13 HOUSE LEADERSHIP OFFICES 14 For salaries and expenses, as authorized by law, 15 $28,884,000, including: Office of the Speaker, 16 $8,295,000, including $25,000 for official expenses of the 17 Speaker; Office of the Majority Leader, $2,947,000, 18 including $10,000 for official expenses of the Majority 19 Leader; Office of the Minority Floor Leader, $8,295,000, 20 including $10,000 for official expenses of the Minority 21 Leader; Office of the Majority Whip, including the Chief 22 Deputy Majority Whip, $2,448,000, including $5,000 for 23 official expenses of the Majority Whip; Office of the Mi- 24 nority Whip, including the Chief Deputy Minority Whip, 25 $2,219,000, including $5,000 for official expenses of the

12 MEMBER OFFICES 13 For the allowance established under section 120 of 14 the Legislative Branch Appropriations Act, 2019 (2 15 U.S.C. 5322a) for the compensation of interns who serve 16 in the offices of Members of the House of Representatives, 17 $11,025,000, to remain available through January 2, 18 2022: Provided, That notwithstanding section 120(b) of 19 such Act, an office of a Member of the House of Rep- 20 resentatives may use not more than $25,000 of the allow- 21 ance available under this heading during calendar year 22 2021.

2 LEADERSHIP OFFICES 3 For the allowance established under section 113 of 4 the Legislative Branch Appropriations Act, 2020 (2 5 U.S.C. 5106) for the compensation of interns who serve 6 in House leadership offices, $365,000, to remain available 7 through January 2, 2022: Provided, That of the amount 8 provided under this heading, $200,000 shall be available 9 for the compensation of interns who serve in House leader- 10 ship offices of the majority, to be allocated among such 11 offices by the Speaker of the House of Representatives, 12 and $165,000 shall be available for the compensation of 13 interns who serve in House leadership offices of the minor- 14 ity, to be allocated among such offices by the Minority 15 Floor Leader.

16 COMMITTEE EMPLOYEES

17 STANDING COMMITTEES, SPECIAL AND SELECT 18 For salaries and expenses of standing committees, 19 special and select, authorized by House resolutions, 20 $138,100,000: Provided, That such amount shall remain 21 available for such salaries and expenses until December 22 31, 2022, except that $3,100,000 of such amount shall 23 remain available until expended for committee room up- 24 grading.

11 SALARIES, OFFICERS AND EMPLOYEES 12 For compensation and expenses of officers and em- 13 ployees, as authorized by law, $254,781,000, including: 14 for salaries and expenses of the Office of the Clerk, includ- 15 ing the positions of the Chaplain and the Historian, and 16 including not more than $25,000 for official representa- 17 tion and reception expenses, of which not more than 18 $20,000 is for the Family Room and not more than 19 $2,000 is for the Office of the Chaplain, $31,975,000, of 20 which $4,00,000 shall remain available until expended; for 21 salaries and expenses of the Office of the Sergeant at 22 Arms, including the position of Superintendent of Garages 23 and the Office of Emergency Management, and including 24 not more than $3,000 for official representation and re- 25 ception expenses, $23,260,000, of which $11,000,000

6 ADMINISTRATIVE PROVISIONS

7 REQUIRING AMOUNTS REMAINING IN MEMBERS’ REP-

8 RESENTATIONAL ALLOWANCES TO BE USED FOR

9 DEFICIT REDUCTION OR TO REDUCE THE FEDERAL

10 DEBT

11 SEC. 110. (a) Notwithstanding any other provision 12 of law, any amounts appropriated under this Act for

13 ‘‘HOUSE OF REPRESENTATIVES—SALARIES AND

14 EXPENSES—MEMBERS’ REPRESENTATIONAL ALLOW-

15 ANCES’’ shall be available only for fiscal year 2021. Any 16 amount remaining after all payments are made under such 17 allowances for fiscal year 2021 shall be deposited in the 18 Treasury and used for deficit reduction (or, if there is no 19 Federal budget deficit after all such payments have been 20 made, for reducing the Federal debt, in such manner as 21 the Secretary of the Treasury considers appropriate). 22 (b) The Committee on House Administration of the 23 House of Representatives shall have authority to prescribe 24 regulations to carry out this section.

