    VOLUNTARY ASSISTED DYING BILL 2017 Second Reading Debate The PRESIDENT: Before I call the Hon. Walt Secord, on behalf of all members I welcome all visitors in the public gallery to the New South Wales Legislative Council. I know they are here to watch the proceedings. A number of rules apply not only to members but also to people in the public gallery who will be listening to the debate. No matter what they think about what is said, they need to listen to the debate quietly. Applause, jeering or any other gestures are not permitted. Visitors are also not to attempt to talk to members in the Chamber. If they have something to say to those who are seated next to them I ask them to do so quietly. There should be no audible conversation. Photographs and filming are not permitted apart from the media photographers who have been authorised to do so. Please follow any instructions by officers of Parliament. No signs or other props are to be utilised during the debate. The Hon. WALT SECORD ( 10:41 ): I contribute to debate on the Voluntary Assisted Dying Bill 2017 which was introduced by the Hon. Trevor Khan, Deputy President and Chairman of Committees and a Nationals member of Parliament. I acknowledge that this bill was developed in conjunction with an informal parliamentary working group comprising a number of members from various parties. This bill, while simple, is historic. It has significant and far-reaching implications and it encapsulates more than the simple slogan of the right to die.

    LEGISLATIVE COUNCIL GENERAL PURPOSE STANDING COMMITTEE NO. 2 Inquiry into Elder Abuse That the General Purpose Standing Committee No. 2 inquire into and report on matters relating to elder abuse in New South Wales including: 1. The prevalence of abuse (including but not limited to financial abuse, physical abuse, sexual abuse, psychological abuse and neglect) experienced by persons aged 50 years or older in New South Wales 2. The most common forms of abuse experienced by older persons and the most common relationships or settings in which abuse occurs 3. The types of government and/or community support services sought by, or on behalf of, victims of elder abuse and the nature of service received from those agencies and organisations 4. The adequacy of the powers of the NSW Police Force to respond to allegations of elder abuse 5. Identifying any constraints to elder abuse being reported and best practice strategies to address such constraints 6. Identifying any strength based initiatives which empower older persons to better protect themselves from risks of abuse as they age 7. The effectiveness of NSW laws, policies, services and strategies, including the 2014 Interagency Policy Preventing and Responding to Abuse of Older People, in safeguarding older persons from abuse 8. The possible development of long-term systems and proactive measures to respond to the increasing numbers of older persons, including consideration of cultural diversity among older persons, so as to prevent abuse 9. The consideration of new proposals or initiatives which may enhance existing strategies for safeguarding older persons who may be vulnerable to abuse, and 10.

Out of those 9,900 women, 1,640 have elected to proceed; out of those, 1,512 have booked in with an appointment with a return to work coordinator. The Hon. PENNY SHARPE: That is terrific. BRONNIE TAYLOR [5.29 p.m.] (Inaugural Speech): Mr President, may I begin by congratulating you on your re-election and by acknowledging all other members of the Fifty-sixth Parliament. I make particular mention of my colleagues from the NSW Nationals: the Hon. Duncan Gay, the Hon. Rick Colless, the Hon. Niall Blair, the Hon. Sarah Mitchell and the Hon. Trevor Khan and, of course, my class of 2015 colleague the Hon. Ben Franklin. It is indeed a privilege to be able to serve in this place with all of you, and I very much look forward to the days ahead. As His Excellency the Governor reminded us yesterday, we are all here because we have something that unifies us all: a belief and a commitment to a great country, a great State and, for The Nationals, a great rural and regional New South Wales. We want the best possible opportunities for the people whom we represent. Just as this place has an enormous history and at its best has been a powerful representative of the people of New South Wales, so we each individually bring our own history to our roles. My history has largely been one of working from outside the political system. For 40 years I have been unaligned to any political party, seeking the best in health, in education and in agriculture for my communities from people of any persuasion.

    INAUGURAL SPEECH OF THE HONOURABLE BEN FRANKLIN The Hon. BEN FRANKLIN [3.36 p.m.] (Inaugural Speech): Today I speak in the Address- in-Reply debate to the Governor's Speech formally opening the Fifty-sixth Parliament of New South Wales. I do so noting that we are meeting today on the traditional lands of the Gadigal people. I acknowledge them as custodians and traditional owners of this land and I extend my respect to their elders, past and present. Mr President, in the Governor's address last week he implored us to: ... remember that [we] are here to speak for [our] community and it is their interests that come first. Although we will be on differing sides of many debates, as long as we diligently seek to honestly reflect the wishes of our communities every one of us will have fulfilled that role. I stand here as a passionate advocate for representative democracy and I believe that the many and varied voices that sit here in this Chamber are an absolute validation of that ideal. I am particularly delighted to be entering this place with three good friends from three different parties: Scott Farlow, a former work colleague and now great mate who is one of the most decent and honourable people I know; the irrepressible Bronnie Taylor who is clearly The Nationals yin to my yang; and Courtney Houssos, who, along with her husband, George, has been a good friend for many years—although that friendship was not quite strong enough to stop The Nationals smiting Country Labor from the electoral landscape at this election and many more to come.
