2018, AT 9:00 A.M. IN THE COUNCIL CHAMBERS, CITY HALL, 2000 N. CALHOUN ROAD, BROOKFIELD, WISCONSIN Election: November 6, 2018 Members Present: City Clerk Kelly Michaels; Republican - Jim Kratoska; Democrat – Bill Hotz Also Present: City Attorney Jenna Merten, Mayor Steven Ponto, Deputy City Clerk Renee Tadych, Chief Inspector of District 3 Rob Lied, James Foley of RACC representing Matt Adamczyk, Attorney Christopher Meuler and McKenzie Bagley representing Robyn Vining, Channel 12 News City Clerk Michaels called the meeting to order. Introductions were made. All members were present. City Clerk Michaels reported that in Ward 10, 1,134 voters were ticketed but only 1,106 ballots were accounted for by the voting machine. There is a 28 ballot discrepancy. She has gridded the poll books and she knows that 1,134 voters were given numbers. She stated the Chief Inspector told her that perhaps uncounted absentee ballots were comingled with voted ballots when a machine was cleared from a jam. Those ballots were secured in ballot bags. The purpose of today’s meeting is to refeed those ballots. This is not considered a recount. The purpose is to basically balance and reconcile the numbers in Ward 10. Deputy City Clerk Renee Tadych conducted the public test for Ward 10. Predetermined votes were fed into the machine. The “zero” tapes and “final” tapes were verified for the observers. The Board verified the results and signed the tapes. The Board opened ballot bag 1 of 2 Seal #009114 and 2 of 2 Seal #009113. At 9:30 am, the tape was shut off while the ballots were being fed thru the machine. The machine showed 1,105 ballots ran thru the machine. At 11:26 am, the recording machine was turned on. The ballots from Ward 10 were completed. The Board opened Ballot Bags for Ward 9, Seal #0046420 and #0046383. The Board also opened Ballot Bag for Ward 8 Seal #009117. A ballot for Ward 10 was sealed in Ward 8. The ballot count was at 1,106 and 28 ballots were still not accounted for. The Board then opened the Used Absentee Ballot Certificate bag for Ward 10 to see if the ballots were inside the envelopes still. A total of 372 absentee ballots were received for Ward 10. It matches with the tally marks done by Election Day pollworkers. After reviewing every Absentee Certificate Envelope, it was discovered that 28 ballots were found that were not removed from the absentee envelopes. After feeding in those ballots, the final ballot count was 1,134. The ballot number matches the ticket count. Colletti 847 W-I 18 Kelly Michaels stated at 1,134 tickets were accounted for but only 1,106 ballots were bagged. The other 28 uncounted ballots were still in the absentee certificate envelope. They were not removed by the pollworker. Those ballots were given voter numbers but were never removed and never counted. At this point, there is 100% accuracy with 1,134 ballots counted and bagged. (No provisional ballots were received.) Moved by Jim Kratoska, seconded by Bill Hotz, to adjourn the Municipal Board of Canvassers. 12:52 pm. .
