NOTICE is hereby given that the Brooksville Park & Recreation Advisory Board will hold a public meeting on the 29th day of October, 2020 at 5:15 p.m. Due to the Federal, State, and the City’s Declaration (Proclamation) of a State of Emergency COVID-19, this Park & Recreation Advisory Board meeting will be held in accordance with Florida Department of Health and Centers for Disease Control and Prevention, and by use of communication media technology. (The public is advised to check the City website for up-to-date information on any changes to the manner in which the meeting will be held and the location.) Parks and Recreation Board Meeting Minutes – February 27, 2020 PARKS AND RECREATION BOARD MINUTES Joseph E. Johnston III Council Chambers 201 Howell Avenue, Brooksville, Florida 34601 February 27, 2020 5:15 P.M. The Parks and Recreation Board met with Chairperson Susan Rupe, and Board Members Richard Gant, Ashley Thomas and Mayor Joe Bernardini. Completing a Quorum. Absent was Vice Chairperson Darren McKethan, and Board Members Alan Garman and Frank Miller. Also Present was Angie Whisnant, Director of Parks and Recreation and Stacey Winchester, Recording Secretary. CALL TO ORDER The meeting was called to order by Chairperson Susan Rupe at 5:21 p.m. Followed by the Pledge of Allegiance. APPROVAL OF MINUTES January 16, 2020 minutes Motion: Motion was made by Mayor Bernardini and second by Board Member Gant to approve the January 16, 2020 minutes with the following changes: William Chatman, Jr. is to be removed as he is no longer on the board and Ashley Thomas is to be added as she was absent, but still a board member. Motion carried. OLD BUSINESS Chairperson Rupe turns meeting over to Angie Whisnant, Director of Parks and Recreation for general discussion of changes to Parks Rules and Regulations. Motion Motion was made by Mayor Bernardini and second by Board Member Thomas to review the next set of rules after this discussion before approaching city council with recommendations. Motion carried unanimously. NEW BUSINESS Batting Cages – There was a request to turn batting cages into tennis courts, however it’s not big enough for regulation size tennis courts. Discussion of turning batting cages into two Pickle Ball courts. WHEREAS, Ordinance No. 764 of the City of Brooksville Code of Ordinance provides for the adoption of rules and regulations as they relate to City parks or recreational areas. WHEREAS, on September 15, 2008, Council adopted Resolution No. 2008-19, adopting the rules and regulations of the City parks or recreational areas; and, WHEREAS, the Florida Legislature passed and the Governor signed into law, Chapter no. 2011- 109 which becomes effective on October 1, 2011, and imposes a financial penalty on governments, elected officials, or staff that adopt policies or take enforcement action violating the existing state law preemption of firearms and ammunition regulation; and, NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF BROOKSVILLE, FLORIDA, that: SECTION 1: The Brooksville City Council hereby adopts the amended rules and regulations for the management and operation of the various parks or recreational areas under the responsibility of the Parks and Recreation Department of the City of Brooksville, as evidenced in “Exhibit A”, attached hereto. SECTION 2: It is the intent of this Resolution to repeal Resolution No. 2008-19 in its entirety and restate it as contained herein. SECTION 3: Penalties for violations of these Rules and Regulations are hereby established pursuant to said Code of Ordinances. SECTION 4: This Resolution shall take effect October 1, 2011, following its adoption. ADOPTED this 15th day of August, 2011. It had long been the desire of the City Council to construct an outdoor Recreation Facility that would provide the youth of Hernando County the opportunity to participate in sports. The Council believed that competitive participation in sports, promoted not only good sportsmanship, good citizenship, but above all good moral character.