4 LIMITATION ON AMOUNT AVAILABLE TO LEASE VEHICLES

5 SEC. 111. None of the funds made available in this 6 Act may be used by the Chief Administrative Officer of 7 the House of Representatives to make any payments from 8 any Members’ Representational Allowance for the leasing 9 of a vehicle, excluding mobile district offices, in an aggre- 10 gate amount that exceeds $1,000 for the vehicle in any 11 month.

12 CYBERSECURITY ASSISTANCE FOR HOUSE OF

13 REPRESENTATIVES

14 SEC. 112. The head of any Federal entity that pro- 15 vides assistance to the House of Representatives in the 16 House’s efforts to deter, prevent, mitigate, or remediate 17 cybersecurity risks to, and incidents involving, the infor- 18 mation systems of the House shall take all necessary steps 19 to ensure the constitutional integrity of the separate 20 branches of the government at all stages of providing the 21 assistance, including applying minimization procedures to 22 limit the spread or sharing of privileged House and Mem- 23 ber information.

2 SEC. 113. (a) Of the unobligated balances available 3 from prior appropriations Acts from the revolving fund es- 4 tablished under House Resolution 64, Ninety Eighth Con- 5 gress, agreed to February 8, 1983, as enacted into perma- 6 nent law by section 110 of the Congressional Operations 7 Appropriation Act, 1984 (2 U.S.C. 4917), $212,000 is 8 hereby rescinded. 9 (b) Of the unobligated balances available from prior 10 appropriations Acts from the revolving fund established in 11 the item relating to ‘‘Stationery’’ under the heading 12 ‘‘House of Representatives, Contingent Expenses of the 13 House’’ in the first section of the Legislative Branch Ap- 14 propriation Act, 1948 (2 U.S.C. 5534), $1,000,000 is 15 hereby rescinded. 16 (c) Of the unobligated balances available from prior 17 appropriations Acts from the Net Expenses of Tele- 18 communications Revolving Fund under section 102 of the 19 Legislative Branch Appropriations Act, 2005 (2 U.S.C. 20 5538), $2,000,000 is hereby rescinded.

21 STUDENT LOAN CAP ADJUSTMENT

22 SEC. 114. (a) INCREASE IN LIFETIME LIMIT.—Sec- 23 tion 105 of the Legislative Branch Appropriations Act, 24 2003 (2 U.S.C. 4536) is amended—

5 ‘‘(b) LIFETIME LIMIT ON AGGREGATE PAYMENTS

6 MADE ON BEHALF OF ANY INDIVIDUAL.—The aggregate 7 amount of payments made on behalf of any individual 8 under the program under this section by all employing of- 9 fices of the House of Representatives may not exceed 10 $80,000.’’.

11 (b) EFFECTIVE DATE; TRANSITION.—

12 (1) EFFECTIVE DATE.—The amendment made 13 by subsection (a) shall apply with respect to fiscal 14 year 2021 and each succeeding fiscal year.

15 (2) PERMITTING ADDITIONAL PAYMENTS ON

16 BEHALF OF INDIVIDUALS WHOSE PAYMENTS

17 REACHED PRIOR LIMIT.—In promulgating regula- 18 tions to carry out the amendment made by sub- 19 section (a), the Committee on House Administration 20 of the House of Representatives shall include regula- 21 tions to permit payments to be made under the pro- 22 gram under section 105 of the Legislative Branch 23 Appropriations Act, 2003 (2 U.S.C. 4536) on behalf 24 of an individual who—

VerDate Sep 11 2014 18:57 Jul 14, 2020 Jkt 099200 PO 00000 Frm 00011 Fmt 6652 Sfmt 6201 E:\BILLS\H7611.RH H7611 pamtmann on DSKBC07HB2PROD with BILLS 12 1 (A) is an employee of an employing office 2 of the House during fiscal year 2021 or any 3 succeeding fiscal year; 4 (B) prior to fiscal year 2021, had pay- 5 ments made on the individual’s behalf under 6 the program under such section; and 7 (C) prior to fiscal year 2021, became ineli- 8 gible to have payments made on the individual’s 9 behalf under the program because the aggre- 10 gate amount of the payments made on the indi- 11 vidual’s behalf under the program reached the 12 limit on such aggregate amount which (under 13 regulations promulgated by the Committee) was 14 in effect prior to fiscal year 2021.

