The District Census Hand Book for each District containing all basic details of population for all villages and towns along with other administrative statistics, was first brought out by Census Organisation in 1951 and was pubu fished by the State Government. The contents of the Hand Book was improved upon during 1961 ; .and that the Hand Book was brought out in two volwnes, Volume-I showing all the Census Tables giving talukwise data with a narrative report and Volume-II containing villagewise and townwise population statistics known as "Primary Census Abstract". Statements of administrative statistics, ranging from fifty to seventy-five in number, classified under seven different sections, have also been included in the second volume of District Census Handbook. During 1971 Census, it was decided to improve the contents of the District Census Hand Book still further and continue this useful publication by the State Government. It has been decided to present the District Census Handbook in three parts during 1971. \ The 1971 District Census Handbook volumes, viz. Part-A Village and Town Directory and Part-B Primary Census Abstract have already been published. within about a year of the Censup; count.. Part-C of the District Census Hand book covers Census Tables (both Full count and Estimated), Computersied Tables on Village Directory and Primary Census Abstract data and as many as 68 Administrative Statistics Tables relating to the District. The basic statistical data of the District have been compiled from the materials collected from the different departments o,f the State and Central Governments, and Statutory bodies and Corporations;; The' present volume relates to Dharmapuri district which formed part of Salem disrtict during 1961 Census. In the year 1965, Salem district was bifurca ted into two districts by the Government of Tamil Nadu as Salem and Dharma puri. Statistics on various socio-economic factors of districts have assumed great importance in the present time, when we are ushering in planned develop ment at the District and State levels. These Statistics will certainly prove useful to Planners and Administrators. Further, with the help of the district level statistics provided here, structural changes that had taken place during the past decade as well as inter-regional disparties within the district, could also be gauged. There are nree sections in this part of the District Census Handbook Section-I contains thirty-three Census Tables on Full count and twenty six more tables based on estimation including appendices. BI 12-14-1A x All the tables and appendices of A-Series General Population Tables~ three full count tables and eight tables on estimation from B-Series-Economic Tables, two full count tables and seven tables based on estimation from C Series-Social and Cultural Tables, five tables based on estimation from D Series-Migration tables, the entire set of six full count E-Series-Establish ment Tables and three tables based on estimation from H-Series-Housing Tables" with their appendices according to the publication plan of 1971 census have been included in this volume. The Section-II consists of ten computerised tables on Village Directory and Primary Census Abstract data, while Section-III contains as many as sixty eIght tables on administrative statistics prepared from the material collected from various administrative departments of the Tamil Nadu Government and the Government of India, as well as from various statutory organisations. have been included in this volume. It was the original intention to include in this section of the District Census Handbook, as many as 153 tables on administrative statistics. But, due to a variety of reasons such as, non-availability of records due to efflux of time in certain departments, as well as due to some other administrative difficulties in compilation of statistics for some tables, it was felt that it would not be proper to withheld the publication of these sixty eight tables on administrative statistics,. which are already compiled. A list of such tables numbering eighty five has been given at the end of the introducutory note on administrative statistics. Madras. K. The EleventhPopulation Censusofrndia andth'}thirdafter Independence was condue ied in March-April, 1971. For the first time in the Census history, though 8. considerable part of the 1971 Census data has been processed on electronic computers, the manual sorting could not be a.ltogether avoided. For the purpose of providing the primary Census date and the data on Mothor Tongue, Religion and Scheduled Caste and SchEdulEd Tribe and broad Age-Groups, the individual slips were processed manually during 1971 CEnsus at the Regional Tabulation Offices as was done at the previous Censuses. The data pertaining to 20 per cent of the urban individual slips was punched and transferred on tomagnatictape and all the cross tabulations for the urban data are generated by proceslI ing it on electronic computers. The cross-tabulations of the rural data are derived from 10 per cent sample of the individual slips which were processed manually. The tabulation of the Houselist data was processed on 20 per cent sample basis. The Establishment Schedules were processed on full count basis. The data relating to the housing and establishments were processed on electronic computer. Thus, the 1971 Census was a pioneer in the introduction of sampling procedures to a considerable extent. Careful studies were made of the 1961 schedules as also the 1971 pre-test schedules before evolving the optimum sampling size and the procedurel'l, so as to yield data within a reasonable margin of error. It was decided to prepare a number of tables under the following series:- A-Sariea General Population Tables. 'B-Series Economic Ta.bles. O-Sarles Social a,nd Cultural Tables. D-Series Migration Tables. E-Series Esta.blishment Tables. F-Series Fertility Tables. G-Series Special Tables for Degree Holders and Technical Personnel. H-Series Housing Table!:;. It has been decided to publish 34 Census Tables on full count basis and 20 mare tables b;ised on estimation from ABCDE and F series with all their applndihces in the present vol. Primary Census Abstract has already been published in District Census Ifand Book Part-B volume. It should be mentioned here that Table B-III Part-A, though suggested to be prepared on a sample basis by Registered-General, India, Ta.mil Nadu has prepared the Tables on a full count basis. In the 1971 Census, an attempt has been made to collect on minute aspects of the population data in view of the growing need for basic data. It is in the field of economic qnestions that a significant departure has been made 8,t the 1971 Census. In the earlier Indian Censuses, income or economic independence was made the criterion for measuring the economy ofthe country. At the 1931 Ceu.'