SIR, I have the honour to submit the Twelfth Annual Report on the Births, Deaths, and Marriages registered in Northern Ireland during the year 1933, together with Abstracts of the particulars of such registrations. The Abstracts have been prepared for presentation to Parliament, pur­ suant to the provisions of statutes governing the registration system. The Report gives information regarding the administration of the Registration, etc., Acts, and draws attention to the salient features of the vital statistics contained in the Abstracts; figures relating to previous years are included for purposes of comparison. Information is also given relating to migration, the weather, and vaccination.

I beg to acknowledge the valuable assistance rendered by the Chief Medical Officer of the Ministry of Home Affairs, who has advised on certain aspects of the Report. SECTION I.—ADMINISTRATION. 1. introductory.—The administrative functions of the office of the Registrar-General comprise the registration of births, deaths, marriages, vaccinations, and adoptions, and the provision or supervision of machinery for dealing with preliminaries to marriages other than those according to the rites of the Roman Catholic Church. Certain of the aspects of the work incidental to the discharge of these functions are dealt with in the following paragraphs. 2. Local Organisation.—The staff of local officers engaged in regis­ tration consists of— 27 Registrars of Marriages other than Roman Catholic; 27 Superintendent Registrars of Births, Deaths, and Roman Catholic Marriages; and 179 Registrars of Births, Deaths, and Roman Catholic Marriages. Each of these officers appoints an Assistant or Deputy. The numbers of appointments made to fill vacancies occurring amongst these officers in 1931, 1932, and 1933, were as follows:—

3. Licensers of Marriages.—The Bishops of the Church of Ireland, and the Presbyteries in the case of the Presbyterian Churches, are authorised to appoint persons to issue licences for marriages. Each person so appointed is under bond to the Registrar-General for the due discharge of his duties. The number of Licensers of the Church of Ireland holding office at the end of the year 1933 was 72, the number of appointments made during the year being 9. The corresponding figures for 1932 were 71 and 5 respectively. Licensers of the Presbyterian Churches holding office at the end of 1933 numbered 124, the number of appointments made during the year being 8. The corresponding figures for 1932 were 124 and 3 respectively 4. Buildings licensed or registered for marriages.—The numbers of places of worship (other than those belonging to the Roman Catholic 0 Report—198S. 5. Offences against the Acts.—Cases of failure to register births or deaths within the statutory time are as a rule dealt with by allowing the parties concerned to effect late registration, and cases of inaccurate information by allowing amendment. There were, however, two cases in 1933 in which prosecutions were instituted through the Chief Crown Solicitor against persons for offences against the Acts, In one of these cases a father was charged with failure to register the birth of his child, and he was given the benefit of the Probation of Offenders' Act on payment of costs of Court. In the other, in which a woman was charged with falsely registering as her own, a child of whom she had charge, a recorded sentence of two months' imprisonment was imposed, and the defendant was bound to the peace for two years. 6. State of Registration.—The registration of births or deaths which have not been recorded within a year of their occurrence can be effected only on the authority of the Registrar-General. During the year 1933 authority was granted for the registration of 105 births and 13 deaths. In 1932 the registration of 126 births and 35 deaths was authorised. As recorded in previous reports it is apparent that the state of registration leaves much to be desired. In this matter experience suggests that to some extent members of the Public fail to realise the need for registration of births and deaths immediately following their occurrence. In such cases the failure to register is often disclosed some years after the event, when the need for a copy of a birth or death entry arises. Evidence available indicates that during the present century alone some thousands of births and deaths have escaped registration. Those which have come to notice have been registered upon the special authority of the Registrar-General with the co-operation of the parties concerned, and only in the event of the responsible parties proving recalcitrant are any measures, such as prosecution or threats of prose­ cution, employed. In these circumstances, perhaps, merely a greater measure of publicity is needed to ensure that many of the omissions of the past are rectified. Given such a measure of publicity as will lead to a greater apprecia­ tion of the need for prompt and accurate registration, it is apparent that a forward move of great value to the individuals and to the State can be made within the ambit of existing legislation. It is the aim of Report—1^88. 7 the Registrar-General's Office to ensure the maintenance of more reliable records for the many purposes for which, in these days of development of social services, etc., they are essential.

