DALLAS - AIDS service programs in Dallas will receive a higher priority this year because of the Community Develop- ment Advisory Committee [CDAC]. Pro- grams for AIDS services have been raised from ninth to second in fundihg priorities. Each member of the Dallas City Coun- cil is entitled to appoint one person of his or her choosing to CDAC, and ten out of 15 positions have been filled. Council- member Chris Luna appointed Rick Leg- gio, who has been working with other CDAC board members to raise the prior- ity level for AIDS programs in Dallas. CDAC makes recommendations to City Council on how to distribute federal funds coming to the city. This year Dallas will receive approximately $15V2 million. No more than 10% of this money can be used for "public service" programs, which in- clude health and education programs as well as any type of AIDS programs. City Council determines how much each program will receive, and has allotted 56% for housing projects, which can in- clude shelter for the homeless, drug re- habilitation or housing for PWAs. CDAC will accept prospectuses from organizations that wish to receive funding, and after considering these proposals, the board will make budget recommendations to City Council. CDAC also receives rec- ommendations from the city staff. Then City Council holds public hearings, after which final funding decisions are made. If City Council follows the CDAC recom- mendations, AIDS programs will rank sec- ond in priority behind child care. AIDS Resource Center Executive Direc- tor John Thomas explained that CDAC funds had previously been used to ren- ovate the Nelson-Tebedo Clinic. "The money is targeted at low and mid- dle income areas and populations," Thom- as said, "and can be used by the city or by nonprofit groups as well. Steve Shiflett (above) Steve Shiflett, an influential leader in the national gay political movement, died April 17 at his home in San Francisco. He was 39. Shiflett, who had been suffering from AIDS, was a Texas native who relocated to San Francisco eight years ago to pursue his career as a sales represen- tative for commercial office furnishings with the Rucker-Fuller Co., and other companies. While his profession was sales, his passion was politics.
