The inter- viewing result from the 1938 random samples of local citizens living in villages and towns, which belong to 5 provinces and 26 counties and cities, shows that “lack of funds” is the hugest barricade that prevents peasants improving their self-development ability. The situation is mostly caused by “non-physical finance exclusion”. To govern this situation, the diversity of rural finance require- ments and financial ecology cannot be separated and combination usage of different kinds of go- vernance tools is needed.

In this study, we propose a new conceptual index system using the entropy weight method, regional center of gravity theory, coupling coordination degree model and obstacle factor identification model for LUFs assessment and spatial-temporal analysis. This framework was applied to 17 cities in central China’s Hubei Province using 39 indicators in terms of production–living–ecology analysis during 1996–2016. The result shows that (1) LUFs showed an overall upward trend during the study period, while the way of promotion varied with different dimensions. Production function (PF) experienced a continuous enhancement during the study period. Living function (LF) was similar in this aspect, but showed a faster rising tendency.

The analysis revealed the following: 1) COVID- 19 spread from Wuhan to other cities and rural areas in Hubei, but the disease did not become widespread in rural villages because of strict prevention measures and urbanization; 2) According to the fluctuation in the number of confirmed cases reported in Hubei after January 23, 2020, we inferred that the infected patients on the same day will become ill during the next 20 days; 3) the advanced traffic system facilitates the direct spread of COVID-19 from Wuhan to counties, towns, and villages in the Hubei Province.

In this study, the urban agglomeration in the middle reaches of the Yangtze River in China was used as the case study area to explore the spatial spillover effect through the administrative division, underlying driving mechanism, and spatial interactions or constraints of LUI. First, LUI was measured using the index of the proportion of construction land to the total area of the administrative region. Second, the adjacency relationship of the county-level administrative units was identified on the basis of the queen-type adjacency criterion under the county-level administrative division system.
