César DUCRUET French National Centre for Scientific Research (CNRS) Abstract The analysis of historical vessel movements is proposed in this paper to compare recent Northeast Asian port and maritime dynamics with previous development stages back to the late nineteenth century. The changing distribution of vessel calls at and between Northeast Asian ports reveals important shifts of maritime connectivity over time, from the emergence of Japan as the dominant player in the region to a present-day more complex pattern with Hong Kong, Busan, and Shanghai as the major hubs. -

An earlier and shorter version of this paper was published on YaleGlobal Online. 1 Overview • The recent East Asian Summit (EAS) was hyped as a precursor to a larger East Asian Community (EAC), something in the mold of an Asian version of the “European Union.” Instead, the first EAS brought historic strategic rivalries and conflicting geopolitical interests of the major powers into sharp relief. • This paper examines China’s stance toward the EAS, providing insights into Beijing’s insecurities regarding the gathering momentum for a broader EAC that could shift power alignments within Asia. • Membership remains a contentious issue. Wary of India, Australia and Japan, China proposed on the eve of the summit that the existing ASEAN Plus Three (APT: 10 Association of Southeast Asian Nations plus China, South Korea and Japan), and not the new 16-member East Asia Summit, control the formation of any EAC-building exercise. This proposal to divide EAS into two blocs—the core states with China as the dominant APT player, and the peripheral states with India, Australia and New Zealand—led to a major rift. -

Working with Brunei to Get the Rebalance Right Daniel L. Shields United States Ambassador to Brunei Darussalam hen President Obama delivered his address to the Australian Parliament in 2011 affirming his strategic decision that the United States will play a Wlarger role in shaping the Asia Pacific region and its future—what came to be called the rebalance—few observers outside Brunei Darussalam might have antici- pated that Brunei would emerge as an essential partner for the United States in the effort to get the rebalance right. But that is what happened. The United States worked closely with Brunei, especially in the context of Brunei’s role as the 2013 Chair of the Association of Southeast Asian Nations (ASEAN), to develop innovative projects to promote comprehen- sive American regional engagement. Two important examples of initiatives to broaden US regional engagement were the Brunei-US English Language Enrichment Project for ASEAN and the US-Asia Pacific Comprehensive Energy Partnership. As these projects were being implemented, Brunei’s effective Chairmanship of ASEAN helped lower the temperature in the region on the South China Sea and promote broad regional military-to- military cooperation, particularly through a Brunei-hosted Humanitarian Assistance/ Disaster Relief and Military Medicine exercise that brought together 18 nations, including the United States and China. The rebalance also includes a commercial side, and US companies have enjoyed increased success in Brunei. Looking ahead, the opportunities for trade should multiply once the Trans-Pacific Partnership (TPP) negotiations, in which Brunei and the United States are among the twelve parties, come to a successful conclusion. -

Morrison Specialist in International Trade and Finance Foreign Affairs, Defense, and Trade Division Congressional Research Service ˜ The Library of Congress China-Southeast Asia Relations: Trends, Issues, and Implications for the United States Summary Southeast Asia has been considered by some to be a region of relatively low priority in U.S. foreign and security policy. The war against terror has changed that and brought renewed U.S. attention to Southeast Asia, especially to countries afflicted by Islamic radicalism. To some, this renewed focus, driven by the war against terror, has come at the expense of attention to other key regional issues such as China’s rapidly expanding engagement with the region. Some fear that rising Chinese influence in Southeast Asia has come at the expense of U.S. ties with the region, while others view Beijing’s increasing regional influence as largely a natural consequence of China’s economic dynamism. China’s developing relationship with Southeast Asia is undergoing a significant shift. This will likely have implications for United States’ interests in the region. While the United States has been focused on Iraq and Afghanistan, China has been evolving its external engagement with its neighbors, particularly in Southeast Asia. In the 1990s, China was perceived as a threat to its Southeast Asian neighbors in part due to its conflicting territorial claims over the South China Sea and past support of communist insurgency. -
Pyongyang (ZKKP) Flight Information Region (FIR)
FAA Background Information Regarding U.S. Civil Aviation – Pyongyang (ZKKP) Flight Information Region (FIR) North Korea continues to conduct unannounced missile test launches from the east and west coasts of the Korean Peninsula. Some of the ballistic missiles have impacted into the Sea of Japan beyond the eastern boundary of Special Federal Aviation Regulation (SFAR) 79. (The eastern boundary of SFAR 79 is 132 degrees east longitude.) Therefore, these missile test launches pose a hazard to U.S. civil aviation, including flights operating on air routes B467 and G711. SFAR 79 prohibits U.S. air carriers or commercial operators; persons exercising the privileges of an airman certificate issued by the FAA, except such persons operating U.S.-registered aircraft for a foreign air carrier; and operators of aircraft registered in the United States, except where the operator of such aircraft is a foreign air carrier, from flying in the Pyongyang (ZKKP) FIR west of 132 degrees east longitude. During 2017, North Korea has launched a number of ballistic missiles that flew beyond the boundaries of the portion of the Pyongyang (ZKKP) FIR in which U.S. civil flight operations are prohibited by SFAR 79. On May 14, 2017, North Korea launched a medium to long-range missile that flew beyond 132 degrees east longitude and exited the Pyongyang FIR, landing in the water in the Russian Khabarovsk (UHHH) FIR. Additionally, on March 05, 2017, North Korea test- launched five suspected SCUD Extended-Range short-range ballistic missiles (SRBMs) into the Sea of Japan. Four of the missiles reportedly flew approximately 540 nautical miles (1000 kilometers) and traveled beyond 132 degrees east longitude before impacting in the Sea of Japan outside the Pyongyang (ZKKP) FIR, while the fifth missile reportedly suffered a failure while in flight. -

