Detailed information is required to enable the Agency to assess the existing receiving environment. This section requires the provision of information on the ambient environmental conditions within the receiving water(s) upstream and downstream of any discharge(s).

F.l. Assessment of Impact on Receiving Surface or Ground Water

o Give summary details and an assessment of the impacts of any existing or proposed emissions on the environment, including environmental media other than those into which the emissions are to be made.

o Details of all monitoring of the receiving water should be supplied via the following web based link: http://78.137.160.73/epa wwd licensing!. Tables F.1(i)(a) & (b) should be completed for the primary discharge point. Surface water monitoring locations upstream and downstream of the discharge point shall be screened for those substances listed in Tables F.1(i)(a) & (b). Monitoring of surface water shall be carried out at not less than two points, one upstream from the discharge location and one downstream.

o For discharges from secondary discharge points Tables F.1(ii)(a) & (b) should be completed. Furthermore, provide summary details and an assessment of the impacts of any existing or proposed emissions on the surface water or ground (aquifers, soils, sub-soils and rock environment), including any impact on environmental media other than those into which the emissions are to be made.

o Provide details of the extent and type of ground emissions at the works. For larger discharges to groundwaters, e.g., from Integrated Constructed Wetlands, large scale percolation areas, etc., a comprehensive report must be completed which should include, inter alia, topography, meteorological data, water quality, geology, hydrology, and hydrogeology. The latter must in particular present the aquifer classification and vulnerability. Submit a copy of the most recent water quality management plan or catchment management plan in place for the receiving water body. Give details of any designation under any Council Directive or Regulations that apply in relation to the receiving water.

o Provide a statement as to whether or not emissions of main polluting substances (as defined in the Dangerous Substances Regulations S.l. No. 12 of 2001) to water are likely to impair the environment.

o In circumstances where water abstraction points exist downstream of any discharge describe measures to be undertaken to ensure that discharges from the waste water works will not have a significant effect on faecal coliform, salmonella and protozoan pathogen numbers, e.g., Cryptosporidium and Giardia, in the receiving water environment.

Attachment F.l. Assessment of Impact on Receiving Surface or Ground Water

FLOW MEASUREMENTS AND SAMPLING RESULTS

A Flow and Load Survey was completed in Abbeydorney in the period March 21st to April 4th 2006. Flow measurements and flow proportional composite samples were taken just upstream of the existing treatment works.

The flow proportional composite samples were taken over three 24-hour periods starting at midnight over the following dates of the survey; March 24th, March 28th, and March 30th, 2006. Full results of the sampling and analysis, are given in Appendix 5. The results listed in Table 1 below relate to dry weather conditions on March 24th 2006.

River Shannow Flow Data

The flow data used for determining the capacity of the River Shannow to assimilate wastewater from Abbeydorney is based on EPA records from monitoring station 0300 located at Shannow Bridge. The 95%ile and Dry Weather Flow (DWF) at this station are determined to be 0,02m3/s and 0.01m3/s respectively.

Waste Assimilative Capacity(WAC) of Receiving Waters.

Waste Assimilative Capacity Assessments have been carried out based on background data taken from the monitoring station at Shannow Bridge, which is

Data provided in Table 3 indicates a 95%i1e BOD value of 4.45mg/l although, it can be seen from the data that the elevated 95%ile BOD is caused primarily by sample results on 7th March 2000(4.3mgll) and 10th July 2001 (4.8mgll).

Table 3 also lists the measured rainfall on sample days .When the BOD results are assessed in the context of rainfall for the particular sample days it can be seen that the values recorded on dry days vary from 1mgll to 1.5mg/l.Consequently it is likely that the elevated levels are due to run-off from the catchment, are not consistent with the river's background concentrations and would not occur during periods when 95%ile river flows pertain. These values have, therefore, been excluded from the assimilative capacity assessment resulting in a 95%ile BOD value of 2.8mg/l.

It is possible that a BOD standard in the final effluent discharge could be set for 15.56mgll for Phase 1 with a reduction upon the implementation of Phase 2 to 12.04mg/l. These values remain within the statutory requirements of the UWWT Regulations (25mg/l BOD) but would increase background BOD concentrations by 2.2mgll (Ref Appendix 3 Assimilative Capacity Assessment). Guidelines published by theConsentTechnical of copyrightCommittee owner required foron anyEffluent other use. and Water Quality Standards in 1978 discourage circumstances where effluent discharges lead to a raising of BOD by more than 1mgll in receiving waters beyond the mixing zone. Applying these guidelines and ensuring that the background concentrations for BOD remain within the 1mgll permitted increase results in a standard of 8.6mgll (Phase 1) and 7.0mg/l (Phase 2) being applied to the discharge from the proposed treatment plant in Abbeydorney.

The background concentrations for suspended solids at Shannow Bridge remain below the EQS of 25mgll set by the Salmonid Regulations and could allow a discharge of up to 135mgll (Phase 1) and 98mgll (Phase 2). These values exceed the statutory requirements of the UWWT Regulations. The suspended solids discharge standard for both phases is therefore reduced to 35mgll in line with UWWT Regulations requirements.