7. Legitimacy Act (N.l.)f 1928.—Under this Act an illegitimate child whose parents have married is, subject to certain conditions, legitimated, and the Registrar-General is empowered to authorise the re-registration of the birth. During 1933 the re-registration of the births of 64 children was authorised under the Act, the figures for 1931 and 1932 being 83 and 81 respectively.

8. Adoption of Children Act (N.l.)i 1929.—A Register of Children adopted under the provisions of this Act is kept in the General Register Office, to which the Adoption Orders made by the Courts are communi­ cated. A certified copy of an entry in this register is evidence of adoption, and is also evidence of the date of birth, if that date is recorded in the entry. The children whose adoptions were recorded in the Adopted Children Register during 1933 numbered 72, Between the commencement of the Act (1st July, 1930) and 31st December, 1931, the number recorded was 48, while 55 were recorded in 1932,

9. Searches and Certificates.—The original records of births, deaths, and marriages registered in Northern Ireland are, in general, in the custody of local registration officers, who issue annually therefrom many thousands of certificates. The Head Office copies of these records for the years prior to 1922 are still in the hands of the Registrar-General, Dublin. An indication of the extent to which Government Departments and the public have utilised the facilities for searching in the indexes and obtaining certificates from records in the General Register Office for Northern Ireland is afforded by the following table:—

SECTION II.—STATISTICS. 1. SUMMARY OF REGISTRATION.

1. Introductory.—The statistics of births and deaths for the year 1933 already published in the Registrar-General's weekly and quarterly returns are provisional, being based on numerical returns furnished by 8 Report—1988. the Registrars. The figures, however, in this Report are based on copies of the actual entries of births and deaths furnished to this office quarterly, and may therefore be regarded as final. More comprehensive statistics derived from registration and census records appear in the "Registrar-General's Review of Vital Statistics of Northern Ireland and Life Tables (1926)," published in September, 1931. The value of the statistical information concerning deaths contained in the Registrar-General's Annual Reports and other publications is to a large extent dependent on the degree of care and accuracy with which the members of the medical profession enter the required particulars on the form of medical certificate of the cause of death. The particulars so given are incorporated in the death entries, and thus in every case in which a person had been attended in his or her last illness by a medical practitioner, the medical certificate given by the latter forms the basis upon which the cause of death is classified. As to cases of deaths in which the person had not been medically attended in his or her last illness, and no inquest had been held, the cause of death is entered in the register from such information as the informant of the death can supply to the Registrar. (See para. 16, page 21, as to uncertified deaths.) For the purpose of the Registrar-General's Annual Reports the classifications adopted are those shown in the "Manual of the Inter­ national List of Causes of Death, as adapted for use in England and Wales, Scotland, and Northern Ireland," published by H.M. Stationery Office. Abstract VII shows the deaths classified under the headings of the International Intermediate List (slightly amplified in the case of tuberculosis), while the causes shown in Abstract V, and certain of the tables in the text, are in accordance with the International Abridged List. The reference numbers given for the diseases in the tables and abstracts are those of the Detailed International List, and the numbers of the Intermediate List are also shown in the case of Abstract VII. Throughout the Report births and deaths have been allocated to the district of normal residence; thus, births have been assigned to the districts containing the normal residence of the parents, and deaths to the districts containing the normal residence of the deceased persons. In the tables and abstracts, dots (.) are used to indicate nil (0), and dashes (—) are used to indicate that information cannot or is not intended to be given. 2. Marriages, Births, and Deaths Registered.—The results of the year's registration show increases in the marriage and death rates, and a decrease in the birth rate. The birth rate is the lowest recorded for Northern Ireland as a separate administrative unit.

