Parks and Recreation Board Meeting Minutes – February 27, 2020 PARKS AND RECREATION BOARD MINUTES Joseph E. Johnston III Council Chambers 201 Howell Avenue, Brooksville, Florida 34601 February 27, 2020 5:15 P.M. The Parks and Recreation Board met with Chairperson Susan Rupe, and Board Members Richard Gant, Ashley Thomas and Mayor Joe Bernardini. Completing a Quorum. Absent was Vice Chairperson Darren McKethan, and Board Members Alan Garman and Frank Miller. Also Present was Angie Whisnant, Director of Parks and Recreation and Stacey Winchester, Recording Secretary. CALL TO ORDER The meeting was called to order by Chairperson Susan Rupe at 5:21 p.m. Followed by the Pledge of Allegiance. APPROVAL OF MINUTES January 16, 2020 minutes Motion: Motion was made by Mayor Bernardini and second by Board Member Gant to approve the January 16, 2020 minutes with the following changes: William Chatman, Jr. is to be removed as he is no longer on the board and Ashley Thomas is to be added as she was absent, but still a board member. Motion carried. OLD BUSINESS Chairperson Rupe turns meeting over to Angie Whisnant, Director of Parks and Recreation for general discussion of changes to Parks Rules and Regulations. Motion Motion was made by Mayor Bernardini and second by Board Member Thomas to review the next set of rules after this discussion before approaching city council with recommendations. Motion carried unanimously. NEW BUSINESS Batting Cages – There was a request to turn batting cages into tennis courts, however it’s not big enough for regulation size tennis courts. Discussion of turning batting cages into two Pickle Ball courts. WHEREAS, Ordinance No. 764 of the City of Brooksville Code of Ordinance provides for the adoption of rules and regulations as they relate to City parks or recreational areas. WHEREAS, on September 15, 2008, Council adopted Resolution No. 2008-19, adopting the rules and regulations of the City parks or recreational areas; and, WHEREAS, the Florida Legislature passed and the Governor signed into law, Chapter no. 2011- 109 which becomes effective on October 1, 2011, and imposes a financial penalty on governments, elected officials, or staff that adopt policies or take enforcement action violating the existing state law preemption of firearms and ammunition regulation; and, NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BROOKSVILLE, FLORIDA, that: SECTION 1: The Brooksville City Council hereby adopts the amended rules and regulations for the management and operation of the various parks or recreational areas under the responsibility of the Parks and Recreation Department of the City of Brooksville, as evidenced in “Exhibit A”, attached hereto. SECTION 2: It is the intent of this Resolution to repeal Resolution No. 2008-19 in its entirety and restate it as contained herein. SECTION 3: Penalties for violations of these Rules and Regulations are hereby established pursuant to said Code of Ordinances. SECTION 4: This Resolution shall take effect October 1, 2011, following its adoption. ADOPTED this 15th day of August, 2011. It had long been the desire of the City Council to construct an outdoor Recreation Facility that would provide the youth of Hernando County the opportunity to participate in sports. The Council believed that competitive participation in sports, promoted not only good sportsmanship, good citizenship, but above all good moral character. To this end, the City Council voted to develop the property, and through the cooperative efforts of

    THE COFFIN CORNER: Vol. 28, No. 2 (2006) WHEN HAVING A BETTER RECORD DIDN'T MEAN HOME FIELD ADVANTAGE, Part Two By Andy Piascik With the NFL-AFL merger in 1966 and the advent of the Super Bowl, pro football's postseason began to grow larger. Neither the NFL or AFL addressed the long-standing problem of how better to determine the home team in their respective Championship Games, however. In fact, almost another decade would go by until necessary changes were made. Instead, both leagues continued with the rotation system that had ruled pro football's postseason since 1933. And as happened so many times previously, the teams that finished with the best regular season record in both leagues in 1966, the Packers and the Chiefs, had to go on the road in the title games. Bucking the odds clearly established over the previous 33 years, both won. Even when the NFL realigned in 1967 and enlarged the playoffs, the same system was left intact. Again, evidence that something was amiss was immediately apparent. That year, the Rams finished 11-1-2 and won the Coastal Division of the Western Conference on the basis of a head to head tie-breaker over the Colts, who also finished 11-1-2. In the West's Central Division, meanwhile, the Packers finished first at 9-4-1. Despite their superior record and even though they had beaten Green Bay in their regular season meeting, the Rams had to travel to Wisconsin to play the Western Conference Championship Game. After beating the Packers two weeks earlier in Los Angeles, the Rams lost and went home while the Packers went on to win the Super Bowl.

Despite a challenging economy, the Walter Camp Football Foundation continues to thrive and succeed. We are thankful and grateful for the support of our sponsors, business partners, advertisers and event attendees. Tonight’s dinner sponsored by First Niagara Bank is the signature event for this All-America weekend along with being the premier college football awards dinner in the country. Since Thursday, the Walter Camp All-Americans, Alumni and major award winners have had a significant and positive impact on this city, its youth and the greater community. We remain committed to perpetuating the ideals and work of Walter Camp both on and off the gridiron. Our community outreach has included a Stay In School Rally for three thousand 7th and 8th graders at the Floyd Little Athletic Center, visits to seven hospitals and rehabilitation centers, and a fan festival for families and youth to meet and greet our guests. The Walter Camp membership congratulates the 2011 All-Americans and major award winners for their distinguished athletic achievements and for their ongoing commitment to service and to community.

  • 70 Years Ago, Nfl First to Retire a Number
    70 YEARS AGO, NFL FIRST TO RETIRE A NUMBER It is one of the greatest honors in professional sports -- the retirement of your uniform number. In 1935 -- 70 years ago -- the New York Giants retired the uniform number of receiver RAY FLAHERTY (No. 1), thus anointing the first professional athlete to have his name and number etched in eternity by his club. Since then, 122 players, plus the Seattle Seahawks by retiring the No. 12 to recognize their fans as their “12th man,” have had the honor bestowed upon them. This season, three men will be added to the fraternity -- Green Bay Packers’ great REGGIE WHITE (No. 92), San Diego Chargers Hall of Fame wide receiver LANCE ALWORTH (No. 19) and the Carolina Panthers’ late linebacker SAM MILLS (No. 51). When Green Bay President BOB HARLAN told White last year before the player’s death that his jersey would be retired, White emphasized how important it was to him. “He was thrilled,” says Harlan. “He kept saying what an honor that would be.” The Packers will conduct a halftime ceremony at their home opener on September 18 in which White will become the fifth Packer to have his number listed in the north end zone of Lambeau Field. On November 20, Alworth will join quarterback DAN FOUTS (No. 14) in having his number retired by the Chargers. “This is about as good as it gets,” says Alworth. “It’s a humbling experience.” The Carolina Panthers this summer honored Mills by retiring his No. 51 at halftime of their August 13 preseason game.