Ammonia

Ammonia is a colourless gas and when in contact with water will form a weak base. The term total ammonia refers to two chemical species, which are in equilibrium in water (NH3, non-ionized and NH4 +, ionized). The toxicity to total ammonia is primarily attributable to the non-ionized form (NH3), as opposed to the ionized form

(NH4+). At low pH and temperature, ammonia combines with water to produce an ammonium ion (NH4+) and a hydroxide ion (OH-).

The un-ionised ammonia (NH3) is most harmful to freshwater aquatic life with the maximum permissible concentration for fish at 0.02mgtl. Toxic levels are both pH and temperature dependent.

The Quality of Salmonid Waters Regulations require that concentrations, in the receiving waters, of non-ionised ammonia be no greater than 0.02mgtl (NH3) based on conformance of 95% of samples over a twelve month period.

The 1997 EPA Discussion Document on Environmental Quality Standards uses the term "Ammonium" to describe the toxic NH3 and sets an upper limit (75% compliance) of 0.02 mgtl NH3. In a note attached, it recognises the difficulty of measuring this parameter and suggests that, in practice, the total ammonia concentration (NH3 + NH4) should be determined. It suggests that reference be then made to an attached table (originally published by the European Inland Fisheries Advisory Commission) which gives the allowable total ammonia concentrations in mgll that water of varying pH and temperature can accommodate before the concentration of NH3 exceeds 0.02 mgtl.

In the case of Total Ammonium, the Salmonid Waters Regulations stipulate a standard of 1mgtl (NH4) while the Surface Waters Regulations set a standard of 0.2mg/l for an A1 category river. Based on the data available the 95%ile background concentration for the Shannow River is 0.182mgll and within the requirements of both the Surface Waters and Salmonid Waters Regulations. Given that the river is not used for the abstraction of drinking water, the more stringent standard set by the Surface Waters Regulations need not apply.

There is no analytical data available for NH3, so in assessing the impact of NH3 on the river it is necessary to revert to the table pertaining to ammonia, as detailed in the EPA Discussion Document. The table shows values for NH4 that must be maintained at certain temperature For inspection purposes only. and pH to ensure that NH3Consentremains of copyrightbelow owner0.02mgtl. required for any Ifothera use.value for NH4 of 1mgtl, as required by the Salmonid Regulations is to be maintained, the pH must remain below 8.0 at 100C and below pH 7.5 at 250C. The average pH for the River Shannow, taken between 1996 and 2005 for 163 samples at five sampling points, is 7.6 with a maximum value of 8.9 and minimum value of 7.0. For the same period the average temperature of the river was 11.60C with a maximum of 21.20C occurring in August 2003. It is reasonable to assume, given the amount of samples, that the river pH and temperature are unlikely to vary significantly from these values. The maximum pH occurred in April 2000 when temperatures were below 100C. At this pH and temperature, the NH4 concentration in the river would have needed to be at 0.13mgtl to maintain NH3 concentrations below the required 0.02mgtl. The ammonium concentration, on the day that the high pH occurred, was 0.03mg/l and well below 0.13mgtl. Based on this assessment, it is unlikely that NH3 concentration limits set by the Salmonid Waters regulations will be exceeded.

Total Nitrogen & Nitrate

From the available data, the 95%ile Total Oxidised Nitrogen (TON) value is 9.16mgll with an average value of 4. 75mg/l. In the data provided, the nitrate concentrations are determined by subtracting nitrite from TON. As there are only two nitrite values in the data set, only two nitrate values can be calculated. On this basis, the 95%ile value for N03 is 9.095mgll. Based on the requirements of the

Quality of Surface Waters Regulations and the Nitrates Directive the permissible concentration in the downstream flows of 50mg/l would not be breached with discharges of nitrate likely from the wastewater treatment plant. Given that the river is not considered sensitive under the Urban Wastewater Treatment Regulations, a Total Nitrogen or Nitrate limit is not required for the treatment plant discharge.

Phosphorus

The Phosphorus Regulations require that the quality standards specified in Columns 2 and 3 of Part I of the Third Schedule (of the Regulations) should be met by the 31st December, 2007, for any part of a river with an existing biological quality rating based on monitoring carried out during the period commencing on the 1st day of 1995 and ending on the last day of 1997. Therefore, the standard to be applied to the Shannow River is based on the Biotic Index (Q Rating) recorded at Shannow Bridge of Q4, determined in 1996 (Ref Table 4). The Regulations, therefore, require that the river should be maintained at Q4 with a median background concentration for Molybdate Reactive Phosphate (MRP) of 0.03mgPII.

The Phosphorus Regulations require the attainment of MRP standards based on a median concentration value in receiving waters. Therefore, the assimilative capacity for MRP has been evaluated based on the average daily flow in the river, which is closer to median flows than the 95%ile value.

A background median P04 concentration of 0.041 mgP/1 at Shannow Bridge will allow for no assimilation of phosphorus in the river at this point. Therefore, a BATNEEC approach is recommended.

The Phosphorus Regulations require that the median concentration for MRP must be determined using as a minimum ten samples taken at intervals of four weeks or longer in any twelve consecutive month period.
