DEAD SEA SCROLLS While the Dead Sea Scrolls are generally associated with Qumran, properly they also cover discoveries from approximately a dozen other sites in the desert wilderness surrounding the Dead Sea, such as those at Naal ever, Murabbaat, and Masada. The approximately 930 MSS from Qumran were penned from the 3rd c. BC through the 1st c. AD. The Masada texts include Jewish scrolls from the time leading up to the Roman conquest (AD 73) and subsequent Roman documents. The finds at Naal ever and Murabbaat include documents from the time of the Bar Kokhba revolt (AD 132–135). Other Bar Kokhba era documents are known from Ketef Jericho, Wadi Sdeir, Naal Mishmar, and Naal eelim (see DJD 38). For a full accounting, see the lists by Tov under “Bibliography” below.   • The Palestinian Dilemma
    EVALUATING PEACE EDUCATION IN THE OSLO/INTIFADA GENERATION: AN IMPACT STUDY OF SEEDS OF PEACE 1993-2010 BY Ned Lazarus ABSTRACT Since 1993, several thousand Israeli and Palestinian youth have participated in 12 summer “coexistence” programs in North America. The programs espouse a common theory of change: that an experience of dialogue in an idyllic American setting will inspire youth to return to the Middle East as aspiring peacemakers. This dissertation provides the first large-scale, long-term empirical assessment of that theory, by tracking the peacebuilding activity of all 824 Israeli and Palestinian graduates of SOP's first decade of operation (1993- 2003), and complementing this with qualitative research on more than 100 adult graduates (ages 21-30). The longitudinal framework assesses fluctuations in activity over time, highlighting the influence of changing personal, organizational, and political contexts. Key findings include that more than half of alumni engaged in peacebuilding during high school; that compulsory Israeli military service discouraged activity among both Israeli and Palestinian graduates; that nearly one-fifth of alumni engaged in peacebuilding as adults; and that extensive follow-up programming was essential for sustaining long-term commitments to peacebuilding. The study concludes that the international intervention structure embeds an effective educational model in a problematic organizational model. While providing an unprecedented evaluation of a popular peace education approach, this study tells the stories of a pivotal generation: Palestinians and Israelis who entered adolescence at the hopeful dawn of the Oslo peace process, to emerge as adults in an era of intifada and “separation.” 1 ACKNOWLEDGMENTS This dissertation is the culmination of a journey of eight years of practice, and seven years of research, study and writing.

    Columbia University Graduate School of Arts and Sciences Human Rights Studies Master of Arts Program Silencing “Breaking the Silence”: The Israeli government’s agenda respecting human rights NGOs activism since 2009 Ido Dembin Thesis Adviser: Prof. Yinon Cohen Submitted in partial fulfillment of the requirements for the degree of Master of Arts 12 September, 2018 Abstract This research examines a key aspect in the deterioration of Israeli democracy between 2009-2018. Mainly, it looks at Prime Minister Benjamin Netanyahu's Right-wing governments utilization of legislative procedure to limit the right to free speech. The aspects of the right to free speech discussed here pertain to dissenting and critical activism against these government’s policies. The suppression of said right is manifested in the marginalization, delegitimization and ultimately silencing of its expression in Human Rights NGOs activism. To demonstrate this, the research presents a case study of one such NGO – “Breaking the Silence” – and the legal and political actions designed to cause its eventual ousting from mainstream Israeli discourse. The research focuses on the importance and uniqueness of this NGO, as well as the ways in which the government perceives and acts against it. First, it analyzes the NGO’s history, modus operandi and goals, emphasizing the uniqueness that makes it a particularly fascinating case. Then, it researches the government’s specific interest in crippling and limiting its influence. Finally, it highlights the government’s toolbox and utilization thereof against it. By shining a light on this case, the research seeks to show the process of watering down of a fundamental right within Israeli democracy – which is instrumental to understanding the state’s risk of decline towards illiberal democracy.