3. Vaccinations. — As returned by the Registrars, the Successful Primary Vaccinations during the year numbered 20,497, the number of births registered during the year being 24,601. The number of Successful Primary Vaccinations is thus about 83 per cent, of the total number of births registered, which is the same as in 1932. DIAGRAM I.—NORTHERN IRELAND. §2. MARRIAGES. 1. Number and Rate.—^Marriages registered during the year numbered 7,630, the rate being 6.00 per 1,000 of the estimated population. This rate is 0.49 above that for the year 1932. It will be observed from Diagram I that the marriage rates in Northern Ireland have remained remarkably steady throughout the period 1901 to 1933, except for fluctuations during and immediately following the Great War. 2. Method of Celebration.—Table B shows for Northern Ireland the marriages registered during the period 1923 to 1933 according to methods of celebration. The most notable feature of this table is the tendency of marriages taking place "in Registrars' offices" to increase. In the year under review these marriages represented 7.7 per cent, of the total marriages, as compared with about 4.5 per cent, in 1921. In 1933 an increase in the number of Church of Ireland marriages is noticeable, and a more marked increase in the case of Roman Catholic marriages. 3. Civil Conditions.—Of the total marriages, 90.4 per cent, were of bachelors and spinsters, 6.6 per cent, were of widowers and spinsters, 1.5 per cent, were of bachelors and widows, and 1.5 per cent, were of widowers and widows. Thus 8.1 per cent, of the men married were widowers and 3.1 per cent, of the women married were widows; in 10 out of every 100 marriages, one or both of the contracting parties had been married before. 4. Marriages in each Quarter.—Of the total marriages registered, 18.8 per cent, were in the first quarter of the year, 25.9 per cent, in the second, 29.5 per cent, in the third, and 25.8 per cent, in the fourth. 5. Marriages of Minors.—Of the males married during the year, 3.4 per cent, were under the age of 21 years, and of the females, 13.7 per cent. 6. Signatures by "Mark."—Of the husbands, 98.0 per cent, signed the marriage registers or certificates by writing their names and the remainder signed by "mark," while 99.0 per cent, of the wives wrote their names and the remainder signed by "mark." 10 Report—198S. §3. BIRTHS.

1. Number and Rate.—The births registered during the year num­ bered 24,601, a decrease of 506, or 2.0 per cent., as compared with the previous year. The birth rate was 19.4 per 1,000 of the estimated population, being 0.5 below the rate for the previous year. An examin­ ation of Diagram I reveals that the birth rate in Northern Ireland has fallen gradually over the past thirty years, with the exception of the war years and the period immediately following, when violent fluctuations in the rate were experienced. The rate for 1933 is the lowest recorded for Northern Ireland since 1901, but is still the highest in the British Isles.

2. Proportion of Males to Females.—The proportion of male births to every 1,000 female births was 1,058. The corresponding proportions for each of the years 1928-32 were 1,073, 1,055, 1,038, 1,052, and 1,052 respectively. In the case of illegitimate births there were 1,055 males to every 1,000 females.

3. Births in each Quarter.—Of the total births registered, 24.9 per cent, were in the first quarter of the year, 26.8 per cent, in the second, 25.5 per cent, in the third, and 22.8 per cent, in the fourth.

4. Multiple Births.—Of the 24,601 children whose births were regis­ tered during the year, 24,073 were single children, 522 were twins, and 6 were triplets. Still-born children not being registered in Northern Ireland, a birth of one live child and one still-born child is regarded as a single birth, and a birth of two live children and one still-born child as a twin birth, and so on. 5. County and Urban and Rural Birth Rates.—Table D shows the birth rate experienced in each County and County Borough in Northern Ireland during the year, and also the rates for the aggregates of Urban and Rural Areas. From this it will be seen that Londonderry Co. Borough again experienced the highest birth rate and Co. Fermanagh the lowest. The rate for the aggregate of Urban Areas exceeded that for the Rural Areas.

§4. DEATHS. 1. Number and Rate.—The deaths registered during the year num­ bered 18,154, an increase of 342, or 1.9 per cent., as compared with the previous year. The death rate was 14.3 per 1,000 of the estimated population, being 0.2 above the rate for 1932. Diagram I exhibits the general downward trend of the death rate in Northern Ireland during the period 1901 to 1933. Of the total deaths, 8,957 were of males and 9,197 were of females, the equivalent annual death rates being 14.5 and 14.1 per 1,000 of the male and female estimated populations respectively. 12 lteport—lQ33,

2. Deaths in each Quarter. — The deaths registered in the four quarters of the year give equivalent annual death rates of 19.6, 13.0, 11.0, and 13.5 in the March, June, September, and December quarters respectively.

