Introduction 1.1. Background BHP Billiton Iron Ore Pty Ltd (BHP Billiton) currently operates a number of Iron Ore mines and associated rail and port infrastructure within the Pilbara region of Western Australia (WA). Current mining operations include the: Newman Joint Venture (NJV) hub located approximately two kilometres (km) west of Newman Township and consists of Mount Whaleback, and Orebodies 29, 30 and 35 Mining Area C located approximately 90 km north west of Newman Township; Wheelarra Hill (Jimblebar) Mine, Orebody 18 and Orebody 31 are located approximately 35 km east of Newman Township; Eastern Ridge hub located approximately 5 km east of Newman Township and consists of Orebodies 23, 24, 25 and 32; and Yandi Mine located approximately 100 km north west of Newman Township. Ore from the NJV hub, Mining Area C, Eastern Ridge, Wheelarra Hill (Jimblebar) and Yandi mining operations is transported to Port Hedland via the BHP Billiton Newman to Port Hedland Mainline (and associated spur lines). Ore is then shipped out through Port Hedland at the BHP Billiton facilities at Nelson Point and Finucane Island. BHP Billiton is proposing to construct a package wastewater treatment plant (WWTP) and irrigation system for the expansion of Mulla Mulla Village from a 500 to a 3,000 person camp (the Project). The Project is located approximately 100 kilometers (km) to the north west of the town of Newman and approximately 2.5 km to the east of Great Northern Highway in the Pilbara region of WA (Appendix 2B: Attachment 2). The new package WWTP will service the 2,500 person expansion while the existing Biomax system will continue to operate and service the existing 500 rooms following the construction of the new WWTP. Mulla Mulla Village is currently approved under Ministerial Statement (MS) 491 and operated in accordance with Environmental Licence L7851/2002/6 (Appendix 2D: Attachment 4a). Following construction of the Project L7851/2002/6 will be amended to allow the operation of the new WWTP. 1.2. Purpose of this Document BHP Billiton is seeking a Works Approval to construct a 2,500 person package wastewater treatment plant (WWTP) and irrigation system for the expansion of Mulla Mulla Village from a 500 to a 3,000 person camp. This supporting document has been prepared to provide supplementary information to the “Application form: Works Approval / Licence / Renewal Amendment / Registration” for the proposed Project as required under Section 53 of the Environmental Protection Act, 1986 (EP Act). BHP Billiton commits to undertake the Project in accordance with the details set out in Table 1. BHP Billiton will confirm compliance with the Project (as detailed in Table 1) in the compliance document using the template provided (Appendix 1). If a change to the Project as outlined in this document is required BHP Billiton will communicate the change to the DWER and detail the change in the Compliance Report. 1.3. Premises 1.3.1. Location The proposed new WWTP will be constructed immediately south of the existing Mulla Mulla Village approximately 100 km north west of Newman in the Pilbara Region of Western Australia (Appendix 2B: Attachment 2). 1.3.2. Tenement Details The proposed new pipeline will be situated within Mineral Leases ML249SA and ML281SA. 1.3.3. Local Government The Project is located within the Shire of East Pilbara. Proponent This works approval application has been submitted by BHP Billiton as the manager for the Mount Goldsworthy Mining Associates Joint Venture, who owns Mining Area C (MAC).