The price for the deal was not disclosed but is widely reported to be $2.2 billion. A statement from the group said the deal will be financed through a capital increase of Banijay Group and debt. On closure, subject to regulatory clearances and employee consultations. Post-closing, the combined group will be majority owned (67.1%) by LDH, the holding company controlled by Stephane Courbit's LOV Group, and Vivendi (32.9%), which invested in Banijay in 2014. The merged group said it will own almost 200 production companies in 23 territories and the rights for close to 100,000 hours of content, adding that total pro-forma revenue of the combined group is expected to be €3 billion ($3.3 billion) this year. Endemol Shine Group is jointly owned by Disney, which acquired its 50% stake as part of its acquisition of 21st Century Fox last year, and funds managed by affiliates of Apollo Global Management. Endemol Shine has 120 production labels and owns 66,000 hours of scripted and non- scripted programming and over 4,300 registered formats. Our analysis Endemol Shine Group has been up for sale since last year, and Banijay Group appears to be have been the only potential buyer to have made an offer, despite reported interest from All3Media, RTL Group-owned Fremantle and others.

While digital media provide public service broadcasting (PSB) institutions with new opportunities for meeting their public commitments and maintaining their relevance in national media systems, PSB is also faced with additional challenges. One of these is the tension between public service values on the one hand and digital technologies and practices on the other. In this article we discuss how Finnish and Israeli PSB managers and producers perceive the opportunities and challenges of multi-platform production. In both countries public service broadcasting is striving for public legitimacy and relevance in a changing technological environment. However, the two countries currently find themselves at quite different stages: Israel has a struggling public service agency, while Finland boasts a strong broadcasting company. Es präsentiert zunächst eine breite theoretische Konzeptualisierung der Selbstzensur und konzentriert sich dann auf seine mediale Praxis. Als Fallstudie wurde die Darstellung des Zweiten Libanonkrieges in den israelischen Medien untersucht. Um Selbstzensur als einen der Gründe für die Dominanz hegemonialer Erzählungen in den Medien zu untersuchen, führten die Autoren Inhaltsanalysen und Tiefeninterviews mit ehemaligen und aktuellen Journalisten durch. Die Ergebnisse der Analysen zeigen, dass israelische Journalisten die Selbstzensur weitverbreitet einsetzen, ihre Motivation, sie zu praktizieren, und die Auswirkungen ihrer Anwendung auf die Gesellschaft. Abstract: This article describes the characteristics of self-censorship in general, specifically in mass media, with regard to narratives of political violence, including motivations for and effects of practicing self-censorship. It first presents a broad theoretical conceptualization of self-censorship, and then focuses on its practice in media. The case study examined the representation of The Second Lebanon War in the Israeli national media. The authors carried out content analysis and in-depth interviews with former and current journalists in order to investigate one of the reasons for the dominance of the hegemonic narrative in the media – namely, self-censorship. Indeed, the analysis revealed widespread use of self-censorship by Israeli journalists, their motivations for practicing it, and the effects of its use on the society.

This report covers all activities over the last year within every unit, including relevant data, trends, special events and more. It is a great opportunity for us to extend our thanks to all of NATAL's staff, therapists, and volunteers who have all done some very impressive work and continue to exhibit great professionalism and commitment to NATAL's mission. Over the past year the wave of terror attacks which began as indiscriminate stabbings across the country grew to include two serious shootings in central Tel Aviv and claimed the lives of many civilians, while simultaneously leaving many more wounded both in body and soul. During these times NATAL operated within its emergency mode, with the Helpline operating 24/7 in order to answer the great influx of callers seeking support. At the same time we unveiled NATAL's new online chat service which similar to the Helpline, is operated by a group of dedicated and trained volunteers. This year NATAL established its first Public Advisory Board, led by former IDF Chief of Staff, Major General (Res) Benny Gantz. The board includes prominent Israeli public figures, artists, journalists and representatives of students and youth in Israel. The purpose of the Public Advisory Board is to accompany NATAL as it continues to fulfill its mission within Israeli society, to help and raise awareness about the issue of trauma due to terror and war, and to support NATAL's position as a leading professional knowledge center in the world.