Krestov, Vladivostok - Abstract The Arctic tundra zone and alpine vegetation belt are characterized by a complex of dwarf-shrub, graminoid and herbaceous tundra communities that occur in conditions of heat deficit and a very short growing season. The effects of these climatic factors in different habitats are strongly controlled by topography. Generally, tundra plant com- munities occupy their own microhabitats with peculiar environmental conditions that create the highly diverse vegetation mosaic in alpine belts. In oceanic regions of Northeast Asia, alpine vegetation occurs from the temperate to boreal zones of Japan and Russia. This paper focuses on the most peculiar representatives of six alpine vege- tation classes. Phytosociological diversity of tundra communities is described, in first approximation, with special reference to their biogeographical distributional patterns. 1. Introduction According to traditional understanding of vegetation zonation in northern Asia, tundra, as a vegetation type, is characteristic to polar deserts and Arctic tundra zones and to the upper vegetation belts of large mountain systems in the temperate, boreal and subarctic zones. In northeastern Asia, only Wrangell and Gerald Islands are in the zone of Arctic Deserts (KOLESNIKOV 1961), which are characterized by lack of a closed vegetation cover. Large areas on these islands are covered by talus or rock outcrops. Crustose and foliose lichens (species of Gyrophora, Lecidea, and Rhizocarpon) are most abundant on the rocky substrates. -

Report Referee Development Programme 2019 Final Report – 13.10.2019 UWW Sports and Development Departments in collaboration with the Refereeing Commission, launched a series of programmes which include refereeing courses and scholarship programme after the release of the Referee Education Pathway in 2017. These programmes aim to enhance the education of the refereeing at national level through a series of courses organised directly with the national federation or alongside Olympic Solidarity Technical Course for Coaches, when the national federation benefits of such funding through their National Olympic Committee. Women refereeing courses to tackle the gender gap and scholarships to provide assistance for 1S referees from developing nations to maintain their refereeing category at the international level. The combination of these programmes made a milestone in the development of the refereeing with a considerable increase of referees from developing nations that will improve the organisation of national competitions and contribute to the development of wrestling on a global scale. Instituto de Relaciones Internacionales (IRI) - Anuario 2007 Departamento de Asia y Pacífico Association of Southeast Asian Nations (ASEAN) Chairperson’s Statement of the 12th ASEAN Summit H.E. the President Gloria Macapagal-Arroyo. “ONE CARING AND SHARING COMMUNITY” Cebu, Philippines,13 January 2007 We, the Heads of State and/or Government of ASEAN Member Countries, had a very productive 12th ASEAN Summit Meeting, on 13 January 2007 in Cebu, Philippines. We exchanged views on regional and international developments, focusing on how we may deepen ASEAN integration to better foster the region’s sustainable development, stability, security and prosperity for the benefit of all our peoples. We resolved to uphold the centrality of ASEAN and to enhance its standing as an effective driving force for regional initiatives and collective responses to the challenges and opportunities facing our region, countries and peoples. We stressed that the ASEAN community we are building shall be a community of peoples caring for and sharing their human, natural and cultural resources and strengths for their common good and mutual benefit. Cebu Declaration on the Blueprint of the ASEAN Charter We recognized that ASEAN must manage the key challenges of regional integration, globalization, economic growth and new technologies. In doing so, we acknowledged that ASEAN must remain cohesive with strong institutions and responsive policies for regional community building. To help realize this vision, we signed the Cebu Declaration on the Blueprint of the ASEAN Charter to endorse the Report of the Eminent Persons Group (EPG) on the ASEAN Charter as one of the basis of the drafting of the ASEAN Charter together with our views and directives given at the 11th and 12th ASEAN Summit. -

The Ninth Meeting of the ASEAN Regional Forum (ARF) was held in Bandar Seri Begawan on 31 July 2002. The Meeting was chaired by His Royal Highness Prince Mohamed Bolkiah, Minister of Foreign Affairs of Brunei Darussalam. 2. The Meeting was attended by the Foreign Ministers of ARF participating countries or their representatives. The Secretary-General of ASEAN was also present. The list of delegates appears as ANNEX A. 3. A meeting among defence and military officials attending the 9th ARF was also held on 30 July 2002. Overview of the ARF process 4. The Ministers expressed satisfaction that the ARF, as the main cooperative security forum in the Asia Pacific Region, continues to make significant progress in addressing regional security concerns, implementing confidence building measures and initiating exploratory work on preventive diplomacy (PD). They were of the view that the ARF process has further strengthened dialogue and understanding amongst its participants which represents an important contribution to regional peace and stability, especially, in light of the evolving security situation. 5. The Ministers reiterated that the ARF should continue to progress at a pace comfortable to all and maintained the importance of decision-making by consensus and on the basis of non-interference into one another’s internal affairs. The Ministers expressed continued support for ASEAN’s role as the primary driving force of the ARF and further encouraged the contribution of all ARF participants in moving the ARF process forward.