15 HOUSE OF REPRESENTATIVES MODERNIZATION

16 INITIATIVES ACCOUNT

17 SEC. 115. (a) ESTABLISHMENT.—There is hereby es- 18 tablished in the Treasury of the United States an account 19 for the House of Representatives to be known as the 20 ‘‘House of Representatives Modernization Initiatives Ac- 21 count’’ (hereafter in this section referred to as the ‘‘Ac- 22 count’’).

23 (b) USE OF FUNDS.—Funds in the Account shall be 24 used by the House of Representatives to carry out initia- 25 tives to modernize the operations of the House, including

4 (c) CONTINUING AVAILABILITY OF FUNDS.—Funds 5 in the Account are available without fiscal year limitation.

6 (d) AUTHORIZING TRANSFERS OF FUNDS AMONG

7 OTHER HOUSE ACCOUNTS.—Section 101(c)(2) of the 8 Legislative Branch Appropriations Act, 1993 (2 U.S.C. 9 5507(c)(2)) is amended by striking ‘‘, and ‘Allowance for 10 Compensation of Interns in House Leadership Offices’.’’ 11 and inserting ‘‘ ‘Allowance for Compensation of Interns in 12 House Leadership Offices’, and ‘House of Representatives 13 Modernization Initiatives Account’.’’.

14 (e) EFFECTIVE DATE.—This section and the amend- 15 ments made by this section shall apply with respect to fis- 16 cal year 2021 and each succeeding fiscal year. 17 JOINT ITEMS 18 For Joint Committees, as follows:

19 JOINT ECONOMIC COMMITTEE 20 For salaries and expenses of the Joint Economic 21 Committee, $4,203,000, to be disbursed by the Secretary 22 of the Senate.

6 OFFICE OF THE ATTENDING PHYSICIAN 7 For medical supplies, equipment, and contingent ex- 8 penses of the emergency rooms, and for the Attending 9 Physician and his assistants, including: 10 (1) an allowance of $2,175 per month to the 11 Attending Physician; 12 (2) an allowance of $1,300 per month to the 13 Senior Medical Officer; 14 (3) an allowance of $725 per month each to 15 three medical officers while on duty in the Office of 16 the Attending Physician; 17 (4) an allowance of $725 per month to 2 assist- 18 ants and $580 per month each not to exceed 11 as- 19 sistants on the basis heretofore provided for such as- 20 sistants; and 21 (5) $2,796,000 for reimbursement to the De- 22 partment of the Navy for expenses incurred for staff 23 and equipment assigned to the Office of the Attend- 24 ing Physician, which shall be advanced and credited 25 to the applicable appropriation or appropriations

6 OFFICE OF CONGRESSIONAL ACCESSIBILITY SERVICES

7 SALARIES AND EXPENSES 8 For salaries and expenses of the Office of Congres- 9 sional Accessibility Services, $1,536,000, to be disbursed 10 by the Secretary of the Senate. 11 CAPITOL POLICE

12 SALARIES 13 For salaries of employees of the Capitol Police, in- 14 cluding overtime, hazardous duty pay, and Government 15 contributions for health, retirement, social security, pro- 16 fessional liability insurance, and other applicable employee 17 benefits, $395,720,000 of which overtime shall not exceed 18 $50,246,000 unless the Committee on Appropriations of 19 the House and Senate are notified, to be disbursed by the 20 Chief of the Capitol Police or his designee.

21 GENERAL EXPENSES 22 For necessary expenses of the Capitol Police, includ- 23 ing motor vehicles, communications and other equipment, 24 security equipment and installation, uniforms, weapons, 25 supplies, materials, training, medical services, forensic

17 ADMINISTRATIVE PROVISION

18 STUDENT LOAN CAP ADJUSTMENT

19 SEC. 116. Section 908(c) of the Emergency Supple- 20 mental Act, 2002 (2 U.S.C. 1926(c)), is amended by strik- 21 ing ‘‘$60,000’’ and inserting ‘‘$80,000’’.

10 MAINTENANCE AND CARE OF PRIVATE VEHICLES

11 SEC. 201. No part of the funds appropriated in this 12 Act shall be used for the maintenance or care of private 13 vehicles, except for emergency assistance and cleaning as 14 may be provided under regulations relating to parking fa- 15 cilities for the House of Representatives issued by the 16 Committee on House Administration and for the Senate 17 issued by the Committee on Rules and Administration.

18 FISCAL YEAR LIMITATION

19 SEC. 202. No part of the funds appropriated in this 20 Act shall remain available for obligation beyond fiscal year 21 2021 unless expressly so provided in this Act.