3. Deaths in Institutions. — The numbers of deaths occurring in institutions in each of the years 1924-33 are shown in Abstract IX. 25.3 per cent, of the deaths registered in 1933 took place in institutions (2.4 per cent, in public mental hospitals, 10.9 per cent, in workhouses and workhouse hospitals, 3.8 per cent, in district hospitals, and 8.2 per cent, in other hospitals and infirmaries), and the remaining 74.7 per cent, occurred "at their own homes, etc," It will be observed from Abstract IX that the percentage of deaths taking place in institutions has risen from 17.0 in 1924 to 25.3 in 1933. These figures may be regarded as an index to the increasing tendency of the people to resort to institutions in cases of serious illness. The numbers of deaths taking place in District Hospitals, which have increased from 276 in 1924 to 688 in 1933, are, no doubt, also affected by this tendency, but here the increase is mainly to be attributed to the increased number of these institutions which have replafced Workhouse Infirmaries.

4. Standardised Death Rates.—In Table E of this report standardised death rates for Northern Ireland have been calculated to correct for variations in age and sex distribution of the population, thus enabling more reliable comparisons to be made with the mortality rates, similarly standardised, experienced in other countries. As mortality is highest in infancy and old age, and generally higher in the male than in the female sex, one population, as compared with another, may be much more favourably constituted as regards age and sex, and the real difference in mortality between them thus obscured if only crude rates are compared. The standardised death rate for a community, as calculated in this report, is the death rate that would emerge if the mortality rates of that community, at various ages and sexes, were to prevail in a population selected as being of standard age and sex distribution. The standard population adopted is that of England and Wales in 1901, and since this population is also used as standard by the Registrar- General, England and Wales, it is possible to show comparable death rates between that country and Northern Ireland (see Table E). The actual method of calculating the standardised rates, which is also that used by the Registrar-General, England and Wales, is fully described in his Annual Reports for the years 1911 (pages xxvii-xxxi) and 1913 (page xx). From Table E it will be seen that the crude death rates are reduced to a greater extent by standardisation in the case of Northern Ireland than in the case of England and Wales. This is, of course, to be expected, since the proportion of children and aged persons is appreci­ ably higher in Northern Ireland. Perhaps the most noticeable feature of the comparison of standardised rates is the relatively high rates for females in Northern Ireland, these rates being on an average in the years 1926-33 about 95 per cent, of the males rates, whereas the corresponding ratio for the England and Wales rates is only about 81 per cent. 5. Proportion off Deaths from the Principal Causes.—Table F shows the deaths from the principal causes as proportions per 1,000 of the total deaths in certain age groups. It will be seen from this table that heart disease bears the greatest proportion to the total deaths at all ages, which is the usual experience; and that the deaths from this cause occur mainly among persons of fairly advanced ages. The proportions are high also for cancer, tuberculosis, cerebral haemorrhage, pneumonia, bronchitis, and congenital debility, etc. At ages under one year, apart from developmental and wasting diseases, the highest proportion of deaths is caused by pneumonia, diarrhoea and enteritis, whooping-cough, and bronchitis. Between the ages of one and ten the highest proportions are caused by the common ijifectious diseases, pneumonia, tuberculosis (the deaths from which are mainly due to tuberculosis of the central nervous system), violence, and the digestive diseases. It is noteworthy that violence is usually prominent as a cause of death at these ages, and particularly at the ages between five and ten, most of such deaths being due to burns, scalds, or motor accidents. Between the ages of ten and thirty-five, tuberculosis (principally of the respiratory system) causes by far the largest proportion of deaths. From age thirty-five onwards, heart disease, cancer, cerebral haemorrhage, tuberculosis, bronchitis, influenza, pneumonia, and nephritis are responsible for the largest proportion of the total mortality. Tables G and H show for each of the principal causes the numbers of deaths and the death rates for each year since 1924, together with corres­ ponding particulars for the Irish Free State in respect of the year 1933.

