GENERAL AGREEMENT on L/2698/Fcev.I TARIFFS and TRADE RESTRICTED GENERAL AGREEMENT ON L/2698/fcev.i 51 January 1968 TARIFFS AND TRADE ^^ Dlstrlbutlon TARIFF INFORMATION AVAILABLE IN THE SECRETARIAT Revision The secretariat receives, in the course of its normal work, numerous requests for information on existing tariff rates for particular products in different countries. Unfortunately, the secretariat is not always kept informed by contracting parties of changes in these matters. In relation to this, attention is drawn to the provision of Article X of the General Agreement. Annexed to this paper is a list of tariffs and their latest modifications available in the secretariat. The information, as noted there, is drawn mainly from three sources: national editions of the customs tariffs, the publications of the International Customs Tariff Bureau in Brussels and the Deutches Handels-Archiv. Copeland were deposited with the Archives of Labor History and Urban Affairs in 1968 and 1972 by William Copeland. Mr. Copeland was first elected to the Michigan State House of Representatives in 1952. He is currently the ranking Democrat on the Approriations Committee, the Capital Outlay Committee and the Adminstrative Rules Committee. He is chairman of the Air Pollution Committee and a member of the Water Pollution Committee. In the 1969 session of the state legislature, Mr. Copeland was made Chairman of the Appropriations Committee. Mr. Copeland was born on May 8, 1909 in Washington, Indiana. He is a high school graduate. By occupation he was a rigger. He is a former member of the Wayne County Board of Supervisors and the City Council of Wyandotte. He is a member of the St. Joseph's Catholic Church, Knights of Columbus, West Side Polish-Am- erican Citizens Club, South End Club, Pennsalt Club, a past president of the Eagles and a past president of the United Mine Workers Local 12100. Additional material pertaining to Mr. Copeland has been placed with the Wyandotte Museum. The William Copeland Collection covers the period from 1966 to 1970.     Navy and Coast Guard Ships Associated with Service in Vietnam and Exposure to Herbicide Agents Background This ships list is intended to provide VA regional offices with a resource for determining whether a particular US Navy or Coast Guard Veteran of the Vietnam era is eligible for the presumption of Agent Orange herbicide exposure based on operations of the Veteran’s ship. According to 38 CFR § 3.307(a)(6)(iii), eligibility for the presumption of Agent Orange exposure requires that a Veteran’s military service involved “duty or visitation in the Republic of Vietnam” between January 9, 1962 and May 7, 1975. This includes service within the country of Vietnam itself or aboard a ship that operated on the inland waterways of Vietnam. However, this does not include service aboard a large ocean- going ship that operated only on the offshore waters of Vietnam, unless evidence shows that a Veteran went ashore. Inland waterways include rivers, canals, estuaries, and deltas. They do not include open deep-water bays and harbors such as those at Da Nang Harbor, Qui Nhon Bay Harbor, Nha Trang Harbor, Cam Ranh Bay Harbor, Vung Tau Harbor, or Ganh Rai Bay. These are considered to be part of the offshore waters of Vietnam because of their deep-water anchorage capabilities and open access to the South China Sea. In order to promote consistent application of the term “inland waterways”, VA has determined that Ganh Rai Bay and Qui Nhon Bay Harbor are no longer considered to be inland waterways, but rather are considered open water bays.

The book covers the period from the time when the United States began moving from an advisory role into one of active involvement to just before the time when the United States gradually began disengaging from the war. The final scene is the successful air campaign conducted during the Communists’ siege of the Marine camp at Khe Sanh. While the actual siege lasted from late January to the middle of March 1968, enemy preparations for the encirclement-greatly increased truck traffic and enemy troop move- ments-were seen as early as October 1967. A subsequent volume in the Southeast Asia series will take up the story with the Communists’ concurrent Tet offensive during January and February 1968.