22 RATES OF COMPENSATION AND DESIGNATION

23 SEC. 203. Whenever in this Act any office or position 24 not specifically established by the Legislative Pay Act of 25 1929 (46 Stat. 32 et seq.) is appropriated for or the rate

11 CONSULTING SERVICES

12 SEC. 204. The expenditure of any appropriation 13 under this Act for any consulting service through procure- 14 ment contract, under section 3109 of title 5, United States 15 Code, shall be limited to those contracts where such ex- 16 penditures are a matter of public record and available for 17 public inspection, except where otherwise provided under 18 existing law, or under existing Executive order issued 19 under existing law.

20 COSTS OF LBFMC

21 SEC. 205. Amounts available for administrative ex- 22 penses of any legislative branch entity which participates 23 in the Legislative Branch Financial Managers Council 24 (LBFMC) established by charter on March 26, 1996, shall 25 be available to finance an appropriate share of LBFMC

5 LIMITATION ON TRANSFERS

6 SEC. 206. None of the funds made available in this 7 Act may be transferred to any department, agency, or in- 8 strumentality of the United States Government, except 9 pursuant to a transfer made by, or transfer authority pro- 10 vided in, this Act or any other appropriation Act.

11 GUIDED TOURS OF THE CAPITOL

12 SEC. 207. (a) Except as provided in subsection (b), 13 none of the funds made available to the Architect of the 14 Capitol in this Act may be used to eliminate or restrict 15 guided tours of the United States Capitol which are led 16 by employees and interns of offices of Members of Con- 17 gress and other offices of the House of Representatives 18 and Senate, unless through regulations as authorized by 19 section 402(b)(8) of the Capitol Visitor Center Act of 20 2008 (2 U.S.C. 2242(b)(8)). 21 (b) At the direction of the , or 22 at the direction of the Architect of the Capitol with the 23 approval of the Capitol Police Board, guided tours of the 24 United States Capitol which are led by employees and in- 25 terns described in subsection (a) may be suspended tempo-

5 LIMITATION ON TELECOMMUNICATIONS EQUIPMENT

6 PROCUREMENT

7 SEC. 208. (a) None of the funds appropriated or oth- 8 erwise made available under this Act may be used to ac- 9 quire telecommunications equipment produced by Huawei 10 Technologies Company, ZTE Corporation or a high-im- 11 pact or moderate-impact information system, as defined 12 for security categorization in the National Institute of 13 Standards and Technology’s (NIST) Federal Information 14 Processing Standard Publication 199, ‘‘Standards for Se- 15 curity Categorization of Federal Information and Informa- 16 tion Systems’’ unless the agency, office, or other entity 17 acquiring the equipment or system has— 18 (1) reviewed the supply chain risk for the infor- 19 mation systems against criteria developed by NIST 20 to inform acquisition decisions for high-impact and 21 moderate-impact information systems within the 22 Federal Government; 23 (2) reviewed the supply chain risk from the pre- 24 sumptive awardee against available and relevant

VerDate Sep 11 2014 18:57 Jul 14, 2020 Jkt 099200 PO 00000 Frm 00038 Fmt 6652 Sfmt 6201 E:\BILLS\H7611.RH H7611 pamtmann on DSKBC07HB2PROD with BILLS 39 1 threat information provided by the Federal Bureau 2 of Investigation and other appropriate agencies; and 3 (3) in consultation with the Federal Bureau of 4 Investigation or other appropriate Federal entity, 5 conducted an assessment of any risk of cyber-espio- 6 nage or sabotage associated with the acquisition of 7 such system, including any risk associated with such 8 system being produced, manufactured, or assembled 9 by one or more entities identified by the United 10 States Government as posing a cyber threat, includ- 11 ing but not limited to, those that may be owned, di- 12 rected, or subsidized by the People’s Republic of 13 China, the Islamic Republic of Iran, the Democratic 14 People’s Republic of Korea, or the Russian Federa- 15 tion. 16 (b) None of the funds appropriated or otherwise 17 made available under this Act may be used to acquire a 18 high-impact or moderate impact information system re- 19 viewed and assessed under subsection (a) unless the head 20 of the assessing entity described in subsection (a) has— 21 (1) developed, in consultation with NIST and 22 supply chain risk management experts, a mitigation 23 strategy for any identified risks; 24 (2) determined, in consultation with NIST and 25 the Federal Bureau of Investigation, that the acqui-

10 PROHIBITION ON CERTAIN OPERATIONAL EXPENSES

11 SEC. 209. (a) None of the funds made available in 12 this Act may be used to maintain or establish a computer 13 network unless such network blocks the viewing, 14 downloading, and exchanging of pornography. 15 (b) Nothing in subsection (a) shall limit the use of 16 funds necessary for any Federal, State, tribal, or local law 17 enforcement agency or any other entity carrying out crimi- 18 nal investigations, prosecution, or adjudication activities 19 or other official government activities.