6. Deaths ffrom Epidemic Diseases.—The numbers of deaths from typhoid and paratyphoid fevers, measles, scarlet fever, diphtheria, and influenza show an increase when compared with the numbers registered in 1932; but decreases are shown in the deaths from whooping-cough and diarrhoea under 2 years. 7. Influenza.—The deaths from influenza during the year numbered 872, giving a rate of 0.69 per 1,000, compared with a rate of 0.36 for the year 1932. The epidemic which occurred in the first quarter of the year, had the effect of almost doubling the death rate from this disease. 8. Tuberculosis.—Deaths from all forms of this disease show an in­ crease of 3.3 per cent, on the number registered in the year 1932. The death rate from this cause of 1.15 per 1,000 is 0.03 above the rate for 1932. Diagram II shows that the death rate in Northern Ireland from all forms of tuberculosis has declined very steadily from 1901 to 1933. The only material break in the general trend of improvement occurs during the period covered by the war years, and it will be noticed from the diagram that this rise in the rate was experienced in all other parts of the British Isles. The crude death rate in Northern Ireland from this disease in 1933, whilst slightly lower than that for the Irish Free State, is still higher than the corresponding rates for England and Wales, and Scotland. From Table F it will be seen that tuberculous diseases have caused more than 400 deaths in every 1,000 between the ages of 15 and 25, and over 300 per 1,000 between 25 and 85. Further, from Abstract VII it appears that nearly one-half of the deaths from all forms of tubercu­ lous disease during 1933 occurred between the ages of 15 and 35. It is noteworthy, however, that the proportion of deaths from this disease during the year at ages under 35 shows a reduction as compared with the figures of recent years, the proportion occurring at ages of 35 and over showing a corresponding increase. Tuberculosis is in general much more prevalent in the cities and towns than in the country districts. In 1933 the rate per 1,000 for all urban areas was 1.38 and for rural areas 0.93, The rates in 1932 were 1.30 and 0.95 respectively. Tuberculosis of the respiratory system accounted for 74 per cent, of the total deaths from tuberculosis. The death rates from cancer among males and females in 1933 were 1.12 and 1.28 per 1,000 respectively; the male rate thus being 88 per cent, of the female rate, as against 84 per cent, in 1932. The most frequent sites of fatal cancer among males during the year were stomach, 191; intestines, 98; and rectum, 54. Among females the most frequent sites were stomach, 190; breast, 123; uterus, 107; intestines, 105; and liver and gall-bladder, 56. Particulars regarding age, sex, and parts affected, of persons whose deaths were attributed to cancer, appear in Table L. 10. Cerebral Haemorrhage, etc.—The deaths assigned to this heading numbered 1,300, giving a rate of 1,02 per 1,000. This rate is 0,08 below that for 1932. Bronchitis.—The deaths from bronchitis during the year num­ bered 946, giving a rate of 0.74 per 1,000, which is 0.03 higher than the rate for 1982. 12. Pneumonia.—There were 1,178 deaths from pneumonia during 1933, the rate per 1,000 being 0.93, compared with a rate of 0.94 per 1,000 in 1932. 13. Pregnancy and dlildlUrth. — The mortality of women during pregnancy and childbirth is classified under two headings, namely— (1) puerperal diseases and accidents of pregnancy and childbirth, and (2) non-puerperal diseases or causes combined with pregnancy and childbirth. The causes of death shown in Table M are those to which the various deaths were assigned. From Table N it will be seen that the number of deaths from puer­ peral diseases and accidents of pregnancy and childbirth yielded the highest rate since 1926. An increase was also recorded in the rate for non-puerperal diseases associated with the puerperal state, and conse­ quently the rate for all deaths of women in pregnancy and childbirth was 0.26 above that for 1932, the rate for the year reaching the high figure of 6.63. Deaths frcwn Violence.— In some cases the cause of death as found by the coroner's is not sufficiently explicit to determine whether the death was due to murder, manslaughter, or to accidental causes, and steps are taken to obtain additional information from the Ministry of Home Affairs regarding all homicidal deaths that are dealt with by the Courts of Law. In the following table cases in which coroners' returned "open verdicts" are included under the head "Other Violent Deaths," but it is possible that a number of them were due to suicide. Among the 25 deaths so returned there were 16 cases (11 males and 5 females) in. which the coroners' juries returned a verdict of "found drowned.," Report~19SS. 21 Of the 97 deaths from bums and scalds, 51 were of children under 6 years of age. Ill-defined Causes of Death.—121 deaths have been allocated to this heading, as against 146 in 1932. Inquiries were sent to medical practitioners and coroners requesting further information as to 585 deaths, which appeared to have been indefinitely certified, representing 3.2 per cent, of the total deaths registered, and 517 replies were received, 467 containing such useful additional particulars as enabled those cases to be classified more precisely. 16. Uncertified Deaths.—l, 197 deaths were not certified, representing G.6 per cent, of the total deaths registered, there having been neither a medical attendant during the last illness nor an inquest held by a coroner. It will be seen from Table H that the percentage of uncertified deaths has been falling steadily over the past ten years, and that the percentage for the year under review represents a substantial decline on that for 1932. 65.1 per cent, of the uncertified deaths were of persons aged 65 years and upwards, and 12.0 per cent, were of infants under 1 year of age. The causes, ages, and sex of the persons whose deaths were registered as uncertified are given in Abstract VIII. 17. inquests.—The circumstances of 910 deaths were coi sidered by the coroners in 1933. Inquests were held in 530 of these cases, which represents one inquest for every 34 deaths registered. In 1932 the inquests numbered 471. 22 Report—1983. In Table P the number of cases referred to coroners in which inquests were considered unnecessary may be understated, as coroners may not always formally notify the Registrars of such cases. 18. Ages at Death.—15.7 per cent, of the total deaths registered were of children under 5 years of age, 43.5 per cent, were of persons aged 65 and upwards, 33.4 per cent, were of persons aged 70 and upwards, and 0.4 per cent, were of persons aged 95 and upwards. Among the deaths registered were 14 of persons whose ages at death were returned as 100 years or upwards. 6 of these deaths were of males and 8 of females. The ages of the males were given as—3 at age 100, 2 at 103, and 1 at 107. The ages of the females were—1 at age 101, 3 at 102, and 4 at 103. In the absence of complete public records for remote periods, verification of the ages of all very old persons is not possible. The ages in detail of the persons whose deaths were registered during the year are given by sexes and counties in Abstract VI.

