International Service  Service on two medical/education missions to Russia in 1994 and 1996 fitting hearing aids in the Rybinsk School for the Deaf and consulting with Rybinsk Public Schools (fitted hearing aids for 100+ children and some adults in this Russian community 200 miles north of Moscow; also presented to public school faculties)  Presented to Humanitarian University graduate class in Rybinsk (125 at lecture) on higher education in the US

 Provided Staff Development sessions for English Language teachers in Rybinsk, Russia schools  Directed the staff development conference for the Association of American Schools in Brazil, 1972 and 1973: six schools held each year in São Paulo.  International Seminar sponsored by Phi Delta Kappa to USSR in 1976 On return presented numerous programs on their educational system to student and education groups

 International Seminar sponsored by Phi Delta Kappa to East and West Berlin in 1980.  Organized and directed four-week overseas experience for twelve ETSU graduate students to England in 1979, in conjunction with University of Sussex. (this first international program for ETSU was developed in partnership with UK professor)  Initial Faculty of the ETSU programs in International Education to the United Kingdom in 1984 and 1985 in conjunction with University of Southern Mississippi (arranged for UK contacts for the comparative education program that involved 15 graduate students from ETSU and USM)  Service on staff, International Camp Boy Scouts and Guides, Ardingly, England, 1984 (3000 scouts, 29 countries).  Phi Delta Kappa, International.  Selection Committee for New Dean College of Education, 1979; 1992  Council on Teacher Education (various years)  NCATE Study College Committee 1980 Service of Meadows Program to School Districts The Meadows Principal Improvement Program, now housed in the Principals’ Center, was developed by Jim Vornberg and Loren Betz and submitted to the Meadows Foundation, which funded this project 3 times totaling $2 million. Jim Vornberg served as the director of this program from 1986-present time. It has offered over 110 staff development opportunities for principals and other administrators, as well as administrative interns. This was one of the most revered programs when it was started as there was little being done to assist principals in making the change to become “instructional leaders” in their buildings. In addition an intensive 15-month program designed to make them instructional leaders prepared165 graduate students as “Meadows Fellows” during completion of their masters/administrative certification. Between 10 and 19 “Meadows Fellows” were selected through a nomination and competitive process. Many of these are now policy level administrators including service as associate commissioners at TEA, regional service centers staff, and superintendents of school districts. In addition the third grant also had a “distinguished professor” component. Seven outside educators were appointed as Meadows distinguished visiting professors at ETSU who came to this campus and spent between several weeks to several semesters being involved with the programs of the College of Education including Linus Wright- former Deputy Secretary of Education, Judy Nine-Court, Robert T. Grant, James Boyer, Martha McCarthy, Jim Monasmith and Michael Moses. Three Meadows Foundation grants, which totaled two million dollars, supported this program. Dr. Vornberg’s organization of this program’s support keeps it continuing now for 27 years, a fact that the Meadows Foundation of Texas is proud. The program won the Award for Outstanding Achievement in Leadership Preparation, 1990, from the American Association of School Administrators. This program prepared many principals and aspiring principals to meet the challenges of education in the 21 Century. It has been estimated that the graduates of this program have impacted more than three million K-12 students in the graduates’ education careers. Jim Vornberg has taught more than 1700 students in his principalship course during his career. Most of these completed their administrative certificates and went on to serve as principals in Texas schools, having a major impact on the education of students in Texas as well as out-of-state. He has served as doctoral advisor to 88 graduates of the doctoral program that have completed at this time. His teaching techniques have included many innovations including problem based-learning, simulations, compressed video sessions, teaching online, hybrid courses (combination of online and face-to-face) and the use of the ROPES course as a learning technique to prepare administrators.