20 PLASTIC WASTE REDUCTION

21 SEC. 210. All agencies and offices funded by this Act 22 that contract with a food service provider or providers 23 shall confer and coordinate with such food service provider 24 or providers, in consultation with disability advocacy 25 groups, to eliminate or reduce plastic waste, including

6 SEC. 211. (a) ANNUAL RATE OF PAY FOR HEADS

7 OF CERTAIN OFFICES.—

8 (1) DIRECTOR OF THE CONGRESSIONAL BUDG-

9 ET OFFICE.—Section 201(a)(5)(A) of the Congres- 10 sional Budget Act of 1974 (2 U.S.C. 601(a)(5)(A)) 11 is amended by striking ‘‘that is equal to’’ and all 12 that follows and inserting ‘‘that is equal to the an- 13 nual rate of basic pay for level II of the Executive 14 Schedule.’’.

15 (2) EXECUTIVE DIRECTOR OF THE OFFICE OF

16 CONGRESSIONAL WORKPLACE RIGHTS.—Subpara- 17 graph (B) of section 302(a)(2) of the Congressional 18 Accountability Act of 1995 (2 U.S.C. 1382(a)(2)) is 19 amended to read as follows:

20 ‘‘(B) LIMITATION.—The annual rate of 21 pay for the Executive Director may not exceed 22 the annual rate of basic pay for level II of the 23 Executive Schedule.’’.

Notwithstanding any other provision of 19 law, an entity may use amounts appropriated or otherwise 20 made available under this Act to pay the compensation 21 of an officer or employee without regard to the officer’s 22 or employee’s immigration status if the officer or employee 23 has been issued an employment authorization document 24 under the Deferred Action for Childhood Arrivals Pro- 25 gram of the Secretary of Homeland Security, established

7 SEC. 213. Notwithstanding any other provision of 8 law, no adjustment shall be made under section 601(a) 9 of the Legislative Reorganization Act of 1946 (2 U.S.C. 10 4501) (relating to cost of living adjustments for Members 11 of Congress) during fiscal year 2021.

12 REMOVAL OF OFFENSIVE U.S. CAPITOL STATUARY

13 SEC. 214. (a) REMOVAL AND STORAGE.—Not later 14 than 45 days after the date of the enactment of this Act, 15 the Architect of the Capitol— 16 (1) shall remove all Confederate statues and 17 Confederate busts from any area of the United 18 States Capitol which is accessible to the public; and 19 (2) shall remove the bust of Roger Brooke 20 Taney; the statue of Charles Brantley Aycock; the 21 statue of John Caldwell Calhoun; and the statue of 22 James Paul Clarke from any area of the United 23 States Capitol, which is accessible to the public.

24 (b) STORAGE OF STATUES.—In the case of any stat- 25 ue removed under subsection (a), the Architect of the Cap-

4 (c) DEFINITIONS.— 5 (1) Confederate statue.—In this section, the 6 term ‘‘Confederate statue’’ means a statue which 7 was provided by a State for display in the United 8 States Capitol under section 1814 of the Revised 9 Statutes (2 U.S.C. 2131), including a replacement 10 statue provided by a State under section 311 of the 11 Legislative Branch Appropriations Act, 2001 (2 12 U.S.C. 2132), which depicts— 13 (A) any individual who served voluntarily 14 at any time as a member of the armed forces 15 of the Confederate States of America or of the 16 military forces of a State while the State was 17 in rebellion against the United States; or 18 (B) any individual who served as an offi- 19 cial in the government of the Confederate 20 States of America or of a State while the State 21 was in rebellion against the United States. 22 (2) Confederate bust.—In this section, the term 23 ‘‘Confederate bust’’ means a bust which depicts an 24 individual described in subparagraph (A) or (B) of 25 paragraph (1).
