MINUTES STATE BUILDING COMMISSION August 13, 2015 The State Building Commission met this day at 11:00 a.m. in House Hearing Room 30 of the Legislative Plaza, Nashville, Tennessee, with the following members and Departments present. Lieutenant Governor Ramsey called the meeting to order at 11:07 a.m. and requested action on the following matters as presented by State Architect Peter Heimbach. Funding for this grant is from a settlement under the federal Clean Air Act (Petroleum Violation Escrow Funds). P. Culp Renovations Project Description: Phase 1 will include interior renovations for a multi-cultural center and various other student space. Phase 2 will construct a 46,000 sf addition to the student center and make interior and exterior renovations to the existing building. This addition will enhance circulation and provide space for food service, media center, student lounge, and other student functions. The students voted for a fee increase to expand the facility. The fee increase was approved by the TBR Board. The construction of a multi-cultural center is scheduled for completion in October. The renovations in Stone Hall are being removed from the scope of this project. Additional scope is for an addition to the student center. Due to the increase in budget, an RFQ is required for a selection of a new designer. State Building Commission – August 13, 2015 Page 4 of 45 TENNESSEE BOARD OF REGENTS University of Memphis, Memphis, Shelby County, Tennessee Requested Action: Approval to cancel a project Project Title: Wilder Tower Renovations Project Description: Make interior renovations to the 10th floor of the Wilder Tower to accommodate the Confucius Institute. SBC Number: 166/007-02-2014 Total Project Budget: $500,000.00 Source of Funding: $500,000.00 Gift-in-Place (O) Comment: Braganza and Associates is the designer for this project. The University has decided against expanding the space of the existing Confucius Institute due to other space priorities. State Building Commission – August 13, 2015 Page 5 of 45 TENNESSEE BOARD OF REGENTS University of Memphis, Memphis, Shelby County, Tennessee Requested Action: Approval to award a contract to the best evaluated proposer for Construction Manager/General Contractor Project Title: Student Recreation Facility Construction Project Description: Construct a new recreation and physical education facility, demolish a portion of the existing fitness facility and make upgrades to the remaining facilities, and construct new recreation fields. SBC Number: 166/007-22-2014 Total Project Budget: $62,000,000.00 Source of Funding: $62,000,000.00 TSSBA (Student Fees) (O) Comment: Five proposals were received on July 14, 2015. The Notice of Intent to award was sent on July 30, 2015 naming Hoar Construction LLC as the best evaluated proposer. No protests were received in the protest period. Previous Action: 09/11/2014 SBC Approved project and issuance of RFP for CM/GC 11/24/2014 ESC Selected designer (Crump Firm, Inc.) Some existing lots will be expanded, repaved, restriped and some non-paved areas will be converted to paved parking. The work includes grading, drainage, sub-base, asphalt, lighting, emergency phones, landscaping and striping.