19. Infant Mortality.—Deaths of infants under 1 year of age num­ bered 1,960, or 80 per 1,000 births registered, as compared with 83 per 1,000 in 1932. In 1938 and 1932 the rates for deaths of infants under 1 year of age were 64 and 65 per 1,000 births, respectively, for England and Wales; 81 and 86 for Scotland; and 65 and 72 for the Irish Free State. The deaths of infants under 1 year of age include 1,106 of males and 854 of females, the former number being equivalent to 87 per 1,000 births of males and the latter to 71 per 1,000 births of females. The corresponding rates for 1932 were 92 and 73 respectively. The infant mortality rate for the aggregate of the Urban Districts of Northern Ireland in 1933 was 93 per 1,000 births, and the rate for the aggregate of the Rural Districts was 63 per 1,000, the corres­ ponding rates for 1932 being 98 and 63 respectively. Table Q gives the infant mortality rates for Northern Ireland for each of the six years 1928-33, by causes of death and, for the last of these years, by sexes and age-periods. Table R compares the infant mortality rates for the aggregate of the urban areas with those for the aggregate of the rural areas of Northern Ireland. The differences usually found between urban and rural rates and between male and female rates are marked. The urban rates are, in general, appreciably in excess of the corresponding rural rates. Abstract V. gives the number of infant deaths, together with the number of births, for each urban and rural district of Northern Ireland. 20. Mortality among Illegitimate Children.—Deaths of illegitimate children under 1 year of age numbered 183 in 1933, which is equivalent to a rate of 148 per 1,000 of the illegitimate births registered, as com­ pared with 161 in 1932. The corresponding rate for legitimate children in 1933 is 76 per 1,000. Table S shows the deaths of illegitimate children by the principal causes in 1933, together with the mortality rates among illegitimate children for each of the years 1928-33. Most of these rates are considerably in excess of the corresponding rates for all children; particularly the rates for diarrhoea and enteritis, congenital debility, etc., premature birth, and inattention at birth. It should, however, be noted that the rates for some of the causes are based on very small numbers of deaths. The death rate among illegitimate children under 1 year of age in the Irish Free State in 1933 was 209 per 1,000 illegitimate births registered. §5. POPULATION. Estimates of the population of Northern Ireland, made for the pur­ poses of the Registrar-General's Annual Reports, are based upon the population as ascertained at the last census, and the numbers of births and deaths registered in the meantime, adjustments being made for migration to and from non-European countries, and for the movement of the military. Since particulars of migration between this country and other European countries (including Great Britain and the Irish Free State) are not recorded, adjustment on this account, to estimates previously prepared, can be made only when the succeeding census figures become available. Estimates of the population as at the middle of each of the years 1911 to 1933, arrived at in the foregoing manner, are shown in Abstract XI, and the crude rates in this Report for the country as a whole have been based upon these estimates. As regards divisions of the country, however, no estimates have been made, the 1926 Census figures being used for all rates shown for these areas. The latest enumerated population of Northern Ireland, obtained from the Census of 1926, is 1,256,561. The estimated population in the middle of 1933 was 1,271,000.

