CUMNOR PARISH COUNCIL Minutes of the Meeting of the Cumnor Parish Council on Monday 5 October 2020 at 7.30pm via Zoom Present. Council resolved to approve the minutes which would be signed by the Chairman as a correct record when Council next meets in person. 282/20 Matters Arising from the Minutes. The Council has the following debtor for 2020/21: HMRC (Reclaimable VAT) £3,826.08. 286/20 Public Participation. None. REPORTS 287/20 Report from County Councillor(s). CC Roberts submitted a written report. General At the last Council meeting our motion on environmentally friendly cycle and pedestrian maintenance did not get discussed so it is going in for the next meeting. There is still likely to be a problem with the highways for routine maintenance as prudential borrowing of £50 million for road maintenance was predicated on 106 agreements and growth. Due to the Covid pandemic this has not happened so the budgets have very little money left for maintenance. Traffic and highways The Botley Road corridor is progressing as they are implementing Phase 1, ( Seacourt Park and Ride) They are finalising the plans for Phase 2 which is the Westminster Way junction. The current proposed plans for cyclists turning right into Eynsham Road is wholly inadequate and I am pushing for a geometric roundabout that has crossing points at each arm. Now that Cumnor Hill is 30 mph, this may be received with more enthusiasm. It has been reported that the speed survey on Oxford Road, Cumnor has been undertaken. I have asked if this is right and whether the results allow that to be30 mph as well. Consultations The Governments white paper on planning closes on 29th October. This paper recommends drastic changes to the current planning system and also suggests that neighbourhood plans should be given considerably less weight. Botley Library There are still no plans to reopen Botley library. I have not heard back from either Neil Rowley or Lorraine Lindsey-Gale so I have asked Lorraine whether she will consider opening without WiFi as it was originally planned. 288/20 Report from District Councillor(s). DC Jenner submitted a written report. Emily Smith, Leader of VOWHDC, reported to Councillors that the Council will be receiving Grant money from the government for work to be done re Covid (but not to pay staff to do the work), which will be required in the event of an autumn spike in cases. Locally there is concern at the likelihood of a resurgence in infections in Oxford City, with Cowley and Headington area as recording the highest rate of infections, and on the verge of going “Red”. This has implications for the Vale area. Concerns for the Villages and Abingdon relating to where the boundary of any local lockdown would be; at the moment infections in the Vale are the lowest in Oxfordshire but our area is vulnerable because of the boundary with the City so the District Council is preparing for the eventuality of a possible local lockdown. We should all promote the routines of hand washing, social distancing, and mask wearing to reduce the risk to ourselves and others. The emphasis this autumn if there is another lockdown will be upon the mental health of residents. Councillor Roberts will be visiting Oxford Brookes campus at Harcourt Hill with the Leader to 105 discuss their protocols for student accommodation there and at Westway Square, which at the moment is only about one third full. Students have been inducted and made aware of the need for caution and have been told that “persistent offenders “would be interviewed and sanctioned. Oxford students return in the coming week, while the first semester will be delivered virtually by some colleges. Vale Council’s affordable housing plan passed through Cabinet this week, as did the new Corporate Plan, which is set to be adopted at Full Council this week. The development at Dean Court by Oxford Community Land Trust will probably get going after Christmas and affordable units at Westway are being negotiated by staff at the Vale. Better government funding for the support of affordable housing is expected to be extended over four years instead of three with a review year. 289/20 Reports from Representatives on Outside Bodies. None. Council received the draft minutes of the Cumnor Conservation Group meeting held on 15 September 2020. COUNCIL 290/20 Consultations. Council did not respond to the Ministry of Housing, Communities & Local Government - Changes to the current planning system consultation which closed on 1 October 2020 due to few Councillors responding to Judy Roberts and Oliver Wright draft comments. Council agreed that a response should be submitted on the Ministry of Housing, Communities & Local Government, Planning for the Future and Transparency and competition a call for evidence on data on land control consultations which close on 29 October 2020. Due to the enormous amount of work needed to draft a response Council agreed that Dona Foster, Judy Roberts, Nick Surman, Laurence Waters and Oliver Wright would work together to submit a draft response for Council to consider by Monday 19 October. Comments to be sent to the Clerk by Friday 23 October. 291/20 Website. Council noted that due to technical difficulties the website was not yet compliant with the Public Sector Bodies (Websites and Mobile Applications) (No 2) Accessibility Regulations 2018. FINANCE 292/20 Expenditure. Council resolved to approve the following: i. Increase in MRH Services approved estimate (minute 130/20iii) by £124 to supply and fit wooden posts to equipment at Closes and Glebe play parks. ii. Quote from Proludic of £70 + VAT to replace the damaged pad to the Ab Bench at Mayfield Road Play Park. 293/20 Quarterly Financial Summary as at 30 September 2020 was noted. 294/20 Bank Reconciliations were noted. i. Quarterly bank reconciliation as at 30 September 2020 was verified by Critchleys Accountants. ii. Cash flow quarterly bank reconciliation from 1 April 2020 to 30 September 2020 was verified by Critchleys Accountants.