>us, an intermediate category of economic semi·dependence was introduced and it was called 'working dependent'. In 1941, this category was known as pa.rtly dependent and earning dependent in 1951. At the 1961, Cen>;utl, stress was laid on work so that all people who work, including family workers, ·wh.o twe not in receipt of any income, and or who cannot earn enough for their maintenance. could also be included as " workers" At the 1971 Census, the main activity of a person was first ascertained with reference to time spent basically as a " worker" and services or as a « non-worker". For regulal work in Industry, Trade or Service, the reference period was the week prior to the enumeration (a fortnight in 1961) and for sea.sonal work such as agriculliure, etc., the last one year. The person was ca~gorised according to the mam aOliivity re'liurned by an individual. Where a person was basically I) Ilon-worker such as a student or housewife, but did make some marginal contribut,ionli to 'Work, that secondary work w&srecorded in a separate question of the individual slip. 2 The distribution of population by broad industrial categories has been made on 1961 pattern e.wep~ for the fact that Category III of 1961 has been divided into two categories, viz., Category III-Workers in livestock, Forestrv, Fishing, Hunting, Plantation, Orchards and allied a.ctivities and Category IV- WorkeJ s in Mining and Quarrying. Ca.tegory IV of 1961, namely workers at household industry ha.s been brougH under Ca.tegory V, viz., workers in Manufacturing, Servicing, Repairing, etc. But the two are distinguished by suffies like "a." and" b" viz, Category V (a)-workers at household industry and Oa.tegory V (b)-Workers in manufacturing, etc., other than horsehold indt.stry. There is no other change to the remaining broad industrial categories of workers and non-wolkers except for the fact that ., business services" as also tea stalls and restaurants, which were included in Category IX at the 1961 Censu~ will now be included in Category VII, viz., workers in Trade and Commerce. It is a Census tradition to present data by Rural and Urban areas. Village or town is recognised as the basic area of habitation. In all Censuses throughout the world, this diohotomy of rural and ur ban areas is recognised and the data are generally presented for the rural and urba:a area.s separately. In the rural areas, the smallest areas of habitation, viz., the village, generally follows the limits of a revenue village that is recognised by the norma.l district administration. '.rhe revenue village need not necessarily be a single agglomera.tion of the ha bitations. But the revenue village has a de1i.ni1 e surveyed boundary and each village is a separate administrative unit. It may have on~ or lnore hamlets, J.'he entire revenue village is one unit. There may be unsurveyed villages within forests, etc. It is in defining the urban areas that several problems generally arise. However, br the 1971 Census, the definition adopted for an urban area generally fonows that of 1961, which is as follows :- (a) All places with a Municipa.lity, Corporation or Cantonment are notified town m'i'a. (b) All other places which satisfied the following criteria. :- (i) a minimum population of 5,000. (ii) atleast 75 per cent of the male working populaticR was non-a,gricultm,'l. (iii) a density of population ofatleast 400 per sq. km. (i.o.I,OOOper sq. mile.). The Director of CensuR of each State, is however, given some discretion in respect of some marginal cases, in consultation with the State Government, to inclUde some pl2,ces that has other distinct urban characteristics and toexdude undeserving ClM.ses. The pres()nt volume presents the district Census tables based on full count except Table C-V on Mother Tongue. Hou8el,old Indu8Iry.-'A houSehold)ndllstry' is defined in Census as an industry con ducted by the Head of the household himself/herself and/or mainly by the members of the household at home or within the village in rural areas and only within the premiH's of the house where the household lives in urban areas, The industry could not be run on the scale of a registered factory. 'B-I Part A-Workers and Non-workers accordilli to ma.in aotivity classified by se": and age-grOU1)s. This is a basic economio table compiled on a. cent percent basis and is similar to Table B-I of 1961. Da.ta. relating to the entire population are divided into two broad streamEi workers and non-workers. Workers are fW'ther olassified into nine industrial categories, based on 1Ihe olassification of industries in which they are employed. Data on total popu lation, total workers, workers under each industrial category and non-workers have been presented for eight broad age-grouns, viz., 0-14, 15-19, 20-24, 25-29, 30-39,40-49. lSO-59and60+, besides, 'Age not stated' and total of all age-groups. During 1961, only four broa.d age-groups were adopted and these were 0-14, 11'>-34, 35-59 and 60+. The a.ge-groups 15-34 and 35-59 of 1961 have been split up into six groups in 1971 and this is expeoted to be useful for research cOIUlected with demographic studies, as the age group 15-59 is mainly the working age-group. B-II-Workers and Non-workers in oities and non-city urban areas according to main acllivity classified by sex and age-groups. This table is similar to Table B-1 Part-A, with the difference that while B-1 Part-A presents data for total, rural and urban areas of each district, Table B-II confined to th~ presentation of data for Cities and towna besides Urban Agglomerations and districturban. This ta.ble like Table B-1 Part-A has also been prepared on a full count 'I;lasill. Since there are no urban agglomera.tion in Dharmapuri district, the table gives data for the seVeD towns in the distriot . It oorresponds to Table B-II of 1961. \ B-rn-Part A and B-Classification of Worker and Non-Workers according to )Mnc aotivity by Educa.tional levels in Urban and Rural Areas. This tahle presents the level of litracy tamong each category of worker and non- worker in the Urban Meas sepa.ra.tely~ The term "litera.te" in Census denotes any person who is able to read and write even a. simple letter. In Part A, the literates ha.ve been classified into 9 Major classification. viz., Literate (without educationallevel), Pri mary, Middle, Matriculation or Higher Secondary. Non-Technical Diploma or Certificate not equal to Degree, Technical Diploma or Certificate not equal to Degree, Graduate Degree other than Teohnical Degree, Post Graduate Degree other than Technical Deglee and Technica.l Degree or Diploma. equal to Degree or Post Graduate Degree. The last mentioned educational classification has been further split into 4 important branches of Technioal science viz., Engineering and Technology, Medicine, Agriculture, Veterinaly and Dairying and Teaching, and data have been furnished for these four bra.nohes as .,lao for .. others" separately.