§6. MIGRATION. The returns of migration used for the purposes of the above popula­ tion estimates are those published by the Board of Trade, London, which give the numbers of British migrants between Northern Ireland and non-European countries. Thus, during the year 1933, there was a net movement of 1,440 persons into Northern Ireland. This net migration movement inwards was recorded in 1931 for the first time in the history of Northern Ireland as a separate administrative unit. Table T gives particulars of migration from 1924 onwards.

§7. THE WEATHER.

Reports on the weather experienced in Northern Ireland during each month of the year 1938, as furnished by the Director of the Meteoro­ logical Office, London, are published in the Quarterly Returns of Births, Deaths, and Marriages for that year. Table U of this report shows the Average Air Temperature, Rainfall, and Sunshine for Nor­ thern Ireland in 1933, and has been compiled from the tables published in the Quarterly Returns. In 1933 the rainfall was only about three-fourths of the normal amount, while the temperature on the whole was slightly in excess of normal. These features, however, were not accompanied by an excess of sunshine, the average of the daily means of which show no deviation from normal. The salient features of the year's weather, month by month, are given hereunder, January, though somewhat variable, was on the average cold, sunny, and dry. Gales were experienced on the 2nd and 3rd, and there was heavy rainfall at the end of the month, February was mild and unsettled during the early part of the month, and thereafter rather cold. Rainfall for the month was everywhere high, and sunshine was below normal. The most noteworthy feature of the weather of the month was the snowstorm on the 24th, which was accompanied by strong winds or gales from between south-east and north-east. March was exceptionally 28 Report—19S3. warm for the season, the mean temperature being well above the average. Sunshine was generally about normal, but in some districts there was a considerable excess. April was warm, dry, and dull. During the first three weeks anti-cyclonic conditions prevailed, with little rain, but from the 22nd to the end of the month the weather was unsettled. The weather of May was dull and warm, with rainfall about oormal. There was a pronounced deficiency of sunshine, the period 1st to 2ath being especially dull. June was a warm month, although slightly deficient in sunshine. Rainfall was below normal. Thunderstorms occurred on the 20th and also locally on the 17th and 22nd. The weather of July was notably warm and rather sunny. Rainfall was somewhat variable, but on the whole it was below normal. Pressure was abnormally high on the 3rd and 4th. On the latter date the reading at Malin Head was the highest recorded in the British Isles at this season since 1911. Thunder­ storms occurred on four days during the month. August was unusually warm and dry, the mean temperature for the month being above normal, and the rainfall totals everywhere well below normal. Good sunshine readings were obtained. The weather of September was noteworthy for its warmth, lack of rain, and abundant sunshine. The scarcity of rainfall was very marked, amounting at Armagh to only 6 per cent, of the normal rainfall, while measurable rain fell on only 6 days. The total sunshine recorded at this station was the highest for September since 1911. October was mild and dull, with abnormally low rainfall. In strong contrast to September, sunshine was everywhere deficient. The weather of November was distinguished by a lack of rainfall. The latter part of the month was particularly dry, little or no rain being recorded generally after the 20th. On the whole, sunshine aggregates exceeded the normal. December was characterised by anti-cyclonic dull weather, with a continuance of the deficiency in rainfall. Some stations registered less than half the normal rainfall for the month.
